1967/11/06 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES November 6, 1967 The Council of the City of Rohnert Park met this date in executive session in the City Offices, 435 Southwest Boulevard, Rohnert Park commencing at 10:15 P.M. with Mayor Pezonella presiding. Roll Call Present: (4) Councilmen Roberts, C.Smith, V.Smith and Mayor Pezonella Absent: (1) Councilman Rogers Staff present: City Manager Callinan, City Attorney Maxwell, Consulting Engineer Milt Hudis. A discussion was held with City Attorney Maxwell concerning the following matters which involve litigation or probable litigation. 1. Hardin Law Suit 2. The Arthur B. Siri claim for additional work on the Expressway Project. 3. The negotiations with the PUC and the North- western Pacific Railroad for a grade cross- ing for the Expressway Project. Mr. Maxwell advised the Council on how he was going to handle these matters and received the Council's approval to proceed in the manner he outlined, Adjournment There being no further business, the meeting was adjourned at 10:40 P.M. to a regular adjourned meeting on November 16, 1967 at 7:00 P.M. in the City Offices. :Peter M. Call to Order Mayor Pezonella called the meeting to order and led the pledge of allegiance. Roll Call Present: (5) Councilmen Roberts, Rogers, C. Smith, V. Smith and Mayor Pezonella Absent: (0). Staff Present: City Manager Callinan and George Tomilson, Sonoma County Planning Staff. City Attorney Maxwell arrived later in the meeting, his time of arrival specifically noted. Approval of Minutes 'Upon motion by Councilman C. Smith, seconded by Councilman Rogers and unanimously approved, the minutes of October 20, 1967 were approved as submitted. Approval of Bills Upon motion by Councilman Rogers, seconded by Councilman C. Smith and unanimously approved, the bills presented were approved for payment. Matters from Councilmen: Councilman Roberts - Councilman Roberts presented the Council with a miniature Redwood Empire redwood bonzai tree from the Redwood Empire Kennel Club in Kennel Club appreciation of the City malcing facilities available to hold the recent dog show. Communications Communications were brought to the attention of the Council. No action was taken on any communication except as specifi- cally noted in these minutes. Arrival of City Attor- City Attorney Maxwell arrived at this point in the meeting, ney Maxwell the time being approximately 7 :10 P.M. Communications 1. A copy of a letter from C. A. Wiggins to the Sonora County Road Dept. regarding East Cotati Avenue way read. A discussion was held relative to requiring developers along East Cotati Avenue to install that portion of East Cotati Avenue that runs the full length of their property, rather than just in front of a particular parcel being developed. 2. A letter was read from the Rohnert Park Women's Associa- tion requesting a $100.00 donation to the Christmas Outdoor Decorating Contest. Roberts and unanimously approved, the Council authorized a $100.00 contribution to the Women's Association for their Christmas Outdoor Decorating Contest. 3. A letter from George Manturn, City Tanager of Santa Rosa. regarding municipal bus service to Sonoma 'State College and requesting City participation in the financing of the service was read. Upon motion by Councilman Rogers, seconded by Councilmax. V. Smith and unanimously approved the Council authorized the expenditure of $250.00 to the City of Santa Rosa for municipal bus service to Sonoma State College, with the stipulation that the City's participation was based on the assumption that the County of Sonoma would also participate in the costs of the service. City Attorney Maxwell commented that the letter trans- mitting the $250.00 should also state that the City was making this contribution on the ass -unp=c on that there would be no profit from the operation and request an accounting of the funds at the end of the fiscal year. Councilman Roberts - Councilman Roberti ex- pressed concern over the .fa(%t that Air Pollution Sonoma, County did not h6.vp air pollution control regulation- A discussion was bold during which City Manager Callinan suggested that the stzf) could prepare a resolution to be transmitted to all other cities in Sonoma County and then to the County soliciting W ;Lpport for the formation of an Air Pollution Control k!; ----=y for the County. It was also suggested that the Sonoma, County Mayors' and Coinicilmen's Association might be requested to form a co.-offtittee to follov. up on the matter. The Council agreed to the suggestions and requested City Manager Callinan to follow through on them. Councilman Rogers - Councilman Rogers reported on the preparation which has 'drip to Santa Barbara taken place to date, advising that Supervisor Grant of to Study College Area Santa Barbara, had arranged to meet with the representativo>. Development of Rohnert Park on November 17th to discuss college area planning problems. Page -3- November 69 1967 Mr. Tomilson, Sonoma County Planning Staff, was invited to attend and Council msmbers were requested to contact the City Manager's office and advise if they would be able to attend. Resolution No. 67-68 A RESOLUTION AUTHORIZING AND RATIFM*,'G INSTALLATION OF STOP SIGNS. City Attorney Maxwell and City Manager Callinan reviewed the resolution with the Council.— Upon motion by Councilman C. Smith, seconded by Councilman Roberts and unanimously approved, Resolution No. 67-68 was adopted. Ordinance No. 87 AN ORDINANCE SETTING SPEED LIMITS ON EAST COTATI AVMTOE AND ROEMFRT PARK r1=ES%1AY. City Attorney Maxwell explained and reviewed the Ordinance. Upon motion by Counc-11man V. Mr. Finisy, the =chitoot, was present and discussed the changes suggested in the staff report. Upon motion by Councilmr�r V. Councilman Rogers declared his interests in the Yanor Cente? and abstained from the discussion. A discussion was hold concerning the map. Mr. Callinan read a letter written in March oetting forth the Council's requirement of a 60 foot setback lino for the exes; of the proposed final map. Said motion passed by unanimous voice vote. Annexation No. 4 City Manager Callinan pointed out on a map the area involves in the annexation and advised that all the necessary steps had been taken to date and that the public healing notice had been published and mailed as required. Mayor Pezonella declared a public hearing open on Annexa- tion No. 4 and asked, for comments from the audience. There being no one wishing to be heard and no written statements received, Mayor Pezonella declared the public hearing closed. Mr. Callinan advised that a contract for the landscaping has been sent to Fair Way hand Scaping Co. and that it should be executed and returned some time this week. Mr. Callinan further advised that the parking lot was being worked on at this time. He also reported that Petroleum Engineering has started the entrance road on the west side of the railroad. Smith and unanimously approved, uhe City Manager was authorized to purchase a new police vehicle from Norton Pros. Dodge, Petaluma and trade -in, the 1966 Dodge presently in use. Change of Police Th,e City Manager requested the discussion on police vnii'oxw- Uniforms and reim - be deferred, due to the late hour, with -the understanding bursement to employees that the Council still favored the change and a suitable financial arrangement for purohase of same. Sewer Agreement with Mr. Callinan advi.oed that he had received a draft of the Cotati proposed agreement between Cotati and Rohnert Pa:k back from the City of Cotati, but it had several changed not previously agreed on. Mr. Callinan stated he would go over the changes with I4rs. Farrell and City Attorney Ma)rTell prior to submitting the draft to the Council. State Comp. Employees' The City Manager reported that the City had received an Award eo rd from State Compensation ]assurance Fund for the 1966 67 fiscal year because the employees had not sustained any disabling injuries during that period. Page -7- November 6, 1967 Recreation Building Mr. Callinan reported that the Recreation Commission had been discussing the possibility of locating a recreation building on the R hne:rt Park Junior High School property near the Burton Avenue end Bernice Avenue intersection. The Commission, at their next meeting, will be asked to re- Vest the school district to have an appraisal made to determine the price of the proposed site. Upon motion by Councilman Rogers, seconded by Councilman V. Smith and unanimously approved, the Council went on record as generally approving the program outlined. Sonoma State College Mr. Callinan reported that Executive Dean Wesley Burford had called him and advised that be had received various re- quests from the Rohnert Paxk developers to make presentation: to the college staff and students regarding their develop- ments. Mr. Callinan advised that Mx. Barford had suggested activating the meozings whicIa used to be held between the College Staff and the City officials, agter which both staff could go in a bo gy to heax the presentations, The Council requested Mr. Callinan to follow through on the suggestion. Page -8- November 6, 1967 Project 1967 --1 Engineer Hudis reported that the propjet was completed and Sewers the appropriate resolution was requested From bond counsel and will be presented for adoption at the next meeting. Pollard - East Cotati Mr. Callinan advised that Mr. Pollard has issued a contract Avenue Water Main to Rice DeMartini and Smith and that they were presently constructing the water main on East Cotati Avenue. Public Appearances Teenager Thomas Keller, representing Sing Out Groups, re- quested assistance in getting a group started in Rohnert Park. He requested the use of the recreation building and was advised if he contacted the City Offices during business hours this could be arranged. Mrs. Mumford, School Mrs. Mildred Mumford, representing the Chamber of Commerce's Site Landscaping beautification committee, reported to the Council that they were trying to get the elementary school sates landscaped and indicated that the school hoard is ready to enter into an agreement to install water if the City would agree to maintain the landscaping and extend a water rate to the school district. City Manager Callinan was requested by the Council to study the proposal and report back to the Council. Mr© Callinan advised that he had talked with Mr. Coleman and the Petaluma, School officials about the possibility of hiring one man to maintain the schools and park sites and each agency paying jointing for the services. Mr. Callinan stated he Felt the City could, give an a.rrigation or recrea- tional rate on the water for the school yord.s as long as the water was not taken dir ing peak usage periods.
