The Council of the City of Rohnert Park met this date
it regular sessioh commenc:i.ng at 7:12 p.m. in the City
Offices, 6,750 Commerce Boulevard. Rohnert Park. with
Mayor:Beary presiding. The regular session was preceded
by an executive session which commenced at 7:00 p.m.
and'at which all Councilman with.the exception of
Councilman Smith,` City Manager Callinan, and City Attorney
Flitter were present, and which was held to discuss.:
litigation and personnel matters.
Call to Order
Mayor Beary called the meeting of the regular session
to order at approximately 7:12 p.m. and led the
pledge of allegiance.
Roll Call

Mayor Beary advised that Councilman Smith had been

Approval of Minutes
Upon motion of Councilman Flores, seconded by Councilman
Eck, the minutes of December 16, January 6, 16 and 20
were approved.
Approval of Bills
'Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved,.the bills presented
per the attached list in the,amount of $35,411.71
were approved.
Scheduled Public
Genelle Doerres and Donna Campbell of the Newcomers
Appearance
Club presented to the City Council and Mayor Beary
a check in the amount of $150.00 for the purchase of a
bench and trash receptacle to be located at a bus stop.
Councilman Flores asked that.a letter of gratitude over the
Mayor's signature be sent to the Newcomers Club.
Boy Scouts Mock City
City Manager Callinan introducted thirteen Boy Scouts
Council Meeting
from different troops and explained that during the day
these „boys had been assigned to different departments
in the City Hall to work with members of the staff,
afterrlunch at the Golf Course a meeting was held in the
Chambers and by secret vote a City Council, including the
Mayor and Vice Mayor were elected; and that the Boy
Scouts then prepared an Agenda and discussed subjects
to be placed on the Agenda.

The Scouts representing Mayor, Vice Mayor, City Attorney,
Councilmen and City Manager than took their respective
places fram,.the regular City Council at approxiriately

A Gym for Public Use
A ;motion was made and unanimously. approved that the Ranch

Scout Hut
The Scout Mayor explained the need for a Scout Hut in
gohnPrt;Park. Discussion followed. It was moved and
seconded that a Scout Hut be provided by the City of.
Rohnert,Park. The motion carried unanimously.
Stoplights at Safeway
A motion.was made and seconded that stoplights be

Bike Path from A
A motion was..,made and seconded that the Scouts conduct

The Scout Mayor adjourned the meeting at 7:56 p.m.
A review was made of the items on the Boy Scouts' Agenda
by City Manager Callinan. He rioted that the High School
Cym.is being used for public use during the non - school
hours: City Manager Callinan'stated that ,it 'was the
recommendation'of tfie 'Park and ,Recreation Commission
that a Scout Hut could be built on a site at Alicia Park.
He noted that the City has been waiting to determine
exactly what type of building the Scouts desired. The
'City is `ready to help when the information is available
from the Scouts_.'
City Manager Callinai. also noted that stoplights are
under consideration at the Safeway intersection.. He
stated that the City will beiaidening Commarce Blvd.
and signals have been designed. The project is currently
being reviewed and the City hopes to have bids out by
this summer.
Regarding a bike path�from'Alicia Park to T.G. 6 Y, City
Manager Callinan. stated that the City staff has discussed
this.proje.ct, And it would involve an expensive bridge
being built

Communications Communications per the attached outline were, "-brought to
the attention of the Council. No action was taken on
any communication except as noted specifically" in these
minutes.
Letter from Thomas Councilman Flores initiated a discussion conceri.,ing the
Frenaye letter from Thomas Frenaye regarding recreation facilities
for Rancho Feliz Mobile Home Park. City Manager Callihan
was requested to reply to Mr. Frenaye's letter.
Copy of letter from Councilman Eck asked if the land on which a "Jack -:n -the
FoodmaRer, Inc. Box"'restaurant had been approved would revert back to
its original zoning. City Manager Callinan opined 1at
it would not revert back automatically.
Letter frcia Senator Upon motion of Councilman Eck, seconded by Councilman
Behr Re AB 6", Hopkins, and unanimously approved, staff was requested
to address a reply letter to Senator Behr indicating
that lt-is letter oil Januavy 20, 197 5- was incorrect in that-
our C-,-t',-y is over 10,000 population,not under 10,000,
and thus would be subject to AB 64 and the districting of
Council seats.
File 0244, Renaming City Manager Callinan reviewed the staff report and
Medical Center Planning Commission recommendation to rename Medical
Drive to Copeland Center Drive. He stated it was not anticipated that
Creek Drive there would be medical facilities on this street, hence
the change seemed feasible. He advised that notice of
the public hearing had been published in the local
newspaper and mailed to property owners in the subject
area.
Mayor Beary declared the public hearin'-, open on File
02-44, renaming of Medical Center Drive to Copeland
Creek Drive.
There being no one desiring to be heard, and no
correspondence received, Mayor Beary declared the public
hearing closed.
Resolution No. A RESOLUTION OF THE ROHNERT PARK CITY COUNCIL RENAMING
75-20 THE CITY STREET KNOWN AS MEDICAL CENTER DRIVE TO
COPELAND CREEK DRIVE.
Upon motion by Councilman Hopkins, seconded by Councilman
Flores, and unanimously approved, Resolution Noi 75-20

hall, would be available to residents of Rohnert Park
for community activities.

Oyri_ilman Eck queried Mr. Kavanagh as to the rental
cost of the units proposed. Mr. Kavanagh indicated
this would vary as to each individualls,ability to
pay, as this would be subsidized housing to senior citizens.
Councilman Flores asked hou much represented the commitment
from HUD. Mr. Kavanagh stated that before HUD would
commit, clearance was needed from the City of Rohnert Park.
Councilman Eck expressed concern that the project might
at some future time change fro-,'n senior citizen housing
to rentals. Mr. Kavanagh did not see this as a possibility,
but could give no guarantee.
Councilman Eck asked when the project would start. Mr.
K;:0vanagh stated 90 days with completion in approximately
nine months. Mr. Kavanagh also stated that units would

be rented as soon as completed.

Mayor Beary declared the scheduled public hearing open on
.File 0362, a proposed General Plan amendment and zoning
change for lands on the northeast and southwest corners
of Rohnert Park Expressway and Snyder Lane involving
approximately 94 acres.
There being no one desiring to be heard, Mayor Beary
declared the public hearing closed.
Discussion was held concerning the land use designation
change, efforts to get medical facilities in the community,
the E.I.R. done,for the project, planning staff's
recommendation., Planning Commission action, and efforts
to get a hospital site.
Councilmen Eck.made a motion for a continuat;.on of this
matter for two weeks. The motion was seconded by
Coi,Ticilman Hopkins, and failed on the following roll

ORDINANCE NO. 63 TO REZONE CERTAIN PARCELS FROM "A"
DISTRICT TO 'IPA-PD" AND "RM- 2000 -PD ". (Jack & Barry

City Manager Callinan explained the ordinance.
Upon motion of Councilman Flores,-seconded by Councilman
Hopkins, the reading of Ordinance 262 was waived, and
said ordinance was introduced by the following roll call
vote.

Cour_cilman Hopkins stated again for the record that he
expects to see a hospital site in the area rezoned.

and unanimously approved, City Manager Callinan was
directed to send a letter to Mr. Stone asking for a 10
^e site for a hospital; free and clear, and that the city
could agree to hold in trust this 10 acre site.
City Manager Callinan, referring to plans on display,
explained the proposed change in configuration of the
Llano Subdivision Park, and referred to his memo to the
Cou,.cil of January 31 concerning this change.
Mayor Beary left the Council Chambers during -the above
discussion, the time being approximately 9:2.5 p.m. He
returned at approximately 9:27 p.m.
Planning Director Skanchy indicated on the maps the
propc3ed change in the configuration of the park and the
sUCIOP.IVIsion lots either deleted or added.
:Discussion followed with Councilman Eck and Councilman,
Flores asking if Young America Homes would not gain three
additional lots in the change of the park plan. City
Manager Callinan stated yes, but that it was the City
hat asked for the proposed change in the park configuration.
Discussion followed with Jon Joslyn of Qantas Development
participating.
Upon motion of Councilman Hopkins, seconded by Mayor Beary,
the park configuration change was approved as presented

Sonoma County Water Agency, who was in the audience.
Resolution No. 75 -24 RESOLUTION GRANTING SONOMA COUNTY WATER AGENCY A GRANT OF
EASEMENT FOR COPELAND CREEK WESTERLY OF RAILROAD.
City Manager Callinan explained the resolution.

City Manager Callinan explained the resolution and
reviewed the agreement with Mr. Dennett who was present

City Manager Callinan explained the resolution.

Resolution No. 75-30 A RESOLUTION BY THE CITY OF ROHNERT PARK RECOMMENDING
THE DESIGNATION OF THE METROPOLITAN TRANSPORTATION
COMMISSION AS THE "DESIGNATED RECIPIENT" FOR FUNDS
UNDER SECTION 5 OF THE NATIONAL MASS TRANSPORTATION
ASSISTANCE ACT OF 1974 FOR URBANIZED AREAS OF UNDER
200,000 POPULATION.
City Manager Callinan explained the resolution.

Project 1956 -1 City Manager Callinan reviewed his memo to the Council
dated January 31 and explained that the amended assessment
involves the split of a 1915 Act assessment in the area
of Arlen Drive and Commerce Boulevard to the east and
north of the Seisums - Davis Medical Building. He advised
that notice of the public hearing had been published in
the local newspaper.
Mayor Beary declared the scheduled public hearing open
on Project No. 1956 -1, Amended Assessment Nos. 6.9.3.3.1,
6.9.3.3.2, 6.9.5.1.1., 6.9.5.2., 6.52.1.11.1 and
6.52.2.3.
There being no one desiring to speak, and no correspondence
received, Mayor Beary declared the public hearing closed.
Resolution 75 -•31 A RESOLUTION CONFIRMING AMENDED ASSESSMENT, PROJECT NO.
1956 -1, ASSESSMENT NOS. 6.9.3.3.1, 6.9.3.3.2, 6.9 5.1.1,
6.52.1.11.1 and 6.52.2.3.
Upon motion of Councilman Hopkins, seconded by Mayor
Beary, and unanimously approved, reading of Resolution
75 -31 was waived and said resolution was adopted.
Ordinance 263 AN ORDINANCE OF THE CITY OF ROHNERT PARK PROVIDING FOR THE
ABATEMENT OF DANGEROUS BUILDINGS, ADOPTING BY REFERENCE
THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS,
1973 EDITION, AS ADOPTED BY THE INTERNATIONAL CONFERENCE
OF BUILDING OFFICIALS, ADOPTING AS SECONDARY CODES TO THIS
UNIFORM CODE ALL PUBLICATIONS AND REFERENCES TO OTHER CODES,
DOCUMENTS, TABLES AND STANDARDS AS REFERRED TO IN THE
UNIFORM CODE, AND PROVIDING PENALTIES FOR VIOLATION THEREOF.
City Manager Callinan explained the ordinance.
Upon motion of Councilman Flores, seconded by Councilman
Hopkins, and unanimously approved, reading of Ordinance
No. 263 was waived and said ordinance was introduced._
Bay Area Air Pollution City Manager Callinan discussed the air quality
Control District classifications set forth by.the Bay Area Air Pollution
Control District in its January 17th survey letter.
The consensus of opinion of the Council was that Rohnert
Park should respond by designating Class II as the
Desired Air Quality Designation.
Underground Utilities Mr. Ralph Fitch of P. G. 6 E. gave a brief status report
District No. 2 on the undergrounding project being planned for South-
'west Blvd. , and discussed monies available to the City.
Wastewater Treatment Mayor Beary reported that the City had been treated very
and Disposal well at the January 30 meeting of Regional Water
Quality Control Board in Ukiah. He reported on the
meeting and advised that the City has been allocated
54,000 gallons of additional flow to the end of April.

City Manager Callinan reported that regarding use of
wastewater for irrigation purposes this summer, that
the City staff is working on the matter with possibly
the City providing the wastewater and irrigation
equipment, the farmers the labor, seed and farm equipment.,

Spivock Land City Manager Callinan reviewed his memo to the Council
North of Golf Course dated January 31 concerning the Spivock land and Project
1974 -11, and stated the Board of Supervisors and the
City of Santa Rosa have adopted resolutions of full
support to retain the Spivock lands as open space, but
had not yet commited specific financial support. He
advised that a meeting on the matter was scheduled for
tomorrow; February 4th. Discussion followed.
Mr. Neil Bloomfield, attorney for Mr. Spivock, spoke
briefly stating they had met with representatives of
"The Trust for Public Land" but had no positive results
and that it is the hope of Mr. Spivock that the land
will be acquired by the City of Rohnert Park for open
space, but that other alternatives must be considered by
Mr. Spivock since no firm action appears to be fort hCOl,ing.
Supervisor Bill Kortum was recognized and spoke briefly
indicating the City is the "key" point, and that whatever
methods that could be found to acquire the Spivock land
for open space would certainly be to the City's advantage.
Supervisor Kortum indicated several ideas would be
presented at the meeting on Tuesday.
Project No. 1974 --11 Upon motion of Councilman Hopkins, seconded by Councilman
Northwest Improvement Flores, and unanimously approved, the City staff was
Project authorized to have Engineer Hudis design alternate plans
for serving the Spivock lands so that in the event of
purchase or non-- purchase of the Spivock lands, design
will not be a delay factor.
Redwood Empire C;.ty Manager Callinan reviewed his memo dated January 31
Disposal Corp. to the Council concerning Redwood Empire Disposal.
Request for Rate Corporation, with whom the City has a contract, advising
Increase that it is losing money and has requested an increase
in rate. City Manager Callinan.indicated that he is
currently looking at different proposals whereby the
rates may be changed, and they will be finalized and
presented to the Council „for consideration at the next
meeting.
Mr. Jim Ratto, President of Redwood Empire Disposal
Corp. and Bill Robotham of Pisenti and Brinker, both of
whom were in the audience, were introduced by Mr. Callinan
to the Council.

Wanda Park Appointed City Manager Callinan explained the assignment of
as Deputy City Clerk- Mrs. Park to handle the Council meetings and process
the Council resolutions, ordinances, etc., in order to
relieve Mrs. Logue from these responsibilities.
Upon motion of Councilman Hopkins, seconded by Councilman
,Eck, and unanimously approved, Mr. Callinan's appointment
of Wanda Park as Deputy City Clerk was approved.
EDA, Title X City Manager Callinan reviewed his memo to the Council
dated January 31st regarding forms submitted for
possible grants under Title X of the Economic Develop -
ment Act.
Junior High Baseball City Manager Callinan initiated a discussion concerning the
Field and Mini_ Gym status of upgrading the baseball field at the Junior High
and the conversion of some existing shop buildings there
fir a mini -gym. He reported on his conversation with
Schools Superintendent Les Meyer. He also commented
that he thought that several councilmen had been appointed
as a committee to approach the school district for
firanci.al participation in these projects.
Commuter Parking City Manager Callinan reported on the commuter parking
situation on Commerce Blvd. in the vicinity of the
freeway interchange and the need for a commuter parking
lot. He commented on his discussion with Mr. Hugh
Codding concerning the need and City staff's intention
to discuss the matter with Golden Gate Transit to solicit
their possible financial assistance.
Santa Rosa A.brief discussion was held concerning the Memorandum of
Urban Renewal Understanding entered into by the County of Sonoma and
the City of Santa Rosa concerning the Santa Rosa Urban
Renewal Project. The Council requested that this matter
be scheduled for discussion at the February 10th
work - session.
Term of Mayor_ City Attorney Flitner reviewed his memo of February 3
to the City Council concerning an elective office of
Mayor
AB 88 Councilman Eck initiated a discussion concerning AB 88.
Upon motion by Councilman Eck, seconded by Councilman
Hopkins, and unanimously approved, the Council went on
record in opposition to AB 88 and directed a letter to
appropriate State officials concerning same.
AB 37 Councilman Eck initiated a discussion concerning AB 37.
Upon motion by Councilman Eck, seconded by Councilman
Hopkins, and unanimously approved, the Council went on
record in opposition to AB 37 and authorized an
appropriate letter concerning same.

Rear Yard Councilman Eck initiated a discussion concerning rear
Setbacks yard setbacks.
Upon motion of Councilman Eck, seconded by Mayor Beary,
and u_na_nimnusly approved_ staff and the Planning
Commission were directed to recommend an amendment to
the Zoning Ordinance which would make rear yard setbacks
subject to use permit rather than a variance.
Library Board Councilman Flores initiated a brief discussion concerning
recommendations to Supervisor Kortum for appointments
to the new Library Board.
Upon motion of Councilman Flores, seconded by Councilman
Hopkins, and unanimously approved, Mrs. Pat Whitmore and
Mr. Peter McCormick will be recommended for appointment
to the new Library Board.
Lights Adjacent to Councilman Flores made a motion, which was seconded
Parking Lot at by Mayor Beary, and unanimously approved, for staff to
Community Center have lights installed adjacent to the parking lot at
the Community Center.
Lights at the Councilman Hopkins discussed the possibility of
Rancho Cotate installing lights at the Rancho Cotate football field.
Football Field lie advised that P. G. & E. had been contacted and
figures would be submitted at a later date.
Unmarked Police Mayor Beary suggested that the Council schedule a
Vehicles public hearing as to whether the City should go to
unmarked police vehicles. Discussion followed after
which Mayor Beary requested that the matter be put
on the next Agenda for discussion. City Manager
Callinan advised that Mr. Dennett should be present
to participate.
Changing of Hospital Mayor Beary initiated a discussion concerning the
Districts possibility that the City of Rohnert Park residents'
interests would be better served by Santa Rosa hospital
services, rather than the Petaluma Hospital District.
Mayor Beary asked that City Attorney Flitner submit
an opinion at the next meeting on the legal means of
getting out of one hospital district into another.
Adjournment There being no further business, Mayor Beary adjourned
the meeting at approximately 11°20 p.m. to February 10th
