1966/08/08 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES August 8, 1966 The Council of the City of Rohnert Park met this date, in adjourned session at 8 :30 P.M. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor C.Smith presiding. This adjourn- ed session was preceded by an Executive Session with the Recreation Commission. Call to Order Mayor C. Smith called the meeting to order and led the pledge of allegiance. Roll Call Present: (5) Councilman Pezonella, Roberts, Rogers, V. Smith and Mayor C.Smith Staff Present: City Manager Pro- tempore Wiggins Recreation Com- Mayor C. Smith reported that an executive session mission Matters had been held prior to this meeting with the Recreation Commission concerning the number of members to be appointed to the Commission and that the present Recreation Commission members had requested that only five members comprise the commission. Councilmen Pezonella and Robert -o brought forth the idea of expanding the Recrea- tion Commission and its responsibilities as suggested at a recent League of California Cities meeting which they had attended. A discussion was held concerning this matter. Councilman Pezonella moved that the Council ad- here to the existing ordinance and leave the Recreation Commission at seven members, three to be appointed from the letters submitted to date and that staff be requested to get in touch, with the older members of the community to act in in the capacity of an advisory committee to the Recreation Commission to report on any deficien- cies in the recreation program in the older age group, with the possibility of expanding the Recreation Commission to nine members at the end of a one year period. Said motion was seconded by Councilman Roberts. Further discussion followed. The above motion was approved by the following roll call vote: AYES: Councilman Pezonella., Roberbs,C.Smith NOES: Councilman Rogers and V. Smith Mrs. Soto asked about the requirement of attend- ing three meetings of the Recreation Commission Page -2- August S9 1066 before being appointed to the Commission. Mayor Smith stated that the Council did not feel that attendance was a prerequisite and was not a part of the ordinance. Temporary College Mayor C. Smith summarized the past discussions Buildings concerning the possible purchase of the tempor- ary College buildings by the City.., Mr. Spivock was present and presented his,pro- posal to the City. Mr. Spivock stated that there were four acres. The buildings involved covered 30,240 sq. ft. plus all the exterior balconies and hallways which means that the 30, 240 sq. ft. is useable space. Mr. Spivock stated he was asked $12.00 per square foot or $375,000 for the land and buildings. Mr. Spivock would lease one of the buildings for three years at a monthly rental of $2000.00 which would cover the bond payments. There are two mortgages, one to Yolo Savings and Loan and one to Redwood Empire Savings and Loan. Mr. Spivock stated that he had talked to the Cotati School District who seemed quite interested in leasing one of the buildings, plus he has been approached by var- ious organizations to lease or rent the build- ings for storage space. Mr. Spivock stated that the City could issue tax free bonds for a 20 or= 30 year period which could be amortized, accord- ing to the purchase price, for a payment as low as $2014.00 per month on a 30 year fully amortize, schedule. Mr. Spivock stated that he would pay off the assessment bonds out of the $375,000.00 purchase price if the City buys the property. A discussion followed in which the Council, Mr. Wiggins, and Mr. Spivock participated. Mayor C. Smith summarized the discussion and the Council requested the City Manager to give a re- port on the following items: 1. How much of the buildings would actually be used as City Buildings and how much would have to be leased. 2. How long would the City be using the College buildings, and when would the City consider moving into a permanent Civic Center. 3. Get a professional appraisal of the buildings and find out what such an appraisal would costa The appraisal should show not only the replacement cost but the dollar producing value. Page -3- August 8, 1966 4. If the City can use the buildings and the price is right, then how would the City fin- ance them? Mr. Hamann, a resident, was present and stated that he might be able to get an appraiser from the County to appraise the buildings. Library Service Mr. Sabsay, Director of the Santa Rosa - Sonoma County Free Public Library, was present and dis- cussed library service with the Council. Others participating in the discussion were Mr. Gerald Moore, Mr. Maurice Fredericks and Mr. Norman Spivock. At the conclusion of the discussion, the Council asked Mr. Sabsay to work with City Manager Callinan and bring a comprehensive package to the Council for consideration in order to get library service as soon as possible. Assessor's in Mayor C. Smith commented on the Assessor's Offic( Area representatives being in Rohnert Park and read a letter received from the Assessor's Office ex- plaining why they were in the area. He requested the press print the letter for the benefit of the residents. North Bay Division Councilman V. Smith reported on the League of League Meeting California Cities' meeting held in Eureka. Paving on East Mr. Wiggins reported that Mr. Oretsky advised Cotati Avenue that he would pave the area in front of the dorm and the apartment and install the curb and gutter as part of the E. Cotati Ave. project. Helicopter It was brought to the attention of the Council Landing that Sonoma State College had requested per- mission to land a helicopter in Benecia Park on August 17, 1966 as part of their aerospace study. Adjournment APPROVED: ATTEST: Upon motion by Councilman Pezonella, seconded by Councilman Roberts and unanimously approved, the Council approved the landing of the heli- copter subject to all necessary safety precaution: being taken and subject to the College assuming insurance responsibility and liability.
