1968/02/20 City Council MinutesQ �• • r� February 20, 1968 The Council of the City of Rohnert Park met this date in adjourned session commencing at 7 :10 p.m. in the City Offices 435 Southwest Boulevard, Rohnert Park, with Mayor Pezonella presiding. Call to Order Mayor Pezonella called the meeting to order and led the pledge of allegiance. Present: (4) Councilmen Roberts, Rogers, Smith and Mayor Pezonella Absent : (1) Councilman Buchanan Also Present: City Manager Callinan; Mr. Lehman, General Planning; Corp.; Vx. Vail, Sonoma County Plan.- ning Staff; Mr. Hudis, Engineer. Public Hearing Mayor Pezonella declared the public hearing on the Rohnert Park General Plan open. City Manager Callinan briefly disc% -3sed the purpose of the general plan and advised the Council that all legal re- quirements regarding publication and posting have been met. Mr. Callinan then introduced Mr. Lehmann. Nom. Lehmann discussed each portion of the general plan, explaining the divisions of land use and circulation. Mr. Lehmann pointed out that no landowner need feel pinned down by the general plan because it is merely a godde for the development for the next 20 years. Mr. Lehmann also dis- cussed the reasons for the boundaries as selected. Discussion was held on Vae proposed boundaries of Santa Rosa on the north and Sebastopol on the west. Participating in this portion of the d so-Ussion were Mr. Wes Vail, Sonoma County Planning Staff and Mv. Steve Moore, Sonoma State College student ar_d Rohnert Park resident. City Manager Callinan read communications regarding the general plan from the following: 1. Sonoma County Planning Commission 2. Fred Waldo Rohnert and :Dorothy Rohnert Spreckels 3. Land Investors Research, Mr. Van Norton Logan 4. Charles Masan: 5. Spivock Co. 6. Dr. William Cord 7. Sonoma State College Brief discussion was held on several of the items contained in the communications. Participating, in addition to the . Council and staff were Vx. Steve Moore, Mr. Vlassana, Dr. Cord, President Nichols of Sonoma State College, Mr. Logan and Mr. Ayers of the Homeowners Association. Page -2- February 20, 1968 There being no further written communications, Mayor Pezonella then opened the floor to those people in attend- ance wishing to be heard. Mr. Bill Appleton representing Canon Manor, stated that certain Canon Manor property is currently zoned R-2 and on behalf of the property owners requested that it stay in that zoning. Mr. E.R. Owens of Hillsborough felt that there were not enough off and on ramps to the Expressway. Mr. Owens also discussed the bonding of property for intract improvements. General discussion on bonding followed, Councilman Smith discussed the use of 1911 Act Bonds and the reasons the Council has been reluctant to permit their use. Mr. Paul Golis requested permission to give a new presentation on bonding to the Council. The matter will be set for a future 0"Ponda. Mr. Ben Oretsky, property owner, inquired about what changes can be made to the plan, and if commercial or industrial zoning could be roq'ne&t'ed where not presently zoned that way. Dr. Cord, resident-, asked when the general plan will be adopted. The Council indicated that it would be at least 30 days before the plan could be adopted. Mr. Art Howard, developer, inquired about the procedure for changes aft-or the plan has been adopted. Mr. Howard also voiced a protest regarding another hearing on 500 acres be- longing to Sonoma Campus Co. because zoning had already been approved at a previous public hearing. Mr. Nore Thiesfeld, resident, brought the following points to the attention of -'t*'he Council. Mr. Tbiesfold felt that (1) there should be another high school designated, (2) questioned the locationo for elementary schools, (3) ques- tioned the planning for the mobile home area north of Lake- view Blvd. 7 (4) llu ides study" zones be removed, if possible, before the general plan is adopted, (5) too much area has been set aside for commercial development. Mr. Theiller, Carrie Realty, requested reconsideration of the planing for the area south of E. Cotati Avenue, along Petaluma Hill Road. Mr. Burford, Sonoma 'State College, discussed the planning in the area around the college area. Councilman winters, City of Cotatiq advised the Council that their study of the general plan should be completed by the next meeting. Mr. R. V. Adamson, Santa Rosa, stated that he owned 9 acres Page -3- February 209 1968 adjacent to the college and would like to sit in on any work sessions concerning the college area. Mr. Steve Moore commented on the large amount of land Planned for multiple dwellings. lb. 17*1.cholev ptvaiexA, &Aolma State College, commented on the acoena roads to the college and that limited access of Sonoma 'State Expressway was important to the college. Councilman Smith suggested that the Council meet weekly until the general plan has been resolved. It was agreed to meet Monday, February 26, prior to the joint meeting with the Cotati City Council. Councilman Roberts noted that there was no representation from any of the elementary school districts or the Santa '0 Rosa High School district, and requested that they be con- tacted prior to the next session. Councilman Roberts also requested that Mr. Spivock and Mr. Codding be notified of the next session because of their large holdings.
