1963/07/15 City Council MinutesROHNEIC PARK CITY COUNCIL, July 15, 1963 The Council of the City of Rohnert Park met this date in regular session at 8:00 p.m. at the City Office, 6950 Commerce Blvd., Rohnert Park, with Mayor Smith presiding. Roll Call Present: (5) Mayor Smith, Councilmen Bell, Buchanan, Foust, Rogers Absent: (0) Bills Upon motion by Councilman Foust, seconded by Councilman Buchanan and unanimously approved, the bills per attached copy dated July 15, 1963, were approved for payment Personnel Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, Ivor Parry was hired as M,!�..n - tenance Man effective July 22, 1963, Range 119 Step a, $410 per month. Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, Mr. Gift, Building Inspector, July 164 1963. was raised from $350 to $375 per month effective Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, Police Officer Delane Patton was granted two weeks vacation pay in lieu of vacation. This action was requested by the City Manager on behalf of Officer Patton. Minutes Upon motion by Councilman Buchanan, seconded by Councilman June 24, 1963, Foust and unanimously approved, the minutes of were approved as corrected. Upon motion by Councilman Bell, seconded by Councilman Buchanan and unanimosly approved, the minutes of June 28, 1963 were approved as corrected. Upon motion by Councilman Bell, seconded by Councilman Foust and unanimously approved, the minutes of July 1, 1963 were approved as correcteda Ordinance #30 Ordinance No. 30 - AN ORDINANCE ESTABLISHING ROHNER`I' PARK DAYS, was read and moved by Councilman Buchanan, seconded by Council- man Foust and adopted by the following vote: AYES: (5) Bell, Buchanan, Foust, Rogers, Smith NOES: (0) ABSENT: (0) R. P. Days Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, the Council granted the Chamber of Commerce permission to hold a Founders Day dance in the new City Bu:= lding. This motion was approved subject to the Chamber presenting a program for the dance which must be approved by the City Manager and the City Council„ Office Equipment Upon motion by Councilman Bell, seconded by Councilman Buchanan and unanimously approved, the Council authorized the City Manager and the Mayor to coordinate their efforts and purchase a duplicating machine. Page 2 July 15, 1963 Engineers Upon motion by Councilman Foust, seconded by Councilman Bell and unanimously approved, Mr. Maxwell, City Attorney; was Smith to executer authorized to draw up an agreement for Mayor to use the firm of Harding Associates as engineers for road interim until the construction inspection during the period City hires a City Engineer. Subs 10--B to 17 -B Upon motion by Councilman Foust, seconded by Councilman Bell to and unanimously approved, Mayor Smith was authorized execute the Subdivision Agreements for Subdivisions 10 -B through 17 -B. Resolution #99 Upon motion by Councilman. Foust, seconded by Councilman reading of Resolution #99 Rogers and unanimously approved, was waived. Resolution No. 99 - A RESOLUTION AUTHORIZING EXECUTION OF DEED EASEMENT TO ROHNERT PARK INDUSTRIAL DEVELOPMENT COMPANY, upon motion by Councilman Foust, seconded by Councilman Rogers,, was unanimously adopted. Resolution #100 Upon motion by Councilman Rogers, seconded by Councilman Resolution #100 Buchanan and unanimously approved, reading of was waived. Resolution No. 100- A RESOLUTION AUTHORIZING ACCEPTANCE OF GRANT DEED FROM ROHNERT PARK INDUSTRIAL DEVELOPMENT COMPANY, upon motion by Councilman Rogers, seconded by Councilman Foust, was unanimously adopted. Resolution #101 Upon motion by Councilman Bell, seconded by Councilman reading of Resolution No. Buchanan and unanimously approved, 101 was waived. Resolution No. 101 - A RESOLUTION AUTHORIZING ACCEPTANCE OF DEED EASEMENT FROM ROHNERT PARK INDUSTRIAL DEVELOPMENT COMPANYs upon motion by Councilman Bell, seconded by Councilman Buchanan, was unanimously adopted. Resolution #102 Resolution No. 102 - A RESOLUTION CONSENTING TO ENFORCEMENT OF BY THE COUNTY HEALTH OFFICER STATE LAWS, RULES AND REGULATIONS IN THE CITY OF ROHNERT PARK, was read and moved by Councilman Buchanan, seconded by Councilman Bell, and unanimously adopted,, Resolution #103 Upon motion by Councilman Foust, seconded by Councilman Rogers No. 103 was and unanimously approved, reading of Resolution waived. Resolution No. 103 - A RESOLUTION DECLARING CERTAIN TERRITORY WITHDRAWN FROM THE COTATI FIRE PROTECTION DISTRICT, upon motion by Councilman Foust, seconded by Councilman Buchanan; was unanimously adopted. S, B. 749 Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, Mr. Maxwell, City Attorney; was authorized to send a letter to Governor Brown regarding Senate Bill 749, requesting that he veto this measure. Page 3 July 15, 1963 Gnat problem Mr. Pipione appeared before the council and advised that he is having a problem with gnats on Bridgit Drive. Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, Mr. Callinan, City Manager, was authorized to write to the Cotati Public Utility Board out- lining the gnat problem and to try to work out a solution. Insurance Mr. Doig and Mr. Moraca, of Codding, Magowan, Wilkey & Keyes told the City Council that they will provide a current work sheet using our specifications rather than the original specifi- cations used by them for their quote. The same premium will be in effect for three years, but any new additions will be subject to audit and adjusted to applicable rates. They also stated that they will provide a quotation for "false arrest" insurance within a few days. Fire Dept. Upon motion by Councilman Buchanan, seconded by Councilman Bell and unanimously approved, the following appointments by the volunteer fire department were approved by the City Council: Larry Carr as 2nd Assistant Chief, and the appointment to the department of Harold Brown. Planning Upon motion by Councilman Bell, seconded by Councilman Buchanan and unanimously approved, Mr. Callinan, City Manager was authorized to write to the Sonoma County Planning Commission that the City will take over the supervision of development of the golf course and assume supervision of and construction planning of the subdivision. Business License Upon motion by Councilman Rogers, seconded by Councilman Bell Ordinance and unanimously approved, the Council authorized Mr. Callinang City Manager, to meet with the Chamber of Commerce on Wednesday, if possible, to discuss the proposed Business License Ordinance. Ordinance #31 Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the reading of Ordinance No. 31 was waived. Ordinance No. 31 - AN ORDINANCE OF THE CITY OF ROHNERT PARK LICENSING THE TRANSACTION AND CARRYING ON OF CERTAIN BUSINESSES, TRADES, PROFESSIONS, CALLINGS AND OCCUPATIONS IN THE CITY OF ROHNERT PARK, FOR THE PURPOSE OF RAISING MUNICIPAL REVENUE AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF, was introduced upon motion by Councilman Buchanan, seconded by Councilman Rogers, and unanimously approved. Swim Pool Upon motion by Councilman Bell, seconded by Councilman Foust, the Council voted to adopt the swimming pool policy recommended by the Recreation Commission as drawn up in their minutes of 7/9/63, for parties only, to be effective as of August 11 1963: by the following vote: AYES: (3) Bell, Foust, Smith NOES: (2) Buchanan, Rogers. ABSENT: (0) Page 4 July 15, 1963 Financing Mr. Callinan, City Manager, and.Mr. Maxwell, City Attorney, were requested to do additional research on bonding and financing. A work session will be held in the near future on Recreation financing. 1915 Act Bond Mr. Callinan reported on his study of the County records which Delinquencies indicated that the delinquencies on the 1915 Act Bonds are being caused by the development group. The Council expressed concern and indicated that they would like to hear from the caevelopers concerning this situation.
