Resolution No.340 A RESOLUTION COMMENDING ALL WHO WORKED ON THE
ROHNERT PARK FLOAT COMMITTEE.
Councilman V. Smith read Resolution No. 340 and
upon motion,by Councilman Roberts, seconded by
Councilman; %pezonella and unanimously approved,
said resolution was adopted.
Approval of Minutes Upon motion by Councilman Pezonella, seconded by
Councilman,Roberts and unanimously approved, the
minutes of the regular meeting of May 2, 1966
and the adjourned meeting of May 9, 1966 were
approved as'-submitted.
Bills for Upon motion by Councilman Pezonella, seconded by
Approval Council man V. Smith,and unanimously approved,
the bills, per tha attached list, were approved
for payment.

The Council of the City of Rohnert Park met this
date in regular session at 8:00 P.M. in the City
Offices, 435 Southwest Boulevard, Rohnert Park
with Mayor (!Smith presiding. The regular session
was preceded by a.work session which commenced at
7:30 P.M. and at which a film entitled "The Red -
wood Empire" was ;shown.
Call to Order
Mayor C. Smith called the meeting to order and
led the pledge of allegiance.

Present: Councilmen Pezonella, Roberts, V.Smith
and Mayor.C. Smith
Absent: Councilman Rogers
Staff present: City Manager Callinan, City
Attorney Maxwell, Robert Nicholson and John
Quinn from the Sonoma County Planning Department.
Film "Redwood
Mayor,C.:Smith advised the Council that Mr.
Empire"
Anderson of P.G.&E. had offered to bring the
film ;to the next; Council meeting`\:on June 6th
for a complete showing and that the work session
would begin at 7:-20 P:M. for this purpose.
Parade Trophy
Mayor C. Smith recognized Mrs. Roberts of the
Chamber's Float-Committee who introduced Diane
Madden „;1,�iss Rohnert Park. Miss Madden presented
the Luther Burbank Third Place, Class 1 Float
Trophy to the City Council. Mayor C. Smith
accepted the trophy on behalf of the City of
Rohnert Park.
Resolution No.340 A RESOLUTION COMMENDING ALL WHO WORKED ON THE

Councilman V. Smith read Resolution No. 340 and
upon motion,by Councilman Roberts, seconded by
Councilman; %pezonella and unanimously approved,
said resolution was adopted.
Approval of Minutes Upon motion by Councilman Pezonella, seconded by
Councilman,Roberts and unanimously approved, the

Communications Communications, per the attached outlines were
brought to the attention of the Council. No
action was taken on any of the communications
except as specifically noted in these minutes.
1. Letters from.F•.: W. Rohnert and Maurice
Fredericks regarding a note from the Rohnert
Park.District were read. City Manager Callinan
read his reply to the inquiry. The Council
requested the City Manager to follow -up and
report to the Council at a later meeting.
2. A letter from Mrs. Barbara Coppa, regarding
the hiring.of the pool manager for Benecia
Pool,c; was reviewed. Mayor C. Smith stated
the Council felt that the matter had been
publicized enough and if any complaints
existed they should be taken to the City
Manager's office and /or appealed before the
City Council if the party so desired.
3. A League of California Cities bulletin re-
garding mail box curb delivery was.read.
Resolution No.341 A.RESOLUTION OF THE CITY COUNCIL OF THE CITY
;OF ROHNERT PARK OPPOSING CURBSIDE DELIVERY OF
MAIL BY.THE UNITED STATES POST OFFICE, was
read.
Upon motion by Councilman Pezonella,
seconded by Councilman Roberts, and unanimous -
. ly approved, Resolution No. 341 was adopted.
Public Hearing Mayor.C.Smth declared the public hearing open
Annexation 3 -A - and asked for comments from the Council and staff.

Site
City Manager Callinan stated he had talked with
,Mr _Meyer who stated the school district was
working on the annexation agreement.
;Councilman:..Pezonella read a statement opposing
..the annexation and suggested to the Council that
the annexation proceedings be abandoned.
.Mayor.CI Smith asked for comments from the floor.
No..one in the audience expressed a desire to be
Councilman V. Smith offered and read a resolution
for consideration regarding the naming of the
high.school. After reading, Councilman V. Smith
moved :far the adoption of the resolution. Said
motion was seconded by Councilman Roberts.

A discussion followed in which City Attorney
Maxwell advised the Council of the legal proce-
dure that would have to be followed if the public
hearing was...c.losed.
Councilman.V#,Smith withdrew his motion to-.have
his Suggested resolution adopted and,,Co.uncilman
Roberts withdrew his second.
.,Upon motion by Councilman V. Smith, seconded by
.,,.Councilman Roberts and unanimously approved,
-the public hearing on Annexation 3-A$ High School
Site on Snyder Lane was closed.
Public Hearing Mayor C. Smith declared the.public hearing open
Weed Abatement' and.asked for comments the floor. There

,g no one desiring to be heard and no written
protests having been filed with the clerk, the
public hearing was.closed.,
Resolution No. 338_A. RESOLUTION ORDERING CITY MANAGER OF THE CITY OF
ROHNERT PARK TO ABATE NUISANCES EXISTING WITHIN
THE CITY OF ROHNERT PARK.
Upon motion by Councilman Pezonella,,s.epQn.'cled by-
Cou4Qi I lman V. Smith_and unanimously approved, the
reading of Resolution No. 338 was waived and said
resolution was-adopted.
Planning and Zoning Matters
. Traffic Pattern City Engineer Milt Hudis-explained the traffic
Wilfred-Commerce pattern that he designed for the Wilfred Ave.,
and Transport Ave. Frontage Road,, Commerce Blvd. intersect-;ion.
Intersection
A discussion followed with comments from:the:...r.
Council? Mr. Hudis, Mr. Golis and staff.
Upon motion by Councilman V. Smith, seconded by
Councilman Pezonella and unanimously approved,
the'Coun . cil recommended.that the County staff be
given the opportunity -to go over the plan and
make a report back to the.Council and that the
Council, at this time, would go on record as in-
dicating their intention to,grant a use permit
tb Gulf Oil for a servic.c.station at Wilfred
and Commerce Blvd., subject to the realignment
of the roadway.
Gulf Oil Corp. City Manager Callinan advised the Council that
Use Permit since the traffic pattorn for this area was
Service Station still under discussion, Gulf Oil had requested
their request be deferred until the next meeting.

Mayor C. Smith deferred the Gulf Oil Permit until

the June 6,.1.966 meeting.
Mr. Till

City Manager Callinan advised the Council that
Driveway
he had checked with Mr. Maxwell and was advised
Modification
that Mr. Till's proposal would not violate the
zoning ordinance.
Councilman Pezonella moved to grant Mr. Till's
request to modify his driveway. City Attorney
Maxwell stated that no permissive action by the
Council was necessary. Councilman Pezonella
withdrew his motion.
Valleyview Lands
Master Plan
Mr. Lehman, General Planning Corp., presented a,
site development of the Valleyview lands to the
Council. and explained various sections of his plan,
Mr. Callinan advised the Council that a public
hearing would be scheduled for the June 6, 1966
.meeting to 'bonsider the plan ;presented by Mr.
Lehman.
Lack of College
A discussion was,held concerning lack of planning
area planning by
the County
being'done for the area around the College campus.
Participating
in'the discussion were the Council
members, City Manager, City Attorney, Mr. R.
Nicholson of the County Planning Staff.
Mayor C. Smith was requested-- to --ap -pear before -
the Board of Supervisors and express the Council's
feelings..
Mr. Paul Golis
Mr. Golis was recognized and inquired as to

Resolution. No. 339
A RESOLUTION URGING FEDERAL HIGHWAYS FUNDS BE
RESTORED.TO CALIFORNIA BY ADDING TO THE INTER -
STATE ftIGHWAY
SYSTEM FREEWAYS EQUIVALENT TO THOSE
DELETED FROM SAN.FRANCISCO.
Upon motion by Councilman V. Smith, seconded by
Councilman Roberts, and unanimously approved,
Resolution No. 339 was adopted.
Project No.1.965 -3
Extension
A verbal progress report on the project was given
of

by Project Engineer Mr. Hudis. Mr. -Hudis re-
quested that the first
progress payment to.Mc -.
Guire. and Hester in the amount of $20,483.00
be approved for payment.
Request from Chief City Manager Callinan advised the Council that
Koch to Pay Reserve.he. had received a request from Chief Koch to.pay
Officer.Niquctte Reserve Officer Ron Niquette $20.00 (8 hrs. @
$2.50/hr) for time spent on several court appear -
ances necessitated by two recent cases.

Upon motion by Coun.cilman.Pezonella, seconded by
Councilman V. Smith.. and unanimously approved,

Mr. Hudis advised that he had submitted the plans
fo;r the widening of Commerce Blvd. between Alison
Avenue and.Arlen Drive to Argonaut Constructors
for a cost estimate and quote.

ICMA Institute
City Manager Callinan requested permission to
attend the ICMA Institute on Computers in San
Francisco on July 24 through 29, 1966. Mr.-
Callin.ah!advised the Council that he would 'be
commuting each day.
upon motion. by Councilman Pezonella, seconded by
Councilman V. Smith-and unanimously approved,
authorization was granted for the City Manager
to attend the + - TCMA 'Institute -' in San Francisco'.
Cash registers for.
City -Manager Calli;nan discussed with the Council
Swimming Pools
-the need for,:cash.registers: for the City's swim-
ming pools.
Upon moti -on by Councilman. V.: Smith, se`e-onded by
Councilman Pezonella and unanimously approved,
authorization wasfgran;ted`to' purchase two rebuilt
cash registers for the - swimming pools at a cost
of $270.00 each.
Golf Course Study
Mr. Callinan advised the Council that he had re-
ceived' a copy of the 'agreement that the City of
Davis has with the bankrupty referee. He further
advised that on Wednesday,. May 18, 19669 he., Mr.
_eve'S'on, Mr. O'Neil and Mr. Raymond would.. be
going to Fresno.to meet ",with the referee in

Good Neighbor Days..
Mr. Callinan reminded the Council of the
b 'beque held last year for,the children of
Morelia.Mexico, and stated,that perhaps this
type of good neighbor policy should be continued.
A.,,-brief discussion was held upon conclusion of
which'Councilman Pezonella was appointed Chair -
man of a Good Neighbor Day Barbeque which will
be held on.May 31, .1966.
Request from Chief City Manager Callinan advised the Council that

Councilman Pezonella and unanimously approved,
authorization was given to pay Reserve Officer
Niquette the sum of $20.00.
Fire Equipment
Mr. Callinan stated that he had received a
Study and
report on;.a study conducted by Chief Koch into

the needs of the City.-for additional fire
equipment. A copy of Chief Koch's comments were
provided to each Councilman. It was suggested..``
that a work session to consider this matter be
held soon.
Stop signs at
City Manager.Callinan stated that he had discussed
Driveways out of
this matter with Chief Koch who recommended
Shopping Center
against the installation of such stop signs
pointing out the fact that the visibility is
is completely clear and there have been no
accidents.
Drainage -Young
City Manager Callinan stated that Mr. Gripe, of
America Homes

engineers looking at the lots today.
Fences along.
Mr. Callinan stated that this matter had been
Burton Avenue
brought:to the attention of Young America Homes.
Mr. _Gripe had staved the fence had been fixed
to Mrs. Roberts satisfaction. Mrs. Roberts,
sitting in the audience`,._ confirmed this.
City Attorney's Report
Hardin Law Suit
Mr. Maxwell reported on the status of the Hardin
Law Suit.
Rohnert Park Civic
City Manager Callinan.advised the Council that
Commission Matters
a $50.00 payment had been made to the Exchange
Bank as their initial.fee as fiscal agent for
the Public Safety Building bond issue.
ABAG Appointment
Mr. C.al.linan advised the Council that ABAG had
requested confirmation as to the City's repre-
sentative_ and: alternate.
Upon motion by Councilman Pezonella, seconded
by Councilman Roberts and unanimously approved,
the Council re- appointed Councilman V. Smith
as the City's representative to ABAG and Council -
man J. Rogers as the alternate representative.
Library Service
City Manager Callinan commented on the letter
written by Councilman Rogers to Mr. David Sabsay,
the,Direetor.of the Santa Rosa - Sonoma County
Free Public Library.

A discussion followed relative to the possible
location of such a facility and expense involved.
The Council requested the Mayor and City Manager
to follow up with Mr. Sabsay and report back to
the Council.
Adjournment There being no further business the meeting was
adjourned at 11:15 P.M.
