2019/09/16 City Council MinutesROHNERT PARK CITY COUNCIL, September 16, 1963 The Council of the City of Rohnert Park met this date in a work session at 7:30 P.M. at the City Hall, 435 Southwest Blvd., Rohnert Park, with Mayor Smith presiding. This work session consisted of a general discussion with representa- tives from Valley View Land and Development Company concern- ing the sewer line to the College site and surrounding area. No formal action was taken during this work session. The Council of the City of Rohnert Park then met in regular session at 8:40 P.M. Roll Call Present: (5) Mayor Smith, Councilman Bell, Buchanan, Foust and Rogers Absent: (0) Mayor Smith appointed City Manager, Peter M. Callinan as secretary for this meeting as the City Clerk was unable to attend due to illness. Minutes: Approval of the minutes of September 3, 1963 was deferred until Council has had an opportunity to review them. Bills Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, the bills per attached copy dated September 16, 1963, were approved for payment. Communications ^� r-P '.he Board of Supervisors Resolution concerning the Y establishment of the new annexation and incorporation commi- ssion was introduced and briefly discussed. Weed Abatement Mayor Smith declared the public hearing open on the Weed Abatement and requested all those having protest to stand. No verbal protests were registered. City Manager, Peter M. Callinan, reported on a verbal protest he had received from Mr. Jospeh Pezzonella concerning the notice sent to Mr. Pezzonella. Mr. Callinan stated that he would take care of the protest by Mr. Pezzonella. There being no further pro- tests or discussion, Mayor Smith declared the public hearing closed. Ordinance No. 33 Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, reading of Ordinance No-33 was waived. Ordinance No. 33 w AN ORDINANCE REGULATING THE PRESENCE OF MINORS UNDER'THE AGE OF 18 YEARS IN PUBLIC STREETS AND OTHER PLACES BETWEEN CERTAIN HOURS: DEFINING DUTIES OF PARENTS OR OTHERS IN CARE OF MINORS: PROVIDING FOR ARREST AND PENALTIES FOR VIOLATION THEREOF, upon motion by Councilman Buchanan, seconded by Councilman Rogers was adopted by the following vote: AYES: (5) Mayor Smith, Councilman Bell, Buchanan, Foust and Rogers. NOES: (0) ABSENT: (0) Swimming Pool City Manager Callinan reported that the Sonoma State College September 16, 1963 Contract wanted the use of the swimming pool from to November 11 1963• He stated that the College had agreed to pay the cost of operation during this period including Page 2 September 16, 1963 $35.00 a week for maintenance with a maximum cost for the perio:? of $750.00• Upon motion by Councilman Foust, seconded by Councilman Buchanar.,the conditions of the agreement as outlined were unanimously approved and the City Manager was directed to have the necessary lease and Resolution prepared for execution. Resolution {118 Mayor Smith read Resolution No. 118. Resolution No. 118 - A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT WITH THE ASSOCIATION OF BAY AREA GOVERNMENTS upon motion by Councilman Rogers, seconded by Councilman Buchanan, was unanimously adopted. They stated that they will keep Mr. Thiesfeld's proposal on file and that their decision to reject the proposal at this time was prompted by the fact that they expect to receive substantial planning assistance from the County since Mr. Prather has indicated to Mr. Callinan that he is going to try and assign his assistant Mr. Nicholson to Rohnert Park. City Equipment Mayor Smith requested the City Manager to have prepared a physical inventory of all City equipment. Mayors Expense Account Upon motion by Councilman Rogers, seconded by Councilman Foust and unanimously approved, Mayor Smith's expense accounts in the amounts of $10.45 for the Sept. 12, 1963 Mayors and Councilmen Association Meeting and $18.80 for the Sept. 14, 1963 dedication at the San Francisco Airport were unanimously approved. Page 3 September 16, 1963 Planning Commission City Attorney Maxwell administered the Oath of Office to Mr. Ray Goff and Mr. John Hover. Human Rights Mayor Smith presented a suggested Resolution of Declaratio- of Policy on Human Rights. it was turned over to Mr. Maxv. for review. Mayor Smith requested the Council be prepare(-- to discuss this matter at the next City Council Meeting. Project 1961 -4 Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, payment in the amount of $$1306.93 was authorized to Golis & Fredericks.
