1967/01/30 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES January 309 1967 The Council of the City of Rohnert Park met this date in an adjourned session at 8:00 P.M. in the City Offices, 435 Southwest Blvd, with Mayor C. Smith presiding. Call to Order Mayor C. Smith called the meeting to order. Roll Call Present: (5) Councilmen Pezonella, Roberts, Rogers, V. Smith & Mayor C. Smith Staff Present: City Manager Callinan, Supt. of Public Works Wiggins. Other Officials presents Supervisor Leigh Shoemaker, Cotati Councilman Oliver Chadwick, Santa Rosa Councilman Hugh Codding, Sonoma County Sanitation Engineer Don Head, State Water Quality Control Board Executive Officer David Joseph, Cotati Clerk- Administrator Jessie Farrel, Cotati City Engineer Robert Heid, Petaluma Schools Superintendent Les Meyer, LAFC Administrative staff Larry Andrews, Acting City Engineer Milt Hudis, Jim Codding, Elmer Hamman and also John'Voegtle of M. C. Yoder and Associates. Presentation by John John Voegtle reviewed the contents of the report prepared Voegtle of Sewer by M. C. Yoder Associates for the City of Rohnert Park Study Report prepared regarding Waste Water Collection Treatment and Disposal. by M. C. Yoder & Associates Upon conclusion of the presentation by Mr. Voegtle a gener- al discussion was held with those present participating in the discussion with Mr. Voegtle and the City Council. Don Head, County Sanitation Engineer, expressed agreement with M. C. Yoder Associates' conclusion that alternate "D" in the report offers the best program for the City since it provides flexibility. He pointed out that even this alternate has several sub - alternates contained in it. He expressed the County's feeling that they would like to see the cities of Rohnert Park and Cotati join efforts on sewerage treatment for this area. Mr. David Joseph, Dave Parks a local resident, and Hugh Codding also commented. Robert Heid, Cotati City Engineer, expressed agreement with the comments of the previous speakers and stated that he could see no objections from Cotati's viewpoint rela- tive to the proposals presented. Larry Andrews, LAFC staff member, also expressed that Alternate "D" seems to offer the best alternative and ex- pressed feelings that whatever is done, Cotati and Rohnert Park ought to have a cooperative agreement relative to sewerage treatment and disposal. Recess Reconvene Project 1966 -2 Sonoma State Expressway Page -2- January 30, 1967 Supervisor Leigh Shoemaker commented and commended Ro'nnert Paris for initiating the sewer study. He cautioned Rohnert Park, however, not to be short sighted when plann- ing for the future. The general discussion between the Councilmen and the others present was concluded by Mayor Smith. Councilman V. Smith moved that the City Council approve the study report prepared by M. C. Yoder Associates; that the City adopt Alternate "D" contained in the report as the City's program for sewage treatment and disposal; that the staff be directed to prepare a plan to implement the sewerage treatment program including the preparation of an appropriate agreement for presentation to the City of Cotati for participation in the sewage treatment program and that further the Council authorize the filing by M.C. Yoder Associates of an application for a Federal Grant for sewage treatment works. Said motion was seconded by Councilman J. Rogers and unani- mously approved. Mayor C. Smith declared a recess at this point in the meeting, the time being 10:17 P.M. The Council meeting reconvened at approximately 10:30 P.M. City Manager Callinan and Project Engineer Milt Hudis presented a proposed revised assessment diagram map and a revised engineer's cost estimate based on a program of reducing the assessment area, eliminating the cost of acquisition in the existing facilities, assessing certain lands at $1200.00 an acre.and others at $1356.00 per acre, and suggesting City participation in the project for approximately $21,000.00 to cover the cost of the grade crossing and street lighting. They requested Council authority to initiate the necessary action to have a change in modification on the project to accomplish the revised program presented. A general discussion followed the presentation. Upon motion by Councilman Rogers, seconded by Councilman Pezonella and unanimously approved, the Council approved the revised assessment diagram and authorized City Manager Callinan and Project Engineer Hudis to proceed with the preparation of the necessary documents to implement the recommendations contained in their presentation.
