August 29, 1967
The Council of the City of Rohnert Park met
this date in adjourned session at 8 :30 P.M. at
the City Offices, 435 Southwest Boulevard,
Rohnert Park with Mayor Pezonella presiding.
Call to Order
Mayor Pezonella called the meeting to order.

El Colegio Area
City Manager Callinan reviewed the correspon-
School Site
dente from the Cotati School District concerning
the proposed elementary school site in the El
Colegio area. H� also reviewed previous Council
action and City correspondence with Sonoma
Campus Company relative to allowing this com-
pany a per acre assessment credit for that por-
tion of Southwest Boulevard which normally would
be constructed by the City but which the company
will construct.
Councilman V.Smith
Councilman V. Smith arrived during the discus -

sion, the time being approximately 8:32 P.M.
Further discussion followed,upon the conclusion
of which Councilman Rogers moved that the
Council indicate their willingness to allow
Sonoma Campus Company to use the school site
area as area which they might expect general
assessment credit for constructing the City's
share of Southwest Boulevard.
Said motion was seconded by Councilman V.Smith
and unanimously approved.
Upon motion by Councilman Rogers, seconded by
Councilman C. Smith and unanimously approved
the Council indicated the willingness to land -
scape and maintain as part of the City's neigh -
borhood park that section of the El Colegio area
school site which borders Southwest Boulevard.
Paul Golis- Public
Mr. Paul Golis appeared and explained to the

Council a concept that he had his associates
are working with in preparing plans for the
downtown area of Rohnert Park, which would be
renerally the area north of Copeland Creek,
south of the Expressway, between U.S.101 and
the railroad. Mr. Golis introduced Mr. Lawrence

S lmmon, architect, Santa Rosa, who displayed
sketches of the area which included such novel
features as archway with restaurant facilities
overhead, lakes, berm hidden parking lots, and
in general an integrated downtown center type
development
Mr. Golis and Mr. Simmon also displayed a sketch
on the proposed development of area between the
Expressway and Hinebaugh Creek.
File 0064 - Office Mr. Golis advised the Council that he was
Bldg. -- Commerce being held upon the construction of the office
Blvd. building on Commerce Boulevard because of in-
ability to receive the necessary clearance from
the City Attorney's office concerning the addi-
tional easement that the City required as a
result of the building being constructed on the
edge of the existing sewer easement.
City Manager Callinan reported that the delay
is being caused somewhat by the illness of City
Attorney Maxwell the past several weeks.
Councilman V. Smith suggested that the Council
insist that service be provided by Maxwell's
Office during the period of Mr. Maxwell's
illness. Mr. Callinan indicated that he will
follow up on the matter.
Capital Improve- Mr. Golis initiated a discussion concerning the
ment Program updating of the City's per acre assessment
capital improvement program. It was generally
agreed that the matter would be studied during
the next several months.
Regional Park
Mr. Golis also initiated a discussion concerning
a Regional Park that he, Mr. Lehmann of General
Planning Corporation and City Manager Callinan
have been discussing. The park would be located
in the vicinity of the Hinebaugh Creek diversion
west of Snyder Lane and east of Country Club
Drive. City Manager Callinan reported that this
matter would be presented to the Council for
further discussion when Mr. Lehmann presents the
preliminary general plan for Council review.

Project Engineer Milt Hudis presented the plans

Upon motion by Councilman Rogers, seconded by
Councilman Roberts and unanimously approved the
Council approved the plans and specifications
presented by Mr. Hudis.

Upon motion by Councilman Rogers, seconded by
Councilman V. Smith, and unanimously approved,
the City Council authorized a call for bids on
the Project and set the bid opening for Septem-
ber 15th at 2:00 P.M., in the City Manager's
Office
Councilman Rogers Councilman Rogers left the meeting at this point
Departs the time being approximately 9 :40 P.M.
Upon motion by Councilman Roberts, seconded by
Councilman C. Smith and unanimously approved,
the City Manager was authorized to make any
necessary applications and /or payments to the
Sonoma County Flood Control and Water Conserva-
tion District for the East Cotati Avenue Water
Main - Project 1967 -4.
Golf Course City Manager Cal'linan reported on the progress
Improvement of the golf course improvement program. He
solicited the Council's feelings concerning the
proposed purchase from Empire Tractor Company of
a tractor for the golf course even though the
purchase price 'would be a few hundred dollars
more than a Ford tractor. The Council indicated
it had no objection and indeed favored the pur-
chase of the tractor from the local businessman.
Engineer Hudis displayed a layout for the park -
ing area being proposed for the Golf Course.
Upon motion by Councilman V. Smith, seconded by
Councilman Roberts, and unanimously approved
the Council gave approval to the parking lot
layout presented and authorized the staff to
proceed to call for informal bids and award the
contract for the parking lot.
A brief discussion was held concerning the
recruitment of a professional for the golf
course. The matter was scheduled for further
discussion at the September 5th meeting.
Welcomto High
The Council was advised of the "Welcome to
School Faculty
Faculty" meeting scheduled for 10:00 A.M.,
August 31st at the Rancho - Cotate High School.
Expressway
City Manager Callinan read a suggested resolu-

Lion urging the California Highway Commission ari
the Division of Highways to complete the con-
struction of the U.S.101- Expressway - Interchange
and also to determine the alignment for an
expressway or freeway westerly from this inter-
change. The Council indicated approval of the
resolution and scheduled it for adoption at the
September 5th meeting.

City Manager Callinan also reported that a
similar resolution was being requested from the
City of Sebastopol. Council members indicated a
willingness to appear before the Sebastopol City
Council to support adoption of the resolution.
City Manager Callinan inforned the Council that
time had been set aside before the California
Highway Commission on September 20th at 10:OOAM
in Sacramento for a delegation to appear and
discuss the Interchange and Expressway.
Consulting City City Manager Callinan reported that he was con -
Engineer sidering engaging Richard Keith, Civil Engineer
in Santa Rosa''to check plans and specifications
prepared by Mr. Hudis for sub - dividers. The
Council indicated its approval of Mr. Callinan's
action and expressed its feelings that it was
a good idea to develop relations with other
engineering firms in the area.
League Meeting Councilman V. Smith requested that the League
of California's Cities conference on under -
grounding of utilities be put on the September
5th agenda for discussion.
Ken Bell Mayor Pezonella, requested the staff prepare a
letter of congratulations to former Councilman
Kenneth Bell on his appointment to the head
position in the Rohnert Park Branch Post Office.
Adjournment There being no further business, the meeting
