October 3, 1966
The Council of the City of Rohnert Park met this
date in regular session in the City Offices, 435
Southwest Boulevard, Rohnert Park, with Mayor C.
Smith presiding. The regular meeting was pre-
ceded by a work session which commenced at 7:30
P.M. but at which no formal action was taken.
Call to Order Mayor C. Smith called the meeting to order and
led the pledge of allegiance.
Roll Call Present: (5) Councilmen Pezonella, Roberts,
Rogers, V.Smith and Mayor C.Smith
Absent: (0) None
Upon motion by Councilman Rogers, seconded by
Councilman Pezonella, and unanimously approved,
the Council authorized support of the dedication
program and donated $1000 for this purpose to
Sonoma State College.
Staff Present: City Manager Callinan and City
Attorney Maxwell.
Approval of
Upon motion by Councilman Pezonella, seconded by
Minutes
Councilman Foberts and unanimously approved, the
minutes of the regular meeting and executive
session of September 19, 1966 were approved as
submitted.
Approval of
Upon motion by Councilman Rogers, seconded by
Bills
Councilman Pezonella and unanimously approved the
bills, per the attached list, were approved for
payment.
Presentation of
City Manager Callinan presented to the Council
Trophy
the trophy won by the Candy Cane Lane float in
the Founder's Day parade. Mr. Callinan explain-
ed that the residents of Alden Avenue had re-
quested that the trophy be displayed permanently
at City Hall.
Communications
Communications, per the attached outline, were
brought to the attention :of the Council. No
action was taken on any of the communications
except as specifically noted in these minutes.
President Nichols
President Nichols, Sonoma State College, was

present and requested financial assistance and

support for the College's dedication program to
be held in May of 1967.
A brief discussion followed.
Upon motion by Councilman Rogers, seconded by
Councilman Pezonella, and unanimously approved,
the Council authorized support of the dedication
program and donated $1000 for this purpose to
Sonoma State College.

R.' Brown. Pacific Mr. Brown, District Manager; was present and
Telephone Company advised the Council that the Pacific Telephone
Company had denied the City's request to change
the northern exchange boundary. Mr. Brown dis-
cussed the telephone company's position with
the Council.
Councilman Rogers stated that he felt the Council
should turn the matter over to the City Attorney
with instructions to file the necessary papers
with the Public Utilities Commission.
City Attorney Maxwell requested that the Council
let him research the matter before the Council
takes any action and report back on his findings.
The Council so agreed.
Citr�manager's Report
Tree Planting
City Manager Callinan requested Council endorse -
Project
ment for the tree planting project with joint
sponsorship of the City and the Chamber of
Commerce.
Upon motion by Councilman Rogers, seconded by
Councilman Roberts and unanimously approved. the
Council pledged the City's participation and
endorsed the annual tree planting project.
CATV
Mr. Callinan reported that he had received a call
from Mr. Cohen of Central California Communica-
tion Corp. who indicated they are very much
interested in providing CATV to Rohnert Park and
that he would be in the area in the next week and
would like to discuss the matter at that time.
Maintenance
The City Manager requested Council approval to
Trainee Position
set up a maintenance- trainee position.
Upon motion by Councilman Rogers, seconded by
Councilman Roberts, and unanimously approved, the
Council authorized the establishment of the
maintenance- trainee position at Range 4 of the
City's pay scale.
Golf Course
The City Manager discussed the golf course with
the Council and reported on his discussions with
Mr. Grove, and Mrs. McGugin, the trustee for the
bankruptcy and his.attorney, respectively.
Mr. Callinan reviewed his October 3, 1966 memo
to the Council and a discussion followed between
the City Manager and the Council.
Mr. Callinan reviewed his proposed budget for the
operation and maintenance of the golf course.

City Attorney Maxwell commented that he could
se no problems in going ahead with the main-
tenance and operation of the course now with the
details of a lease being worked out later.
Upon motion by Councilman Rogers, seconded by
Councilman Roberts and unanimously approved, the
City Manager was authorized to take control of
the maintenance and operation of the golf course
as of October 4, 1966 and immediately enter
negotiations for a lease.
Hiring of Police The City Manager reported that Warren Hopkins
Officer had been hired as an officer in the Public
Safety Department.
All American Mr. Callinan reported that the Chamber of
City Application Commerce, in cooperation with the City staff,
had completed an application for the All
American City Award and that it had been sub-
mitted.
"Field Act" City Manager Callinan advised the Council that

quired by the State Employees Retirement System.
Mr. Braden, Cotati; Mr. Reynolds, Mr. Ayers and
Mr. Currier, Rohnert Park residents, spoke in
favor of the City's action on the golf course.

California Cities Conference would be taking
place at that time. A new tentative date of
November 15, 1966 was set for the meeting.
Population
Mr. Callinan advised the Council that the City

Finance to send the necessary documents to have
a population estimate made as of November 1, 1966.
Fire Horn
A discussion was held concerning the testing of
the fire and ambulance air horn.

City Attorn2, Report
Sonoma State City Attorney Maxwell reported that he had been
Expressway in contact with the County offices regarding the
Grade Crossing possibility of the County entering into the
agreement for the grade crossing with the City
and railroad. He advised that Supervisor Vella
had been out of town but that perhaps next week
all parties concerned could have a meeting and
come to some agreement..
Curbside Delivery The City Attorney advised the Council that he had
of Mail prepared an Ordinance for the Council, however,
in talking with the City Attorney of Pleasanton
he learned that they are presently in litigation
over their ordinance. Mr. Maxwell commented
that this situation seemed to be more a political
issue and that perhaps political pressure would
be more advantageous than adopting an ordinance.
Mr. Maxwell stated that he had learned from the
City Attorney of Pleasanton that they are bring-
ing this problem to the attention of the lobby-
ists in Sacramento and the national level of the
Junior Chamber of Commerces.

Upon motion by Councilman Rogers, seconded by
Councilman Roberts, and unanimously approved,
the reading of Ordinance No. 17 was waived and
said ordinance introduced.
Copeland Creek City Attorney Maxwell reported that he was work-
ing with Mr. Robinson of the County Counsels
Office on this project. Mr. Maxwell advised that
he possibly would have the necessary documents
and agreements prepared by the next meeting®
Date for Next Since several of the Councilmen will be attending
Council Meeting the League of California Cities Conference in
San Diego on October 17, 1966, the next regular
meeting of the Council was set for October 24,1966
