1966/06/20 Mobile Home Park Rent Appeals Board MinutesROHNERT PARK CITY COUNCIL MINUTES June 20, 1966 The Council of the City of Rohnert Park met this date in regular session at 8 :00 P.M. in the City Offices, 435 Southwest Boulevard, Rohnert Park with Mayor C. Smith presiding. This regular session was preceded by a work session which commenced at approximately 7 :30 P.M. but at which no formal action was taken. Call to Order Mayor C. Smith called the meeting to order and led the Pledge of Allegiance. Roll Call Present: (5) Councilmen Pezonella, Roberts, Roberts, Rogers, V. Smith and Mayor C. Smith Absent: (0) Staff Present: City Manager Callinan, City Attorney Maxwell, Robert Nicholson and John Quinn of the Sonoma County Planning Department. Approval of Upon motion by Councilman Pezonella, seconded by Minutes Councilman Rogers and unanimously approved, the minutes of the June 6, 1966 regular meeting and the June 13, 1966 adjourned meeting were approved as submitted. Approval of Upon motion by Councilman Rogers, seconded by Bills Councilman Pezonella and approvod by voice vote with Councilman Roberts abstaining, the bills, per the attached list, were approved for payment. Communications Communications, per the attached outline, were brought to the attention of the Council. No action was taken on any of the communications except as specifically noted in these minutes. Warren Jones, Mr. Jones, representing Mr. and Mrs. Henry Planner for Anderson and James Anderson, was present and Anderson property displayed several development plans and present- ed the Council with a brochure outlining the development being proposed for the 200 acres owned by the Andersons north of the college campus. Mr. Jones stated that his appearance was to pre- sent these plans to the Council in order to give them an idea of what was proposed for this pro- perty. He explained generally the planning done to date. El Colegio - Site City Manager Callinan brought to the Council's Development Plan attention the letters and reports received from Mr. Howard, Sonoma State College and the County Planning Staff relative to the El Colegio Site Page -2- June 20, 1966 Development Plan. Mr. Quinn, County Planning Staff, displayed several maps showing his recommendations and suggested changes to the El Colegio plan. City Manager Callinan read a letter received from the Petaluma High School District concerning the proposed commercial uses across from the high- school site. A discussion followed on the alignment of the extension of Southwest Boulevard. Councilman Rogers moved and Councilman Pezonella seconded that the plan, as submitted by the developer, for the alignment of Southwest Blvd. be accepted. A further discussion took place. Mr. Thiesfeld and Dr. Cord, recognized by Mayor C. Smith, commented in favor of the motion. Upon conclusion of the discussion the following roll call vote was taken: AYES: ) Councilman Pezonella, Roberts, Rogers and Mayor C. Smith NOES: (1) Councilman V. Smith The motion accepting the alignment of Southweat Blvd. as shown on the site development plan submitted by the developer was approved. A discussion was-held on several other points in the plans submitted by the applicant, Allan Forsyth and Associates. City Manager Callinan pointed out to the Council that they could approve the plan subject to cer- tain conditions and he suggested certain condi- tions to the Council. A discussion followed in which City Attorney Maxwell; Mr. Nicholson, County Planning staff; Mr. Davidson, representing the Cotati School District; Mr. Thiesfeld, a resident; and Mr. Lehman, the applicant's planner, commented. City Manager Callinan read the conditions he recommended as a part of the approval of the plan. Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously approved, the site development plan submitted was approved subject to the conditions recommended by staff Page -3- June 20, 1966 and on file in the City Offices. Mr. Fredericks, the applicant, was present and showed the Council some snapshots of various signs on top of buildings. A general discussion followed in which the Council expressed. concern over the sign section of the zoning ordinance and suggested that it should be restudied for possible change. Councilman V. Smith moved that the variance re- quested be denied. Said motion died for lack of a second. Councilman Pezonella moved that the variance be granted. City Manager Callinan commented that perhaps if the City staff sat down with the representatives from Charmwood Homes a satisfactory arrangement. could be arrived at. Councilman Pezonella withdrew his motion. Upon motion by Councilman Pezonella, seconded by Councilman Roberts and unanimously approved the City Manager was requested to meet with the applicant and representatives of Charmwood Homes and make a report at the next adjourned meeting at which time this application will be consider- ed. City Manager Callinan and Milt Hudis, engineer Subdivision 9 -A for the developer, displayed the final map of Final Map Subdivision 9, Unit A. Mr. Spivock, the sub- divider, was also present. A breif discussion followed during which it was recommended and agreed to by the subdivider, Mr. Spivock, that the building setback lines on Commerce Boulevard would be changed to 30 feet and the building setback lines on Arthur Avenue would be changed to 25 feet. Upon motion by Councilma- V. Smith, seconded by Councilman Rogers and unanimously approved the Council approved the final map for Subdivision 9, Unit A subject to the subdivider making the changes on the building setback lines, entering into a subdivision agreement, posting the re- quired bonds, and paying all appropriate fees. Rogers , ABSENT,: (0) A discussion followed, at the end of which Council- man Pezonella moved that the annexation be denied, Said motion by seconded by Councilman Rogers. Page -5- June 20, 1966 Several citizens asked to be heard prior to the vote being taken. Rev. Harvey Robinson, Mr. Hamann, Mrs. McGraw and Mrs. Keller addressed comments to the Council. Councilman V. Smith asked the three members of the Council voting against annexation to delay any decision until the next regular meeting in order that each Councilman could conduct a per- sonal poll of the citizens of Rohnert Park. Councilman Rogers withdrew his second to the Councilman Pezonella's motion. Councilman Pezonella withdrew his motion. It was agreed by the Council that on Wednesday, June 22nd and Thursday, June 23rd, the Council would hold adjourned sessions to begin-at 7 :00 P.M. each night for the purpose of reviewing the preliminary budget. Major Drainage City Manager Callinan discussed with the Council Ways methods of financing the improvement of large drainage channels. Mr. Callinan requested Council approval to pro- ceed through the Zone 1- ...,.�dviscr?Zat.te ax, the Board of Supervisors with a request f6r Floa'd Control District would advance the monies for said improvement and be reimbursed as the area is developed. Upon motion by Councilman Rogers, seconded by Councilman V. Smith and unanimously approved, the highschool site annexation was deferred until the next regular meeting. Project 1965 -3 Project Engineer Milt Hudis gave a status I gortO Commerce Blvd. on Project No. 1965 -3. Well No. 5 Project Engineer Milt Hudis fave a status and progress report on Well No. 5 Grade Crossing at City Manager Callinan reported on the P.U.C. Sonoma State hearing concerning the application for a grade Expressway crossing at Sonoma State Expressway. He advised the Council that Mr. Mawson of the County Counsel's office is trying to reach agreement with the railroad concerning the crossing and that the hearing has-been adjourned until July 69 1966 in San Francisco. 1966 -67 Budget City Manager Callinan presented the preliminary budget for fiscal year 1966 -67 to the Council. It was agreed by the Council that on Wednesday, June 22nd and Thursday, June 23rd, the Council would hold adjourned sessions to begin-at 7 :00 P.M. each night for the purpose of reviewing the preliminary budget. Smith and unanimously approved, approval was given to Mr. Callinan to pursue this matter through the Zone 1 -A Advisory Committee and the County Board of Supervisors. Metro Committee A brief discussion was held concerning the establishment of a 1°Metro Committee". Drainage 667 City Attorney Maxwell stated that Young America Bernice Ave. Homes felt they had no responsibility in this matter but as a matter of public interest would regrade the model home lot to allow drainage across their property. Recess The City Council recessed for five minutes, the time being 11 :10 P.M. Reconvention The City Council reconvened at 11:15 P.M. Representative to City Manager Callinan read a letter from the North Bay Division North Bay Division of the League of California Leage of California Cities requesting that a representative from Cities the City of Rohnert Park be appointed to the North Bay Division. Upon motion by Councilman Pezonella, seconded by Councilman Roberts and unanimously approved, Councilman V. Smith was appointed as the City's representative to the Redwood Empire Division of the League of California Cities. Education Councilman Roberts commented that he would like Commission to see an Education Commission or an Education Commissioner appointed as the City's official representative to attend all school board meet- ings and report back to the Council on the happenings;whieh might help to avoid situations such as has occurred with the Petaluma High School District. The Council agreed to discuss this possibility further at a later date.
