1963/09/03 City Council MinutesROHNERT PARK CITY COUNCIL, September 39 1963 The Council of the City of Rohnert Park met this date in regular session at 8:00 p.m. at the City Office, 6950 Commerce Blvd., Rohnert Park, with Mayor Smith presiding. This regular session was preceded by a work session which commenced at 7:30 p.m. but at which no formal action was taken. Poll Call Present: (5) Mayor Smith, Councilmen Bell, Buchanan, Foust, Rogers. Absent: (0) Minutes Upon motion by Councilman Bell, seconded by Councilman Buchanan, and unanimously approved, the minutes of August 19, 1963 were approved. Bills Upon motion by Councilman Foust, seconded by Councilman Rogers and unanimously approved, the bills per attached copy dated September 39 1963, were approved for payment. Ordinance #32 Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, reading of Ordinance No. 32 was waived. Ordinance No. 32 - AN ORDINANCE OF THE CITY OF ROHNERT PARK APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY, upon motion by Councilman Buchanan, seconded by Councilman Rogers, was adopted by the following vote: AYES: (5) Mayor Smith, Councilmen Bell, Buchanan, Foust, Rogers. NOES: (0) ABSENT: (0) Planning The City Clerk administered the Oath of Office to Mr. Bacon, Commission Mr. Rideout, and Mr. Leone. Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, Mr. Bacon, Chairman and Mr. Rideout, vice- chairman will serve 4 year terms; Mr. Goff and Mr. Leone will serve 2 year terms; Mr. Hover will serve 1 year. Upon motion by Councilman Foust, seconded by Councilman Rogers and unanimously approved, the terms of office for the Planning Commission will commence on the first day of July and terminate on the 30th day of June. Upon motion by Councilman Bell, seconded by Councilman Buchanan and unanimously approved, Councilman Foust will be ex- officio member of the Planning Commission. Project 1961 -5 Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, progress payment, Project 1961 -5 was approved for $2285.41 to Golis & Fredericks and $54 to the Rohnert Park District - a total of $2339.41. Sewer Agreement Upon motion by Councilman Foust, seconded by Councilman Rogers and unanimously approved, the Council tentatively approved the terms of the contract with Sonoma State College, subject to final sewer line layout and a construction contract. Ordinance No. 33 - AN ORDINANCE REGULATING THE PRESENCE OF MINORS UNDER THE AGE OF 18 YEARS IN PUBLIC STREETS AND OTHER PLACES B,,WEEN CERTAIN HOURS; DEFINING DUTIES OF PARENTS OR OTHERS IN CARE OF MINORS; PROVIDING FOR ARRE-ST AND PENALTIES FOR VIOLATION THEREOF, upon motion by Councilman Buchanan, seconded by Councilman -1'ogers, was unanimously introduced. Page 2 September 3, 1963 Civil Defense Upon motion by Councilman Foust, seconded by Councilman Buchanan and unanimously approved, the Council approved the 19612- Civil Defense Program Paper, and authorized Mayor Smith, as Chief of Civil Defense, to execute the papers, Variance Permit Upon motion by Councilman Bell, seconded by Councilman -Rogers and unanimously ap, proved, a zoning variance permit was granted . to Mr. Bill Fleming for fence on his property at 372 Bonnie Ave. in accordance with a plot plan presented to the Council by Mr,. Fleming. Commissions Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the Council established the policy that no person can serve on more than one City Commis- sion at the same time. ABAG Upon motion by Councilman Bell, seconded by Councilman Buchanan and unanimously approved, the Council will join the Association of Bay Area Governments for the balance of the current year -nd payment of $21 dues for the balance of the 1963-64 fiscal year was authorized. Upon motion by Councilman Bell, seconded by Councilman Buchanan and unanimously approved, Councilman Rogers will be the Rohnert Park representative to ABAG. Sewer to College Mr. Milt Hudis reported to the City Council on the progress of the sewer line to the college. Mr. Callinan, City Manager, was authorized to contact the Bond counsel; to work with Mr. Hudis on the tentative estimates; to proceed as far as possible on bid specifications, etc. with Mr. Maxwell, City Attorney. Mr. Hudis was requested to draw up the engineering specifica- tions for the bid request. The Council will have an adjourned session on Wednesday, September 11, 1963, to consider the sewer line to the College and to give final approval on the sewer route. Sewer Study Mr. Hudis submitted his Sewer Study Report to the Council. The Council did not accept the report, recommending changes on pages 5 and 11, after which the report will be reconsidered. Resolution #117 Mr. Maxwell, City Attorney, read Resolution No. 117. Resolution No. 117 - A RESOLUTION REJECTING THE CLAIM OF JOHN HARDIN, upon motion by Councilman Foust, seconded by Council- man Rogers, was unanimously adopted. Ordinance #33 Mr. Maxwell, City Attorney, read Ordinance No. 33. C'ty Clerk APPROVED: i Mayor Page 3 September 3, 1963 Annexation #2 Mr. Callinan, City Manager, was requested to send the necessary data to the Sonoma County Boundary Commission regarding Annexation No. 2. League of Discussion was held regarding the League of California Cities Calif. Cities Conference to be held October 20 through 23. Matter was tabled to the adjourned session. Planning Discussion was held regarding a Planning Consultant and the Consultant proposal from Mr. Thiesfeld. Matter was tabled to the adjourned session. Founders Days Mayor Smith extended thanks to the Chamber of Commerce and Founders Days celebration, other service organizations for the and to Congressman Clausen and Mr. Golis for participating in the Safety Building dedication. He stated that he will write thank you letters to these parties. Mr. Maxwell, City Attorney, was authorized to prepare a resolution delegating the Rohnert Park Chamber of Commerce to plan the 1964 Founders Days celebration, and requesting that they report their progress to the Council every three months.
