1968/02/26 City Council MinutesROMMT PARK CITY COUNCIL Mn=S February 26, 1968 The Council of the City of Rohnert Park met this date in an adjourned re, ular session commencing at 73300 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor Pezonella presiding. Call to Order Mayor Pezonella called the meeting to order. Present: (3) Councilmen Buchanan, Rogers, and Mayor Pezonella and Councilman Roberts Late: (1) Councilman SmithVhis time of arrival is specifically noted. Absent: (a) X a u XM W, It W, 87a ii " Staff Present: City Manager Callinan, City Attorney Maxwell arrived late in the meeting, the time being specifically noted. Mr. Wes Vail, Sonoma County Planning Staff. Public Hearing Mayor Pezonella declared open the Public Hearing on the General Plan General Plan continued from February 209 1968. He asked if anyone present desired to be heard. Stadium Mr. Paul Golis, Rohnert Park resident, appeared and gave an oral presentation to the Council concerning financing and uses of a football stadium to be built on the Sonoma State College campus, completion date would be September, 1969. Arrival of Council- Councilman Smith arrived during Yx. Golis' presentation, the man Smith time being approximately 7 :04 p.m. Stadium (continued) Mr. Lloyd Helgeson, Director of Athletics at Sonoma State College, advised Council of progress to date on the stadium project. Arrival of City City Attorney Maxwell arrived at this point in the meeting, Attorney Maxwell the time being approximately 7 :15 P.M. City Manager Callinan advised that he had discussed the General Plan with Dr. Mitchell Soso, Superintendent of Santa Rosa City Schools, and Mr. Robert Garnston, District Superintendent of Bellevue Union School District. City Manager Callinan advised that Dr. Soso felt there was a need for a high school on the east side of U.S. 101. Mr. Gam. ston informed City Manager Callinan that he was in agree- ment with the General Plan's placing City parks adjacent to the schools. both Dr. Soso and Mr. Garnston requested additional time to study the plan. Coddingland City Manager Callinan read a letter dated February 20, 1968 from Codding Enterprises, Inc. Page -2- February 26, 1968 Mr. Hugh Codding was present and advised Council of the possibility of moving the Coddingtown Airport to Rohnert Park. Mr. Codding further advised that if the airport was moved to Rohnert Park the westerly extension of the Rohnert Park Expressway would have to be realigned to the south to make maximum use of the existing east -west runway. Mr. Lehmann, City Planner, suggested that the area referred to by Mr. Codding could be listed as a Study area or it could be listed as agricultural. Coddingland Sign Councilman Rogers asked Mr. Codding if and when he planned to erect a sign designating the Coddingland area. A brief discussion followed. Mr. Steve Moore, Rohnert Park resident, inquired as to the number of runways Mr. Codding planned for the proposed air- port. Mir. Codding informed him that only one runway would be possible. Upon motion by Councilman Smith, seconded by Councilman Rogers, and unanimously approved, the Council agreed that the proposed General Plan reflect that the land pointed out by Mr. Codding, (being that land generally north of the porposed fixture westerly extension of the Rohnert Park Expressway to Hinebaugh Creek and being the area in which the existing east -west runway is' be shown as a "Study Zone" rather than a commercial area and that the Council go on record as endorsing the establishment of an airport on that particular piece of property. City Manager Callinan read a letter from Mr. E. H. Owens of Owens-Illinois expressing his concern regarding the short- age of Expressway oaf- ramps. After lengthly discussion between Councilman Smith, Mr. Norman Spivock, Mr. Paul Golis, Mr. F.G. Lehmann and the City Manager, it was Council's foeling that on and off - ramps and traffic problems on the Exprovasway should be studied further and discussed as particular problems arose. College Officials, City Manager Callinan advised the Council that he and Mr. Requests Lehmann had discussed the General Plan with college offi- cials. The College officials felt that the Multiple - Family Residential area north of the Expressway east of College Lane and the area east of College Lane between the Eb;.press- way and Copeland Creek should be relocated west of College Lane. Mr. Van Norden Logan of Land Investors Resca-rch requested time from Council to meet with college officials to prepare and submit a new plan of the area north of the college in which his firm has an interest. Council agreed to recon- sider the matter in two weeks. Page -3- February 269 1968 Mr. Ben Oretsky of Wr -.ght - Oretsky was present and stated that he felt the General Plan was only a guide for zoning in future years. He asked Council if he was mistaken in this belief. Councilman Smith replied that he was correct, but that land investors use General Plan maps when consid- ering the purchase of property. At Councilman Rogers' request, City Manager Callinan ex- plained that after adoption of the General Plan the City would be in a position to apply for Federal Grants especi- ally for the acquisition of City parks. At Councilman Smith's request City attorney Maxwell explain- ed that once a Council adopts a General Plan map it re- flects the Council's present intent. If an applicant's proposed use of the land is inconsistent with the General Plan, he must show how it will improve the area, Mr. Norman Spivock advised that he made no specific requests for the uses shown for his lands, it was entirely up to the Planning Consultant. Mr. Callinan advised that College officials also requested changing of the Mu.lti.ple-- Family Residential designation south of East Cotati Avenue between Petaluma Hill Road and Park Vane to Single Family Residential. Mr. Lehmann explained that there was more demand for Multi- ple- Family Residential near the college than Single- Family Residential, another factor for designating Multi- Family Residential along East Cotati Avenue was the fact that East Cotati Avenue is a high capacity street which would cause a noise problem for a Single - Family Residential area. 11r. Appleton representing Cannon Manor questioned _-road access to Petaluma Hill Road from the Cannon Manor_ area shown on the land use map of the plan. Mr. Lelms,nn ex- plained that he was trying to correct what he considered a very poorly planned area. Mr. Wes Vail of the Sonoma County Planning staff reported to the Council that San Fraiacisco State College is now hav- ing problems due to the fact; that there are not enough Multiple - Family Reolidcntial areas near the college and that single family zones adjacent to the campus have created policing and enforcement problems. Adjournment of There being no one wishing to be heard and no other pro - Public Hearing tests written or .oral, the public hearing was continued until March 49 1968 at 7 :00 P.M. Acting City Manager City Manager Callinan advised that he would be out of toTtm for a few days beginning February 28, 1968 to attend the Page -4- February 26, 1968 League of California Cities, City Managers Department Conference, and requested Council approval of his appoint - ment of Mr. C.A. Wiggins as Acting City Manager. Upon motion by Counc.tlman. Rogers, seconded by Councilman Buchanan, and unanimously approved, Ib% C.A. Wiggins appointment as City Manager Pro- Tempore during Mr. Callinan's absence was approved. Council recess Council then recessed into a personnel session, the time being approximately 8 :20 p.m. Personnel Session The Council met in a personnel session during which City Manager Callinan reported to the Council on a personnel Arrival of Coun- matter which required no Council action.? Sewer Agreement with The Council reconvened in open session at approximately Cotati 8 :40 p.m. to meet in a joint session with the Cotati City Council to study the proposed sewer agreement between the two cities.
