February 6, 1967
The Council of the City of Rohnert Park met this date in
regular session at 8:00 P.M. in the City Offices, 435
Southwest Boulevard, Rohnert Park, with Mayor C. Smith
presiding. This regular meeting was preceded by a work
session which commenced at 7:30 P.M. but at which no form-
al action was taken.
Call to Order Mayor C. Smith called the meeting to order and led the
pledge of allegiance.
Roll Call Present: (4) Councilmen Pezonella, Roberts, V. Smith,
and Mayor C. Smith.
Absent: (1) Councilman Rogers
Staff Present: City Manager Callinan, and Mr. John Quinn
of the Sonoma County Planning Staff.
Staff Absent: City Attorney Maxwell.
Scout Government City Manager Callinan introduced Mr. Herold Whitcomb,
Week Scoutmaster of Troop No. 23 and advised that three scouts
had been chosen to serve as Councilmen, and that the scouts
would be spending Wednesday, February 8, 1967, at City
Hall with the various department heads.
Mayor C. Smith welcomed Mr. Whitcomb and the boys and
asked that those chosen come forward and take their place
on the Council.
Robert Johnston, an Eagle Scout, was chosen Mayor; Jim
Pantaja, an Eagle Scout, and Rich Oldridge, a Life Scout,
were appointed Councilmen. The scouts conducted a brief
mock City Council meeting upon the conclusion of which
Acting Mayor Johnston returned the gavel to Mayor C. Smith
who thanked the boys for their participation and requested
the City Manager to- prepare a resolution declaring
February 6 through 10, 1967 as Boy Scout Week.
Approval of Minutes Upon motion by Councilman Pezonella, seconded by Counci'
man V. Smith and unanimously approved the minutes of Janu-
ary 16, 1967 and January 30, 1967 were approved as sub-
mitted.

Pezonella the bills submitted were approved for payment,
by voice vote with Councilman Roberts abstaining.
Communications incoming communications were brought to the attention of
the Council. No action was taken on any of the communica-
tions except as specifically noted in these minutes.
1. A copy of a letter to the .Department of Professional
and Vocation Standards from Mr. Callinan, regarding
the drainage problem created by the Young America
Homes model on Bernice Avenue was read.
The Council requested that this item be placed on the
February 20, 1967 agenda for discussion.
2. A letter from Montgomery High School requesting the
use of the Rohnert Park Golf Course for class instruc-
tion was read.
Upon motion by Councilman Pezonella, seconded by Coun-
cilman Roberts and unanimously approved, the Council
authorized City Manager Callinan to negotiate with the
proper school authorities so that the school would
have the use of the golf course as requested.
3. A letter from Jeanne S. Murphy and program outline
for the Artrium were read.
Mayor C. Smith suggested that this matter be turned
over to the Recreation Commission for study and pre-
paration of a recommendation to the Council concerning
the extent, if any, the City of Rohnert Park should
contribute to this program.
4. A letter from the City of Cotati to the Sonoma County
Board of Supervisors requesting construction of the
remainder of East Cotati Avenue was read.
The Council requested Mr. Callinan keep informed and
follow up on this project.
5. A letter from the City of Cotati was read regarding
the recent sewer study report and expressing a desire
to hold a joint meeting on February 13, 1967 with the
Rohnert Park City Council to discuss the report and
proposals.
After a brief discussion Mayor C. Smith requested City
Manager Callinan to advise the Cotati City Council
that February 13th would not be a good night for the
Rohnert Park Council and to try and arrange a meeting

on either February 21st or February 27th at 7 :30 P.M.
Planning and Zoning Matters
Thrift -D-Lux Cleaners Mr. Quinn reviewed his staff report. Mr. Kapland, the
Shopping`Center applicant, was present and displayed several pictures of
Sign Variance signs on other Thrift -D-Lux facilities in various locations.
File No. 0047 A discussion between the Council, Mr. Kapland and Mr. Quinn
followed upon the conclusion of which the applicant agreed
to remove the existing signs and install one 21 x 12' non-
illuminated sign across the top of the store. Therefore
no Council action was necessary and the matter was referred
to the proper City departments.
E. Lilliard Mr. Quinn reviewed his staff report with the Council, and
Lot Split recommended approval of the lot split.
AP# 143 - 020 -29 Upon motion by Councilman Pezonella, seconded by Council-
File No. 0051 man V. Smith and unanimously approved, the Council approved
the lot split subject to the conditions recommended by the
planning staff and on file in the City Offices.
Mr. Paul Miersch, representing the applicant, raised the
question of zoning on the property. Mr. Callinan suggested
that all the land west of the railroad tracks and south to
Hinebaugh Creek be zoned M -L or M -L -PD.
Mr. Callinan suggested that a further condition be added
to the approval of the lot split whereby the applicant
would pay theCity for the segregation of the special assess
ments on the parcel.
Upon motion by Councilman Pezonella, seconded by Council-
man Roberts and unanimously approved Councilman Pezonella
amended his previous motion to require the payment by the
applicant of the fees for the segregation of the special
assessments on the parcel.
R. H. Pollard City Manager Callina displayed several architectural
Plot Plan and renderings of the apartment complex, and detailed plans

Approval Mr. Quinn reviewed his staff report. Mr. Callinan request-
ed that approval of the landscaping be withheld until
staff had had an opportunity to go over the types of plants
and trees proposed.
Mr. G. Lehmann, representati °re of the applicant, advised

the Council that the west side of the plan would be devel-
oped first.
A discussion was held relative to screening on the west
side of the property.
Upon motion by Councilman V. Smith, seconded by Councilman
Pezonella and unanimously approved, the Council gave
architectural approval to the apartment complex subject to
screening of the parking area on the west side of the com-
plex and also subject to the Department of Public Works
approval of the trees and landscaping shown.
A discussion was held on the type of screening which should
be installed and Councilman V. Smith stated that it was the
intent of his motion that the screening should be of the
same type as that to be installed on the other sides of
the lot.
City Manager Callinan advised that the plot plan for the
service station had been revised to correspond to the
model submitted previously.
Upon motion by Councilman V. Smith, seconded by Councilman
Pezonella and unanimoouly approved, the Council approved
the plot plan for the service station and in principal the
concept of the architecture for the service station.
Approval of the plot plan was subject to the conditions
presented at the January 16, 1967 meeting.
A discussion was held, upon the conclusion of which Coun-
cilman V. Smith amended his motion to include approval of
the plot plan for the restaurant also subject to the con-
ditions presented at the January 16, 1967 meeting. Said
amendment was seconded by Councilman Pezonella and unani-
moutibly approved.
Policy on Special City Manager Callinan requested Council expression on
Signs whether they would permit special signs not included in
an original use permit, or whether they would insist that
only signs approved in a use permit be allowed.
The Council decided that this item should be discussed
at the time of a special meeting to go over the sign
section of the zoning ordinance.

City Manager Callinan explained that this ordinance changed
the zoning on the property owned by Mr. Pollard, south of
East Cotati Avenue.
Upon motion by Councilman V. Smith, seconded by Councilman
Pezonella and unanimously approved, the reading of Ordin-
ance No. 77 was waived and said Ordinance introduced.
Copeland Creek Improve- The matter was deferred until later in the meeting.

Tom Feeney - Annual Mr. Feeney presented an oral annual review of the City's
Presentation of City's insurance program reporting that the liability premium
Insurance Coverage and the fire rate premium would not be increased for the
next insurance year beginning February 19, 1967.
City Manager Callinan reviewed the consolidation of the
City's insurance which took place last year.
Councilman Roberts initiated a discussion concerning
insurance specifications and bidding procedure. Mr.
Howard Day, an insurance agent, commented briefly and
stated he did not wish to submit a bid. Mr. Dennis
Doherty of Doherty - Sasselli Insurance Agency was present
and stated he would like to submit a bid by the end of
the week.
A discussion followed upon the conclusion of which Council-
man V. Smith moved that Doherty- Sasselli be allowed to
submit their proposal no later than Friday, February 10,
1.967 and the City Manager be authorized to analyze the
bid and if he felt it warranted consideration to call a
special meeting. Said motion was seconded by Councilman
Roberts and unanimously approved.
Upon motion by Councilman V. Smith moved that all new
proposals for insurance be submitted no later than the
first day of the year. He then amended the motion to
require that all new proposals be submitted at least 60
days prior to the expiration date of the City's insurance.
Said motion was seconded by Councilman Roberts but no
vote was taken. Further discussion followed and Council-
man Roberts withdrew his second of Councilman V. Smith's
motion.
After further discussion the matter was left as stated in

the approved motion requesting the City Manager to review
Doherty- Sassellits proposal.
Drainage for Area City Manager Callinan read a letter from Mr. Oretsky re-
North of Expressway garding a drainage problem on Commerce Boulevard and sub -
sequent backing up of water on his properties.
Mr. Hudis reviewed his reply to Mr. Oretsky °s letter. Mr.
Oretsky was present and discussed drainage of the indus
trail area in general with the Council.
Water Service for City Manager Callinan and Engineer M. Hu.dis recommended
Rancho Cotate High tying into an 811 water line from Alta Avenue in Southwest
School Boulevard and constructing a similar line from Subdivision
12 -B to meet and extend a main out to the proposed South-
west Boulevard to the High School.
Upon motion by Councilman V. Smith, seconded by Council-
man Roberts and unanimously approved, the Council author-
ized the City Manager to proceed in the manner outlined.
T.C. & Y. Sign Permit City Manager Callinan and Mr. Quinn displayed several
drawings and layouts showing the signs being requested
by T.C. & Y. Store. Mr. Quinn reported that the requested
sign was far in excess of what the ordinance permitted.
A brief discussion followed.
Mayor C. Smith asked that the matter be deferred until the
next meeting and requested that the applicant be informed
to stay as close to the requirements of the ordinance
as possible.
Councilman V. Smith commented on the gaudiness of the
signs in the shopping center.
Councilman Roberts commented and requested that the Coun-
cil's expression to the owners of T.C. & Y. be one of com-
promise. The Council agreed and requested the City Manager
to proceed towards working out a compromise with T.C. & Y.
on the sign proportions.
Sonoma Campus Co. Mr. Callinan read a letter which had been requested from
the City by Sonoma Campus Company and Santa Rosa Develop -
ment Co. concerning an expression that precise zoning
will conform to the master plan. Mr. Quinn commented.

City Manager's Report
Cotati School Board Mr. Callinan advised the Council that the Cotati School
Meeting Board had suggested the date of March 13, 1967 for the
dinner meeting with the Rohnert Park Council. 'There being
no objections the City Manager was requested to confirm
the date with the Cotati School Board.
Rules and Regulations City Manager Callinan commented on the rough draft of the
For mater Operations water operations rules and regulations presented to the
Council. Several items contained in the draft were dis-
cussed.
Upon motion by Councilman V. Smith, seconded by Councilman
Pezonella, and unanimously approved, the Council approved
that portion of the rules and regulations which increased
the monthly flat rate for single family dwellings from
$3.00 to $4.00 effective March 1, 1967.
South Santa Rosa A discussion was held concerning the South Santa Rosa
.Annexation Study Annexation Study and its presentation to the L.A.F.C.
The Council requested the City Manager prepare a map
showing the existing City limits of Rohnert Park and Santa
Rosa and the line of the proposed annexation.
Mayor C. Smith requested City Manager Callinan to set up
a meeting for the Council to discuss this matter with Mr.
Lehman and Mr. Hudis, the meeting to be held anytime after
February 23rd.
Apportionment of City Manager Callinan initiated a discussion on the possi-
Sales Tax bility of bringing before the Sonoma County Mayors' and
Councilmen's Association the idea of pooling the sale tax
monies received by the Cities for redistribution to the
cities on a per capita basis.
Chamber Dinner Mr. Callinan reminded the Council of the annual Chamber of
Commerce dinner to be held March 4th.
1915 Act Redemption Mr. Callinan reported that all 1915 Act Bond Redemption
Fund Payments Funds, except Series 1961 -1, were current. Mr. Callinan
requested authorization to advance $2130.00 to the Tax
Collector's Office to cover the deficiency in the Series
1961 -1 fund.

Upon motion by Councilman Pezonella, seconded by Council-
man Roberts and unani msouly approved., the Council.. authoxi zlr
ed the advancement of $2130.00 to the Sonoma County Tax
Collector to cover the outstanding Series 1961 ®1 coupone,
due January 2, 1967 with the usual stipulations of repay-
ment.
League of Calif. City Manager Callinan requested permission to attend the
Cities Meeting League of California Cities meeting for City Managers inn
Palo Alto February 8 through 10, 1967.
Upon motion by Councilman Pezonella, seconded by Council-
man Roberts and unanimously approved, City Manager Callinan
was authorized to attend said meeting.
Hardin Law Suit Mr. Callinan read a letter from City Attorney Maxwell
reporting that the Hardin Law Suit would go to trial in
the fall.
Legislation d City Mr. Callinan read a letter from City Attorney Maxwell
Attorney Position relative to legislation to allow City Treasurers to be
appointed rather than elective.
Upon motion by Councilman Roberts, seconded by Councilman
V. Smith and unanimously approved, the City Attorney was
requested to prepare the necessary documents and submit
a request t6 the legislature to allow general law City
Councils to make the City Treasurer position appointive.
Copeland Creek Improve- Mr. Callinan reported on the status of the Copeland Creek
ment Project Improveq�csrt'?:Project.
Matters from Councilmen
Councilman Pezonella Councilman Pezonella initiated a discussion relative to
possibly "joint City - County acquisition of the Rohnert Park
Golf Course. Councilman Pezonella suggested that the
City staff follow -up on this matter.
Councilman Roberts Councilman Roberts requested that the items listed on the
agenda for discussion by him be deferred until a later
meeting.
Councilman V. Smith Councilman V. Smith initiated a discussion regarding the
City of Rohnert Park acquiring its own electrical distri-
bution system.

Councilman V. Smith read a statement entitled "City
Acquisition of Public Utilities ", a copy of said state-
ment is attached to the minutes.
Councilman V. Smith suggested that the Council consider
having the City Manager solicit quotes from appropriate
firms as to the cost of conducting an acqui.sitiorland
feasibility study concerning the electrical distribution
system.
After further discussion the matter was deferred until
the February 20, 1967 City Council meeting.
Adjournment There being no further business the meeting was adjourned
at approximately 11 :45 P.M.
