1963/08/19 City Council MinutesROHNERT PARK CITY COUNCIL, August 19, 1963 The Council of the City of Rohnert Park met this date in regular session at $:00 p.m. at the City Office, 6950 Commerce Blvd., Rohnert Park, with Mayor Smith presiding. Roll Call Present: (5) Mayor Smith, Councilmen Bell, Buchanan, Foust, Rogers. Absent: (0) Minutes Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, the minutes of August 5, 1963 were approved. Upon motion by Councilman Be117 seconded by councilman 1963 Bucher an and unanimously approved, the minutes of August 91 approved. Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the minutes of August 13, 1963 were approved. Bills Upon motion by Councilman Rogers, seconded by Councilman Buchanan and unanimously approved, the bills per attached copy dated August 19, 1963 were approved for payment. Ordinance #31 Motion was made by Councilman Foust, seconded by Councilman Bell, to set a top limit of $100 for manufacturing concerns in the business license ordinance, and was defeated by the following vote: AYES: (2) Bell, Foust. NOES: (3) Buchanan, Rogers, Smith. ABSENT: (0) Motion made by Councilman Buchanan to impose a $200 top limit for manufacturing concerns in the business license ordinance. Motion dies for lack of a second. Motion made by Councilman Foust, seconded by Councilman Bell to impose a top limit of $100 for manufacturing concerns in the business license ordinance. Motion adopted by the following vote: AYES: (3) Bell, Foust, Smith. NOES: (2) Buchanan, Rogers. ABSENT: (0) Upon motion by Councilman Bell, seconded by Councilman Foust and unanimously approved, reading of Ordinance No. 31 was waived. Ordinance No. 31 - AN ORDINANCE OF THE CITY OF ROHNERT PARK LICENSING THE TRANSACTION AND CARRYING ON OF CERTAIN BUSINESSES, TRADES, PROFESSIONS, CALLINGS AND OCCUPATIONS IN THE CITY OF ROHNERT PARK, FOR THE PURPOSE OF RAISING MUNICIPAL REVENUE AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF, upon motion by Councilman Bell, seconded by Councilman Foust to include the following azeiidments: Section 14 Paragraph 1 add 1°and other retail establishments unless included in another paragraph of this section ". Section 14 Paragraph 17 add "maximum tax $100" was adopted by the following vote: AYES: (4) Bell, Buchanan, Foust, Smith. NOES: (1) Rogers. ABSENT: (0) Page 2 August 19, 1963 Ordinance #32 Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, action was deferred on Ord - inance No. 32 until the developers are present to answer the council's questions regarding Annexation No. 1. Resolution #111 Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously adopted, reading of Resolution No. 111 was waived. Resolution No. 111 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK ADOPTING AND SUBMITTING A BUDGED FOR EXPENDITURE OF FUNDS ALLOCATED FROM THE STATE HIGHWAY FUND TO CITIES, upon motion by Councilman Buchanan, seconded by Council- man Foust, was unanimously adopted. Resolution #112 Upon motion by Councilman Foust, seconded by Councilman Rogers 112 and unanimously approved, reading of Resolution No. w8t8 waived. Resolution No. 112 - A RESOLUTION ACCEPTING THE IMPOSITION OF 18521 ADDITIONAL HIGHWAY USERS TAXES AND FEES PURSUANT TO CHAPTER STATUTES OF 1963, upon motion by Councilman Foust, seconded by Councilman Rogers, was unanimously adopted. Recreation Mr. Ron Rasmussen presented the Recreation Commission financial "B" Park of proposal for Capital Improvements for Neighborhood $100,000 for a covered swimming pool and $10,000 for additional park improvements (ball diamond, etc.) or a total of $1109000. Financing Upon motion by Councilman Buchanan, seconded by Councilman Foust to write to and unanimously approved, Mayor Smith was authorized Foerstel of Martel Pacific Inc. authorizing a feasibility Mr. study, at no cost to the city, of financing a hospital, the safety building, and a recreation program, etc. Safety Building Upon motion by Councilman Foust, seconded by Councilman Bell and $126 was unanimously approved, a refundable deposit payment of authorized to Pacific Gas and Electric Co. to bring gas service to the Safety Building. Upon motion by Councilman Foust, seconded by Councilman Buchanan and unanimously approved, a proposal from Argonaut Constructors to bring the sewer and water lines from the property lines to the safety building at a cost of $1145 was accepted. Audit Report Mr. Callinan, City Manager, was authorized to release the Audit the Audit report to the report to the public, to send a copy of County Auditor, and to write a letter to thanks to Mr. Goheen and Mr. Bastionon who conducted the audit. Annexation #2 Upon motion by Councilman Buchanan, seconded by Councilman Bell and unanimously approved, Mr. Callinan, City Manager, was authorized to secure the necessary maps for the Boundary Com- the city for costs mission providing that Valley View reimburse the Mr. Callinan was requested to obtain involved in annexation. a deposit from Valley View to cover incidental annexation costs. Resolution No. 113 - A RESOLUTION ESTABLISHING POLICY REGARDING NOTICE TO PURCHASERS OF LOTS IN SUBDIVISIONS WHERE IMPROVEMENTS HAVE BEEN INSTALLED BY SPECIAL ASSESSMENT DISTRICT PROCEEDINGS, upon motion by Councilman Belli seconded by Councilman Rogers, was unanimously adopted. Resolution #114 Upon motion by Councilman Rogers, seconded by Councilman Foust and unanimously approved, reading of Resolution No. 114 was waived. Resolution No. 114 - A RESOLUTION DECLARING WEEDS GROWING UPON OR IN FRONT OF CERTAIN PROPERTIES WITHIN THE CITY OF ROHNERT PARK TO BE A PUBLIC NUISANCE, DIRECTING THE CITY MANAGER TO POST NOTICE THEREOF, AND DETERMINING HEARING DATES AS REQUIRED BY SECTION 3 OF ORDINANCE NO. 27, upon motion by Councilman Rogers, seconded by Councilman Foust, was unanimously adopted. Planning Comm. Upon motion by Councilman Bell, seconded by Councilman Foust and unanimously approved, the following were appointed as members of the Planning Commission: Mr. Ralph Bacon, Mr. Ray Goff, Mr. John Hover, Mr. Roy Leone and Mr. Don Rideout. Terms of each of the members will be specified at a future meeting of the City Council. Managers Report Mr. Callinan, City Manager, reported to the Council that the Public Works Department will be testing various methods of seal coating and resurfacing on some streets not yet decided. The Council indicated approval, Mr. Callinan, City Manager, reported on the recreation program being conducted by Jack Anderson in Alicia Park. Mr. Callinan also reported on the vandalism that is being done at the park. Mr. Milt Hudis reported on the status of the sewer study and stated that the final draft will be available in a week or so. Resolution #115 Upon motion by Councilman Foust, seconded by Councilman Rogers and unanimously approved, reading of Resolution No. 115 was waived. Resolution No. 115 - A RESOLUTION DETERMINING THE AMOUNT OF MONEY NECESSARY TO BE RAISED FROM PROPERTY TAXES TO SUPPORT THE CITY DEPARTMENTS AND PAY THE INDEBTEDNESS TO THE CITY FOR THE FISCAL YEAR 1963 --1964 at $17,500, upon motion by Councilman Foust, seconded by Councilman Rogers, was adopted by the following vote: AYES: (4) Buchanan, Foust, Rogers, Smith. NOES: (0) ABSTAIN: (1) Bell. ABSENT: (0) Resolution #116 Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, reading of Resolution No. 116 was waived.
