June 29, 1966
The Council of the City of Rohnert Park met this
date in an adjourned session in the City Offices,
435 Southwest Boulevard, Rohnert Park, with
Mayor C. Smith presiding. This adjourned
session was scheduled for 7:00 P.M. but did not
commence until approximately 7 :45 P.M.
Call to Order Mayor C. Smith called the meeting to order.
Roll Call Present: (4) Councilmen Pezonella, Rogers,
V.Smith and Mayor C. Smith
Absent: (1) Councilman Roberts
Staff Present: City Manager Callinan, Director
of Public Safety Koch.
Bills for Upon motion by Councilman Pezonella, seconded
Approval by Councilman Rogers and unanimously approved,
the bills, per the attached list, were approved
for payment.
1966 -67 Prelim- A work session was held concerning the 1966 -67
inary Budget Preliminary Budget. City Manager Callinan's
memo dated June 28, 1966 suggesting certain
revisions in the preliminary budget was reviewed.
A discussion was held with Chief Koch concerning
personnel requirements of the Public Safety
Department.
Councilman V. Smith stated that he was in favor
of accepting the budget as amended and authoriz-
ing the positions included therein with the
hiring date being left to the discretion of the
City Manager, as long as it was within the
monetary limits of the budget.: He also indicat-
ed that if the actual revenues exceed the
estimates contained in the budget that he would
be receptive to putting the part -time clerk
typist position included in the budget on a
full -time basis. The other members of the
Council expressed agreement With Councilman V.
Smith's statement.
Upon motion by Councilman V. $with, seconded by
Councilman Pezonella and unanimously approved,
the Council accepted and approved the 1966 -67
Preliminary Budget as amended by the adjustments
detailed in City Manager Calli #an's memo dated
June 28, 1966.
1966 -67 Pay Rates The City Council reviewed briefly City Manager
Callinan's memo dated June 28, 1966 containing

his recommendations for 1966 -67 pay scales,
which were based on the Griffenhagen- Kroeger &
Company report dated June 20, 1966.
Upon motion by Councilman Pezonella, seconded by
Councilman Rogers and unanimously approved, the
Council approved City Manager Callinan's salary
recommendation for the City's classified positions
as detailed in his June 28, 1966 memo to the
Council.
The Council requested that a personnel session
be scheduled prior to the July 5, 1966 Council
meeting at which time the Council will discuss
salary adjustment for the City Manager.
Planning The Council had a discussion with Mr. F. Guillermo
Lehmann of the General Planning Corporation firm
relative to the possibility of the City hiring
him as a planning consultant. A discussion was
held concerning the services that Mr. Lehmann's
firm could provide to the City and the manner
and method of development of a master plan.
The Council indicated interest in ha-ring Mr.
Lehmann as a planning consultant. The Council
requested Mr. Lehmann and City Manager Callinan
to work out the details and present them in
written form to the Council. Mr. Lehmann in-
dicated that he would submit a letter proposal
for consideration.
Mayor C. Smith requested that letter be written
to Supervisor Vella inquiring as to what, if
anything, has developed on the time table that

Board of Supervisors relative to the development
of a master plan for the Rohnert Park, Cotati
and Sonoma State College area.
Year End Inter-
Upon motion by Councilman Pezonella, seconded by
Fund Transfers
Councilman Rogers and unanimously approved,
the Council authorized any and all appropriate
inter -fund transfers to the General Fund.
Maintenance
City Manager Callinan informed the Council that
Man Jack Wyatt had left the employ -

ment of the City and that a Mr. Robert Witt had
been hired and will start on July 1, 1966.
Recess
The Council recessed for the purpose of convening
as the Rohnert Park Civic Commission, the time
being approximately 8:45 P.M.
Reconvened
The Council reconvened at 8 :50 P.M.

Cotati Cabinet
City Manager Callinan reported briefly to the
Council on the Fire Inspection that was made
by Chief Koch and himself on Cotati Cabinet's
premises.
Recreation
Request
A discussion was held concerning the Recreation
Commission's request for additional funds for
Capital Improvements in the 1966 -67 budget.
The Council indicated that it would rather hold
off increasing the Recreation Budget at this
time and suggested that Councilman Art Roberts,
who is the Ex- Officio member of the Recreation
Commission meet with the Commission and explain
the Council's feelings on this matter.
Adjournment
There being no further business the meeting was
adjourned at approximately 9 :00 P.M.
