The ' Council of the City of 'Rohnert Park met this date in
adjourned regular session at 7 :00 p.m. in the City Offices,
6750 Commerce Boulevard, with Mayor Beary presiding.
Call to Order Mayor Beary called the adjourned regular session to order
at 7:00)
Roll Call Present: (3) Councilmen'Eck, Smith, and Mayor Beary
Absent, (2) Councilmen Flores and Hopkins (it was
noted foxy the record that Councilman
Hopkins was absent because he is attend-
ing a Criminal Justice Commission Bylaws
meeting and Councilman Flores was absent
because he had to be at a Belleview School
District -Board of Education meeting)
Others present: City Manager Callinan, Planner Wes Vaal
from the Sonoma County Planning Department,
Mike McCOy of the Santa Rosa Press Democrat
newspaper, Mr. Jim Redding and numerous
students from Rancho Cotate High School.
Housing and Community Mayor Beary announced that the meeting had been scheduled
Development ,Act of 1974 to discuss in detail the Housing and Community Development
Act of 1974 and how best the city should par ielpaLe in
same! City Manager Callinan and Planner Vail reviewed the
Act with the Council, including many of the communications
and information received from the National League of
Cities, League of California Cities, ABAG, federal govern- -
ment,'and various state agencies. The Council was briefed
on action taken to date by the county in trying to put
together a coordinated plan and application for Sonoma
County. A wide ranging and comprehensive discussion was
held concerning the Act which touched upon:
1. The difference between Title I and Title II of
the Act,
2. The,need for the community to identify its needs to
determine objectives and develop a strategy and
develop an action plan.
3. The need to obtain citizen input and various ways
that such input >could be solicited which included
the suggestion that a citizen's group representative
of the community and all the various organizations
in the community be appointed as a catalyst to
obtain as much community input as possible.
4. Contacts with VTN and Genge consulting firms rep
resentatives concerning their willingness to assist
the city in preparing a pre - application on an
hourly basis. The comments of Genge representatives

to the effect that the city might be better off
going along with a joint application of other
cities and the County of Sonoma was discussed.
5. The need to provide low and moderate income housing
in the community and the various ways that the city
might put pressure ou developers to provide low or
moderate income housing in some quantity in all the
developments taking place in the community.
6. Possible uses for Title I funds for community
improvement projects such as improvements to the
cityts water system, helping finance the sewer
connection to the Llano treatment plant.
7. Contacts with Jerry Burke of HUD in an effort to
solicit guidance through the City Manager's Group
of Sonoma County.
8. The advantages of having the county and the other
non- entitlement cities file a joint application so
that the use of the Act can be greatly enhanced in
coordinating the development taking place in all of
Sonoma County without each city considering itself
an island unto itself.
9. The informal commitment received from the County
Administratorts office and the County Planning
Director's office that their agencies would be
able to gear up to submit timely applications.
10. Ways and means of soliciting community input through -
out the county once a comprehensive application is
decided upon and how. the Technical Advisory Committee
which has recently been formed would operate and
the role of the elected officials in making the
final decisions as to projects to be submitted for
consideration for funding under the Act.
Upon conclusion of the discussion the Council vcvtcrs.
indicated that the City should go on record as wanting to
file a joint application with the county and other non -
entitlement cities.
City Manager Callinan indicated that he would put the
matter on the February 3-rd Council meeting for formal
action by the Council and would also at that time have a
draft resolution for consideration which would suggest the
mechanism for obtaining as much citizen input in the plan-
ning and the review process for the Act as possible.
Library Site Councilman Smith initiated a brief discussion concerning
the status of the acquisition of the proposed library
site south of the T.G. & Y. Store on Hunter Drive. This
touched off a brief discussion concerning the proposed

additional road from Commerce Blvd. eastward into the
commercial and residential area. City Manager Callinan
indicated that the road had been recommended by the Planning
Commission and was scheduled for consideration by the
Council at its January 20th meeting.
Adjournment There being no further business, the meeting was adjourned
