The Council of the City of Rohnert Park met this date in
special session commencing at 7 :00 P.M. in the City Council
Chambers, 435 Southwest Blvd., Rohnert Park, Mayor Roberts
presiding.
Call to Order Mayor Roberts called the meeting to order and led the pledge
of allegiance. He explained that this meeting was a law-
fully called special meeting.
Roll Call Presents (4) Councilman Buchanan, Rogers, Smith and Mayor
Roberts
Absent: (1) Councilman. Hopkins
Staff Present: City Manager Callinan
Expressway City Manager Callinan presented the County of Sonoma's
improvement plans for the "Sonoma State Expressway" between
Snyder Lane and the Petaluma Hill Road. He reported on
Wilt Hudi.s' review of the plans and. the suggestions that
Mr. Hudis felt should be made concerning the plans.
Upon motion by Councilman Rogers, seconded by Councilman
Buchanan and unanimously approved, the Council approved
the plans prepared by the County for their advertising for
bids but suggested to the County that certain modifications
be made in the plans as recommended by Engineer H'udis.
These suggestions are: planting of trees, changing catch
baOms' design so they do not have depressed gutters, and
installing catch basins and culverts and plugging them
since the installation will be at points in the project
at which the drainage basins and culverts will be required
sometime in the future. This latter suggestion is because
the County is draining the E.;pressway eastward to Snyder
Lane and through Snyder Lane at this time since Copeland
Creek is not :improved and would have to be improved for the
County to drain the roadway into it.
Mr. Van Norden Logan was in the audience and inquired as to
whether or not the County intended to construct the K press -
way from Snyder Lane through to Petaluma Hill Road and
whether or not the State intended to construct the entrance
road from Sonoma State College to the Expressway.
League Councilmens A brief discussion was held concerning the League of Cali -
Institute fornia's City Biennial Institute for Mayors and Councilmen
to be held in Anaheim on May 19th - 21st, 1968.
Physical Fitness City Manager Callinan reported on a proposed physical fit -
Program ness program sponsored by the Amateur Athletic Union of the
United States and the Quaker Oats Company. He presented
a proclamation concerning Physical Fitness week and ex-
plained the program that would be conducted in the shopping
center on May 4th.

Upon motion by Councilman Rogers, seconded by Councilman
Buchanan, and unanimously approved, the Council endorsed
the Physical Fitness Program and directed the Mayor to sign
the proclamation and further encouraged the Mayor and Bob
Sissa to run a mile on Friday as a part of the Physical
Fitness Week program.
Golf Course City Manager Callinan gave a brief report on the construc-
tion activity at the golf course. He reviewed his recap
of bond proceeds and the allocation of same for wages and
materials required to complete the improvements. He further
suggested a procedure for the payment of bills incurred in
the golf course improvement program.
Golf Course Bills Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, the City staff was author-
ized to pay golf course improvement bills out of City funds
and then submit monthly requests for reimbursement from the
Crocker - Citizens Bank, trustee for the City of Rohnert Park
Golf Course Corporation bond issue.
Golf Course Committee A discussion was held concerning the establishment of a
committee to work with City Manager Callinan and Jack
Farquar in programing the remaining improvements to the golf
course and setting up the operational program. City Mana-
ger Callinan recommended that Don Davis be appointed as
one member of the committee and another member be chosen
from the City Colmneil.
Upon conclusion of the discussion it was agreed that
Councilman Rogers would serve with Don Davis as the commit -
tee to work with City Manager Callinan and Jack Farquar in
programing improvments and developing operational programs.
Sewage Treatment City Manager Callinan officially brought to the attention
letter from Santa of the City Council, Santa Rosa City Manager George Min -
Rosa turn's letter dated April 17, 1968 concerning the cost in-
volved for the City of Rohr_ert Park to connect to the
Laguna Waste Water Treatment Plant. A brief discussion
followed upon the conclusion of which it was decided to
schedule the matter for discussion at one of the regular
City Council meetings.
Airport Councilman Rogers gave a brief verbal report on the activi-
ty to date in trying to establish an airport at the old
Cotati Navy Auxiliary Air Strip.
Adjournment
There being no further business the meeting was adjourned
at approximately 7 :34 p.m.
