February 22, 1072
The Council of the City of Rohnert Park met
this date in regular session commencing at
7:30 p.m. in the City Offices, 435 Southwest
Boulevard, Rohnert Park, with mayor Hopkins
presiding. The regular session was preceded
by an executive session which commenced at
7:00 p.m. and at which City Manager Callinan
and all Councilmen except Councilman Buchanan
were present, and which was held to discuss
personnel matters.
Call to Order Mayor Hopkins called the meeting of the regular
session to order at approximately 7:30 p.m.
and led.the pledge of allegiance.

Late: (1) Councilman Buchanan
Staff Present for all or part of the meeting:
City Manager Callinan, City Attorney Maxwell,
and Assistant to the City manager Albright
Executive Session Mayor Hopkins announced that an executive
session had been held prior to the regular
meeting to discuss personnel matters.
Appointment of Deputy Upon motion of Councilman Smith, seconded by
City Clerk Councilman Roberts, and unanimously approved,
City Clerk Callinan's appointment of Sandra
Nelson as Deputy City Clerk was approved.
Final Map -y Industrial City Manager Callinan asked if the'Council
Subdivision No. 4 would consider the final map for Industrial
Subdivision No. 4 at this time since the
subdivider, James Groom, who was present had to
leave to catch a plane but would like the
matter considered, even though not on the
agenda.. The Council consented. Mr. Callinan
then explained the final map and reminded the
Council of its approval of the tentative map
for Subdivision No. 4 some time ago.
City Mang Callinan reported that Sonoma
County Flood Control indicates there is no way
to get storm drains to the appropriate outlets
and that drainage from this subdivision will
be surface drainage.
Council was informed that Engineer Hudis is
in the process of preparing a proposal to
prepare a master plan for drainage of the
industrial area.

Mr. Groom was recognized and discussed with
the Council flood control and installation of
culverts within the subdivision at such time
as an overall drainage project for the area is
initiated..
Upon motion of Councilman Roberts, seconded by
Councilman Flores, and unanimously approved,

the final map for Subdivision No. 4 was approved
and the Mayor authorized to enter into an
appropriate Subdivision Agreement between the
•developer and city which would, in addition
:to the normal provisions, make .a provision for
the subdivideres participa'tion,in future drain-
age culverts on Transport Avenue
Approval of Minutes
Upon motion of Councilman Flores, seconded by
Councilman Roberts, and unanimously approved,
the miinutes of February 7th :•.ere approved as
submitted.
Approval of Bills
Upon motion of Councilman Roberts, seconded by
Councilman Smith, and unanimously approved, the
bills presented per the attached list in tha
amount of $19,373.23 were approved.
Communications
Communications per the attached outline were
brought to the attention of the Council. No
action was taken on any communication except
as noted specifically in these minutes.
Legal Review
City Attorney Maxwell discussed in general
LAFC regulations, prezoning and public hearings
to be conducted by the local legislative body
and held prior to application for annexation
of land.
Mayors and Councilmens
Mayor Hopkins repQpted the Mayors and Council -
Association
men °s Association., in opposing a proposed
development in Windsor, expressed concern for
further urban development in outlying areas,
which do not come directly under a specific
city's jurisdiction but require the same ser-
vices as territory annexed by a city, namely;
water, sewerage and public utilities as well
a�, police and fire protection.

Bills for Approval.
City Manager Callinan reviewed a letter from
Harold Bolla, Sr. submitting a bill for $1,950
for appraisal done in connection with the
U. S. 101,freeway overpass EDA grant project.

the bill for $1,950 submitted by Harold Bolla,
Sr. was approved for payment.
Mr. Eddinger, representing the Rohnert Park
Chamber of Commerce, appeared before the Coun-
cil to respectfully request funds earmarked
for the Chamber in the 1972 -72 City Budget.
Mr. Eddinger indicated that the $4,5,0-appropri-
ated by the Council will be used for current
operating expenses. Discussion followed.
Upon motion of Councilman Buchanan, seconded by
Councilman Smith, and unanimously approved,
funds appropriated in the 1971 --72 City Budget
for Chamber use were approved for disbursement.
Ordinance No. 166 AN ORDII4ANCE AMENDING ORDINANCE NO. 86
(Cultural Arts Commission Meetings).
City Manager Callinan explained the ordinance.
Upon motion of Councilman Flores, seconded by
Councilman Roberts, and unanimously approved
by the following roll call vote, the reading
of Ordinance No. 166 was waived and said
ordinance was adopted

Mayor Hopkins reconvened the meeting at
approximately 8:05 p.m.
Councilman Buchanan requested that staff look
into the possibility of purchasing a used bar
for the golf course. He brought to the
Council's attention that the snack bar operator
is willing to purchase the necessary liquor
license. Discussion followed.
Councilman Buchanan left the meeting at
approximately 8:06 p.m.
City Manager Callinan displayed the site plan
submitted and reviewed Harris, Gross and
Rathke application for rezoning from "A"
(Agricultural District) to "RM-1500-PD,"
(Multi-Family Residential Planned Unit Develop-
ment) of Assessor's Parcel Nos. 143-340-42,43
and 45 south of Southwest Boulevard in the
El Colegio area east of the railroad. He
reported that the rezoning was recommended for
approval by the Planning Commission with the
condition that the alleys be developed as
30 foot rather than 25'foot alleys.
Mayor Hopkins declared the public. hearing open
on the application by Messrs. Gross, Harris
and Rathke for rf-rmoning from Agricultural
District to Multl'� family Planned Unit Develop-
ment of AP Nos. 143340-42, 43 and 45.
Mr,. Russell was recognized'`

center of the proposed development was a park.
Mr. Callinan informed him that it was on site
open space.
Mr. Lawson, Nor--Cal Design Group, the applicant's
designer, was recognized and discussed the
plan's open space, general design, street
lighting, and landscaping.. Discussion followed.
There being no one further desiring;-to*be
heard, Mayor Hopkins declared the public
hearing closed.
AN ORDINANCE AMENDING ORDINANCE NO. 63, Zoning
Ordinance (Zoning Map Change - El Colegio Area)

City Manager Callinan explained the ordinance.
Upon motion of Councilman Roberts, seconded by
Councilman Smith, and unanimously approved,
the reading of Ordinance No. 167 was waived
and said ordinance was introduced.
Amendment to Zoning City Manager Callinan reviewed the proposed
Ordinance amendment to the Zoning Ordinance to add
,(Restaurants) restaurants to the list of ermitted -ses
in "C-N" (Neighborhood Commercial Districts)
and reported that the Planning Commission
recommended approval of said ordinance.
Mayor Hopkins declared the public hearing open
on the amendment to add restaurants to the
list of permitted uses in Neighborhood
Commercial Districts.
There being no one desiring to be heard,
Mayor Hopkins declared the public hearing
closed.
Ordinance No. 168 AN ORDINANCE AMENDING TEXT OF ORDINANCE NO. 63,
ZONING ORDINANCE (Restaurants in CN District)
City Manager Callinan explained the ordinance.
Upon motion of Councilman Roberts, seconded by
Councilman Flores, and unanimously approved,
the reading of Ordinance No. 168 was waived
and said ordinance was introduced.

City Manager Callinan eXplained the resolution.
Upon motion of Councilman Smith, seconded by
Councilman Roberts, and unanimously approved,
the reading of Resolution No. 72• -26 was
waived and said resolution adopted..
Resolution No. 72 -27
RESOLUTION DESIGNATING, AUTHORIZING,.., - AND
APPROVING INSTALLATION OF STOP SIGNS'
City Manager Callinan explained the resolution.
Discussion followed concerning possible need
for additional stop signs.
Upon motion of Councilman Roberts, seconded by
Councilman Flores, and unanimously approved,
the reading of Resolution No. 7227 was
waived and said resolution adopted.
No. Coastal
City Manager Callinan asked the Council if it

wanted to respond to Supervisor Spomer's
recent letter concerning the.,Joint Exercise
of Powers Agreement re North Coast Regional?
Planning and Development Commission.
Mayor Hopkins reported on the meeting he
attended with Board of Supervisors Chairman
Spomer of the Sonoma County Board of Super-
visors during which Mr. Spomer said the agree -
ment was to be changed again. With this
.information the Council decided to drop the
subject.
L.A.F <C.
City Manager Callinan suggested to the Council
that it respond to the letter received from
I_,.A,F.C. concerning spheres of influence
and recent legislation. It was noted that
the Planning Commission will be holding public
hearings on the Sonoma State College Environs
Study and forthcoming will be a recommendation
to the Council and that might be the best time
to determine a sphere of influence. Council-
man Smith requested a time table be set and
adhered to in responding to the LAFC. City
Manager Callinan was instructed to draft a
response to the LAFC which meets the Mayor's
approval and.is sent by the Mayor.

Attorney Maxwell reviewed the proposed rules.
Discussion followed during which the final
filing date for agenda items was changed from
the preceding Thursday to the preceding
Wednesday before a Council meeting.
Ordinance No. 169 AN ORDINANCE ESTABLISHING PROCEDURAL RULES
FOR THE CITY COUNCIL
Upon motion of Councilman Flores, seconded by
Councilman Roberts, and unanimously approved,
the reading of Ordinance No. 169 was waived
and said ordinance was introduced.
Progress of Bike Councilman Flores inquired about progress of
Path the study of the proposed bicycle path on
Norman Spivock's property at the old college
buildings. Discussion followed.
Spivock Lands North
of Golf Course
In response to a Council inquiry, City Manager
Callinan reported that the Planning Commission
has been provided with copies of correspondence
between Mr. Spivock and the City Council prior
to the activation of the Planning Commission
relative to proposed development north of the
golf course.
Appointment of Councilman Smith requested to be formally
Ex-officio to appointed ex-officio representative to the
Planning Commission Planning Commission since he has acted in that
capacity up to this point. Discussion
followed.
Upon motion of Councilman Flores, seconded by
Councilman Roberts, and unanimously approved,
Councilman Smith was designated to serve as
ex- officio to the Planning Commission.
Mayors and Council-
men's Association
Matters
Mayor Hopkins reported to the Council that he
has been appointed to the Mayors and Council -
men's Association's committee to study the
Sheriff's service within the county and its
cost to cities.
Mayor Hopkins reported that Councilman Flores
had been appointed as the Mayors and Council-
men's Association's "Voting Member of the
Board of Directors to the People for Economic
Opportunity.F9 Mr. Flores expressed his grati-
tude for being considered for such a position.
Sonoma County City Manager Callinan reported that the
Employees Association Sonoma County Employees Association has
embarked on an energetic effort to organize
public employees in Sonoma County and that an
effort was being made to organize the city's
employees.

Installation of City Manager Callinan reported on installa -
Crosswalk tion'of.a new crosswalk on Southwest Boulevard
at No Name Street and,that the original cross®
walk was being moved for better vision of
pedestrians by drivers. He reported that
sidewalk was being installed as part of the
project at city expense.
Mr. Malcolm Hubley was recognized and requested
that consideration be given for .installation
of reflectors at the intersection of Southwest
Boulevard and Commerce Boulevard and which
was recently repainted.
Petaluma School Mr. Callinan reminded the Council of the
Board Meeting meeting with the Petaluma School Board on
February 29th, 7,30 p.m. at Sonoma Joes.
City Manager Callinan also informed the
Council a meeting with the Cotati School
District Board had been arranged. The meeting
is tentatively scheduled for March 8th and
will be hosted by the City of Rohnert Park.
Golden Gate Transit City Manager Callinan described the location
Bus Service
of proposed bus stops for the newly created
bus service to Rohnert Park. The Council
indicated no objection to the stops.' Discussion
followed with regard to extension of service
to the weekend and 8:30 commuters.
Tree Planting
City Manager reported that within the next
few weeks the Public Works Department would
be installing trees or shrubs along the fence
on Southwest Boulevard east of Burton Avenue
and also at the sewer plant. He advised
that the type of Eucalyptus shrub planted
on the golf course along the railroad would
be used.
Meeting of North
City Manager Callinan reported to the Council
Coast Regional Water
.that Rohnert Park and the surrounding communi-

ties must submit a project report on or before
October 1, 1972 to keep the sewer effluent
released from disposal plants out of the
Russian River and its tributaries. He indi-
.cated that since they are all affected that
tbp cities of Rohnert Park, Santa Rosa and
Sebastopol should be holding joint meetings to
work together on the matter. He indicated
that he would take the'lead to initiate dis-
cussions with the other two cities unless the
Council had any objections. Council indicated
no objections.

Councilman Smith requested that staff prepare a

Code of ethics for presentation to the Council.

City Attorney Maxwell reported that he had
been working on one and would have it ready
by the next Council meeting.
Public Appearances Mrs. Selma Fulps, 875 Bernice Avenue, was
recognized and asked that the "Yield' sign
located on Bernice Avenue at Burton Avenue to
be replaced by a stop sign be put on Beverly
Drive.
She also inquired about students using
Southwest Boulevard as a speedway, a recent
accident on same, and expressed concern for
grammar school students waiting for the bus.
Mr. Hubley, 135 Alma Avenue, was recognized
and asked what the procedure was for patrolling
the area.
Mr. Albright, Assistant to the City Manager,
was recognized and informed the Council that
Chief Dennett °s policy was to cruise the
entire city and to have coverage on that area
at least once during a shift. Discussion
followed.
Mayor Hopkins inquired whether or not the
Cotati unit equipped with radar could be used
jointly with the City of Cotati. City
Manager Callinan said the matter of traffic
on Southwest Boulevard will be reviewed and
a report will be presented at the next meeting.
Adjournment There being no further business, the meeting
was adjourned at approximately 9:40 p.m.
