ROHNERT PARK CITY COUNCIL MINUTES
October 15, 1974
The Council of the City of Rohnert Park met this date in
a Town Meeting commencing at 7:30 p.m. in Room D-3,
Waldo Rohnert School, 550 Bonnie Avenue, Rohnert Park,
with Mayor Beary presiding. ,
Mayor Beary called the meeting to order at approximately
7:30 p.m.
Present: (5) Councilmen Eck, Flores, Hopkins, Smith,
and Beary
Absent: (0) None
Staff present for all or part of the meeting:
Parks and Recreation Director Pekkain
Mayor Beary welcomed all those present to the Town Meeting
and advised it was being held to discuss, in an informal
manner, any items of interest for "L",section residents.
Mr. Frank Chadwick was recognized and commented on the
bike paths in "Ll' section; that the subdivision had been
accepted by the city as complete in 1973; and that he
felt the City Council and City Manager,had lied to him.
Mr. Harry Sullivan of LaCrosse Ct. was recognized. He
commented about mounds of adobe next to cement walks; sug-
gested that trees be planted now; and.mentioned some prob-
lems with the irrigation system in the LaCrosse Ct. mini-
park,
Mr. Tom Rathmann was recognized. He. commented that the
contractor had promised completion of the Lydia Ct. mini-
park.
Kathryn athryn and Tom Collins were recognized. They commented
about the Lilac Way tot lot and older children causing
problems and felt more police patrol of the tot lot area
might help.
A woman identifying herself as "Star" was recognized.
She also commented about older children causing problems
in the tot lot.
Mike Schmidt was recognized. He suggested that the Lilac
Way tot lot be closed down because of the older children.
Mr. Rathmann commented that the areas were extremely
difficult to patrol.
Mr. Tom Collins commented that there is no point to the
park because it is not working*

Mr. Chadwick commented that parents living on Lorraine Cto
have forbidden their children to use the Lilac Way tot
lot.
Mr. Art;Smith' was recognized. He•commented about the lay -
out of 'the Lydia Ct. park ;,that positive ways of patrol-
ling the parks should be kept in'mind when developing them
so that the children could be protected.
Mr. Larry Stogdell was recognized. He commented that
children were picking up landscaping material along Liman
and Lancaster and tossing it into the streets and suggested
extra patrol of the area. He also suggested that fencing
be installed around the garbage cop.tainers behind the
Short Stop market'on'East Cotati Avenue and commented
about the landscaping at the Short Stop.
"Star" questioned when the school would be completed in
t9Lov section.
Mr. Chadwick commented that there was a $200,000 error in
the bid for -the school.
Mr. Lummus was recognized. He commented that the City of
Menlo Park has a program in the schools to educate child-
ren in an effort to prevent vandalism.
Mr,.,Harry Graves was recognized. He commented that the
VA office had informed him that bike paths in the area
were supposed to be there and had been certified by the
City Engineer and City Clerk as being completed.
Mr. Chadwick commented that money" was paid to get the
bike paths.
Mr. Rathmann commented he would like to see the bike paths
finished; that the street sweeper'wouldn't even sweep
them..
;Randy Highsly asked what would.be 'done with the triangu-
lar park areas.
Mr. Rathmann suggested that a path be installed between
Myrtle Avenue and Lydia Cte
Mr. Bruce Newman was'recognized. He commented about
equ'ty for -those residents whose property do not back up
to the bike paths.
Mr. Chadwick commented that Mrs. Hobbs had been promised
an eight foot fence.'
Harry Graves commented,about problems with the slope and
erosion along fences,,
Mr. Graves suggested that a questionnaire be developed
by the Youth Advisory Panel for "L °t section in an effort
to obtain a consensus of opinion on the bike paths.

Mrs. Collins asked about the incidence of police calls
because of the bake paths.
Mr. Rathmann suggested that a legal opinion be obtained
on the possible abandonment of the bike paths.
Mr. Smith suggested that a "pro and con" sheet be dis-
tributed in advance of the Youth Panel questionnaire.
Mrs. Graves volunteered to serve on the Hillcrest Hospital
Citizens Advisory Committee. Mayor Beary advised he
would have information and notice of the next meeting
date sent to her.
Mr. Smith commented about using the college facilities
for emergency services.
Mrs. Chadwick also volunteered to serve on the hospital
advisory committee and Mayor Beary indicated he would see
that information and meeting notices were sent to her.
At the conclusion of discussion the City Council indi-

1. The legality of abandoning the bike paths.
2. Development of a questionnaire for IIL91 section
3. That when the questionnaire is ready it would
