OBVIV PARK CITY COUNIC11, June 24, 1963
The Council of the city of Rohnert Park met this date in an adjourned
session at 8:oo p.m. at the City Office, 6950 Commerce Blvd., Rohnert
Park, with Mayor Smith presiding. This Session was preceded by a
personnel session which commenced at ?:30 P-m-
Roll Call Present: (5) Mayor Smith, Councilmen Bell, Buchanan, Foustq Rogers
Absent: (0)
Personnel Mayor Smith announced the following action taken at the personnel
session:
Upon motion by Councilman Hunts seconded by Councilman Rogers and,
unanimously approved, as a matter Of policy the following: "City
personnel transferred between departments within grade will retain
the salary grade they hold at the time of transfer - i.e. they will
not start at base of grade over again.''
Upon motion by Councilman Foust, seconded by Councilman Buchanan
animously approved, the transfer of Delane Patton from Public
an d ur, hwy X)
Works Department to police Department was approvedsmiVal,
seconded by Councilman Foust
Upon motion by Councilman Buchanan,
and unanimously approved, the Council authorized the hiring of
Richard Northam as a Patrolman at Grade 11, Step B - 1431 Per month-
Mr. Northam will serve the usual 6 months probation.
Bills Upon. motion by Councilman Buchanan, seconded by Councilman Foust
and unanimously alproved, bills per attached copy dated June 24, 1963$
were approved for payment-
Upon, motion by Councilman Buchanan, seconded by Councilman Foust and

R. P. Days, unanimously approvedg Rohnert, Park Days will be held again this yea
and the Rohnert Park Chamber of Commerce was authorized to sponsor
the event-
Upon motion by councilman Foust, seconded by Councilman Buchanan and
unanimously approvedg Mr. Maxwells City Attorney, was authorized to
draw up an Ordinance establishing Rohnert Park Lays as all annual
event to be held the last week end in Au# -

Upon motion by Councilman Buchanan, seconded by Councilman Rogers
police Radio and unanimously approved, Mr, Callinan, City Managers was authorized
to execute the necessary aDplication forms for the police radio
license.
Engineer The City Council accepted Milton Hudis' resignation as Acting City
1 1963s with regrete
Engineer as of July 159
Mr. Callinan, City Managers was requested to rresent the question Of
a City Engineer at the next meeting.
Mr. Hudis$ Acting City Engineer, discussed the Commerce Blvd*
extension, stating that the extension was in accordance with his
recommendations as outlined in his letter dated June 22, 1963. The
matter is to be placed on the next agenda.
Advisory Commission Upon motion by Councilman Buchanan, seconded by Councilman Foust and
unanimously approved, Mr. LeBoeuf's resignation from the Citizens

Advisory Commission was accepted with regret. Mr. Callinan, City
Manager, was asked to write a personal letter to Mr. LeBoeuf
expressing the Council's regretsq
Mr. pockrus reported to the Council on the work done by the Citizen's
Advisory Commission on school redistricting.
Upon motion by Councilman Bell$ seconded by Councilman Rogers and
unanimously approved, Wacker and Sons were authorized to move the
buildlnEs which had been donated to the City by the developers, to
the city Parks. The cost for movingi per Mr. W I ackers bid, will be
$300 per building to move and put on a. nlabw 0,111
Councilman Bell, ex-officio member of the Recreation Commission, will
coordinate the Commissions activities in relation to procurement and
fixing the buildings, moving Of same, including getting Cost Of
connecting to sewer linest checking with service clubs regarding
fixing the buildings, etc. Report to be made to the City Council
on July 1, 1963.
Upon motion by Councilman Buchanan, seconded by Councilman Foust and
unanimously approved, Paul Golis was approved for membership on the
Recreation Commission,
Swimming Pool Upon motion by Councilman Buchanan, seconded by Councilman Bell, and
unanimously approved, Mr. Wiggins, Director or Public Works, was
authorized to have additional electrical circuits installed at the
swimming pool.
Fire Dept. Action was deferred on the Fire Department request for minor changes
while the fire truck is being worked on.
The City Council deferred action on appointments to the Citizens
Advisory Commission until a future meeting, undetermined at this
time.

Recreation

unanimously approveds the Council authorized purchase of Audio-Visual
equipment for the swimming pool and the synchronized swim group in
the amount of approximately 1332.00
Upon motion by Councilman Bell$ seconded by Councilman Rogers and

Upon motion by Councilman Buchanan, seconded by Councilman Bell and
unanimously approved, the City Council established a policy that
where a fire poses a threat to the City, the fire department is
authorized to leave the city limits to fight the firea
Upon motion by Councilman Buchanan, seconded by Councilman Foust,
and unanimously approved, the City Council authorized the Fire
Chief, or his authorized representative, to solicit and deputize
volunteer help in the event of a major fire.

Upon motion by Councilman Rogers, seconded by Councilman Foust and
unanimously approved, the Council authorized purchase of a 5 foot
flail mower attachment for the l'ord tractor.
Audit
Upon motion by Councilman Bell, seconded by Councilman Rogers and
unanimously approved, Mr. Callinan, City Manager, was authorized to
have Mr. Russell Goheen and Mr. Lawrence Bastionon audit the city
and distric's books for the year ended June 30, 1963, at a cost
of $1500-
Police Dept.
Upon motion by Councilman Buchanan, seconded by Councilman Foust and
unanimously approved, Mr. Callinan, City Manager, was authorized to
purchase badges and shields for the police department at a cost of
approximately h?l for the 3 sets*
Major & Counc.
Mr. Callinan, City Manager, was authorized to make the necessary
preparations for the Mayors & Councilmans Assn. meeting July ill
1963, for which the City of Rohnort Park will be host. Mr. Callinan
will Jetermine the location, make reservations, and notify appropriate
parties that are to attend.

Councilman Buchanan left the meeting at 10:20 p.m.
Commerce Blvd.
Upon motion by Councilman Rogers, seconded by Councilman FOusti and
unanimously approved., the Council approved the route of the Commcree
Blvd. extension as shown on the tentative layout dated 5/iS/63
prepared by Marshall and Hudis, Engineers Inc
1EA financing
Mr. Callinan7 City 1'banager7 was authorized to write to the FHA that
the City is accepting the streets in Sub 2-A and 4-A for maintenance,
so that FHA financing may be obtained by homeowners in these sub-
divisions.
G.O. Bonding
Mr. Maxwellt City Attorney, reported that it would take approximately
20 months to set up an election for G.O. Bond financing. The
following steps must be taken: 1. Resolution of necessity 2. Wait
5 days 3- Introduce bond ordinance. 4. Wait five days. 5. Adopt
Ordinance. 6. Wait 30 days before election can be held. Registra-
tion closes 54 days before any election.
Annexation No. I
A Petition of Annexation - signed by the property owners involved
was presented to the City Council for an area generally east of the
present industrial area in the city.

Upon motion by Councilman Foust, seconded by Councilman Rogers and
unanimously approved, reading of Resolution IS was waived,

Foust, seconded by Councilman Bell, and unanimously approved.
Hearing was set for 8:00 p.m. August 51 19634
Subs 10-B / 17-B Upon motion by Councilman Foust, seconded by Councilman Rogers and
unanimously approvedg the City Council approved the final map of
Subdivisions 10-B through 1?-B, and accepted all streets thereon,
subject to compliance with the federal map act. Milt Hudis, City
Engineer was directed to set the amount of the performance bonds,
and Mr. Maxwell, City Attorney, was requested to prepare the
necessary subdivision agreements.
Fireworks Upon motion by Councilman Foust, seconded by Councilman Bell and
unanimously approved, permit to sellsafe and sane fireworks for the
July 4th holiday was granted to Mrs. Smiths Water Road, Cotatil
subject to approval by owner of the property intended to be used*
Adjournment There being no further business, the meeting was adjourned at 11:15 P-m-
