Call to Order The meeting was called to order at approximately 4:15 p.m. Roll Call Present: (4) Councilmen Eck, Flores, Hopkins, and Smith Late: (1) Mayor Beary; his time of arrival is specifically noted in the minutes. Absent: (0) None Staff present for all or part of the meeting: C;+%' Mannaev" r_nllroan Assistant to the City Manager Albright Fair Day A discussion was held concerning the July 1, 1974 letter from Sonoma County Fair Manager James F. Lyttle. The Council authorized the distribution of the extra tickets to Rohnert Park Day at the Fair to the Chairmen of the various city commissions. Mayor Beary Arrives Mayor Beary arrived during the discussion of the fair matter, the time being approximately 4:20 p.m. 3.974 --75 Budget Review City Manager Callinan briefly reviewed the previous Council action taken on the 1974 -75 budget. Park Maintenance Discussion was held concerning the need to increase the Park Maintenance Part --time Salaries budget at the request of Supt. of Public Works Wiggins as a result of the addition of considerable arc» s to be policed and maintained such as the mini - parks, Ladybug Park, etc. The Council authorized an increaseoof the amount in the budget from $1,000 to $2,000 for Part -time Salaries for Park Mainte- nance. .City Office Building Discussion was held concerning the Operating Supplies and Maintenance budget for the City Office Building. Discus - sion was held concerning the janitorial charges to be levied by the Cotati-Rohnert Park School District for 1974 -75 of $2,000. The Council authorized an increase in the City Office Building, Building Operating Supplies and Maintenance budget from $1,000 to $3,000 to cover the anticipated janitorial charges. xr S viwas th,- gmr)iin q included in travel aild Meeting __._ Expense the proposed budget for employee and commission related programs such as the annual employees party and events held for the various commissions. It was suggested that the expenditures-for these items be removed from the City Councilman Flores made a motion, seconded by Councilman Eck, that Director of Public Safety Dennett and Assistant to the City Manager Albright salaries be adjusted 8% for cost of living and 4-1/2 % for merit for a com- bined total adjustment of 12-1/2 %. Said motion failed to carry on theJollowing roll call vote: AYES: (2) Councilmen Eck and Flores NOES: (3) Councilmen Hopkins, Smith, and Beary Page 2. July 11, 1974 Council category and set up under Non-Departmental. The Council agreed and authorized the transfer of $500 from the City Council Travel and-Meeting budget to Non- Departmental Employees - Commissions Appreciation Affairs. Plaques, etc. Discussion was held concerning the proposed budget for plaques and the unusual awards approved by the city for high school championship teams. City Manager Callinan indicated that $300 was included in Non-Departmental for plaques and awards and city seals, but nothing was included in the budget for championship team plaques previously .awarded to the high school; that these had been generally brought up as non-budgeted items. After a brief discus- sion the Council indicated the budget should be left as it was and the special requests would be considered on their merits. Sewage Treatment Budget City Manager Callinan advised that the proposed budget for Sewage Collection and Treatment, Miscellaneous, should be increased $500 to cover the annual payment due the Siskels for the temporary outfall ditch. 1974-75 Revenues City Manager Callinan reviewed the Revenues section of the proposed budget. Discussion was held on several of the revenue items including sales tax and the dispatch service income from the City of Cotati. Staff was requested.to review the charges to Cotati for dispatching services to make sure that it was adequate. City Manager's City Manager Callinan indicated that he might be engaging Department a part-time clerk to handle the taking and transcribing of minutes of City Council meetings. It was therefore requested, and the Council consented, to use the funds budgeted for part-time clerical as discussed. Positions and Proposed Discussion was held concerning the Positions and Proposed Pay Ranges or Rates Pay Ranges or Rates included in the Proposed 1974-75 Budget. City Manager Callinan reviewed all of his recommendations for the various city positions, indicating the reasons for various adjustments. Considerable discussion was held on certain of the department head positions and the .recommendations for same. , Councilman Flores made a motion, seconded by Councilman Eck, that Director of Public Safety Dennett and Assistant to the City Manager Albright salaries be adjusted 8% for cost of living and 4-1/2 % for merit for a com- bined total adjustment of 12-1/2 %. Said motion failed to carry on theJollowing roll call vote: AYES: (2) Councilmen Eck and Flores NOES: (3) Councilmen Hopkins, Smith, and Beary Page 3, July 11, 1974 Councilman Hopkins made a motion, seconded by..Councilman Smith9- that the Council accept the Proposed Pay Ranges or Rates'cas`'recommended'by' the City Manager. After some discussion this motion and second were withdrawn. Councilman Hopkins made a motion, seconded by Councilman 'Eck, to adopt the Proposed Pay Ranges or Rates as recom- mended in the Proposed 1974-75 Budget by the City Manager excluding from the motion the Director of Public Safety and Assistant to the City Manager positions. Said motion was approved by the following roll call vote: AYES: (5) Councilmen Eck, Flores, Hopkins, Smith, and Beary NOES: (0) None Councilman Hopkins made a motion, seconded by Councilman Smith, to approve the Pay Range or Rate for the Director of Public Safety as recommended by the City Manager in the Proposed 1974-75 Budget. Said motion failed to pass by the following roll call vote: AYES: (2) Councilmen Hopkins and Smith NOES: (3) Councilmen Eck, Flores, and Beary Councilman Hopkins made a motion, seconded by Councilman Smith, to approve the Proposed Pay Range for the Assistant to the City Manager as shown in the Proposed 1974-75 Budget submitted by the City Manager. Said motion was approved by the following roll call vote: AYES: (3) Councilmen Hopkins, Smith, and Beary NOES: (2) Councilmen Eck and Flores Upon motion by Councilmen Eck, seconded by Councilman Hopkins, and unanimously approved on a voice vote, the Pay Range for the Director of Public Safety will be adjusted 8% for cost of living and 4-1/2% merit for a total of 12-1/20 (which would set it at Range 64, $1261- 1535.) Tax Rate A brief discussion was held concerning tax rates and the possibility of lowering the tax rate once the final assessed valuation figures and the funding of the CETA and EEA Programs are determined.
