The Council of the City of Rohnert Park met this date in regular
session at 8:00 p.m. at the City Office, 435 Southwest Blvd.,
Rohnert Park,; with Mayor Smith presiding. This regular session
was preceded by a work session which commenced at 7:30 p.m.
but at which no formal action was taken.
Roll Call Present:. (4) Mayor Smith, Councilmen Bell, Foust, Rogers,
Absent: (1) Councilman Buchanan,
Minutes Upon motion by Councilman Foust, seconded by Councilman Rogers
and unanimously approved, the minutes of September 3, 1963 were
approved.
Upon motioi by Councilman Foust, seconded by Councilman Rogers
and unanimously approved, the minutes of September 11, 1963 we`rR
approved.
Upon motion by Ccuncilman Foust, seconded by Councilman Rogers
and unanimously approved, the minutes of September 16, 1963 were
approved.
Bills Upon motion by "?i:ncilman Bell, seconded by Councilman Rogers
and unanimously approved, the bills per attached copy dated
October 7; 1963 were approved for payment.
Planning Comm. The City Council accepted Mr. Bacon's resignation from the
Planning Commission with regret. The Council will appoint a ncw
member to the Commission at the next meeting. The Planning
Commission will elect a Chairman to replace Mr. Bacon, after
the Council fills the vacancy.
"B" Park Mayor Smith requested that the park in neighborhood "B" be
placed on the next agenda.
Cotati The Council auChorized the Clerk to answer the letter from the
City of Cotati and to advise them that the City of Rohnert Park
would coordinate and work with Cotati on mutual problems, and
that Mayor Smith and Councilman Bell will meet with representa•-
tives from the Cotati Council to work out a plan of procedure
and decide on the areas of mutual interest to be explored.
After the procedure for cooperation is agreed upon, the Council
indicated that they would direct the City Manager to impliment
same.
Fire Department Upon motion by Councilman Bell, seconded by Councilman Foust
and unanimously approved, the following appointments were
approved as active fire fighting members of the Volunteer Fire
Department: Norman Francisco,. Norman Derrick, Harry Forni and
Jim Gerrans,
Use Permit Mr. Robinson requested a use permit to sell autos and parts for
foreign and domes';ic cars at 5180 Commerce Blvd. (the old Case
Bldg). The applicant, Mr. Robinson, and the owner of the build-
ing, Mr. McGee, were present and offered some comments on the
intended use of the property.

Upon motion by Councilman Belle seconded by Councilman Foust
and unanimously approved, the matter was referred to the Sonoma
County Planning Commission for a staff report.
Upon motion by Councilman Foust, seconded by Councilman Rogers
and unanimously approved, conditional approval was granted by
the Council with an expression being made by Mayor Smith that
the applicant should not spend too much money on alterations
or improvements until, if and when, a final use permit is
granted.
"B" park
Upon motion by Councilman Bell, seconded by Councilman Rogers
and unanimously approved, the Council accepted Mr. Wacker's
proposal to move the three buildings from Rohnert Seed Farm to
neighborhood "B" park and set one on a foundation installed by
the City and the other two on piers. Mr. Wacker's proposal
totaled $1100.00.
Councilman Rogers will advise the local Service Organizations
to work with the Recreation Commission regarding volunteer
labor for the new buildings.
Gambling
Upon motion by Councilman Foust, seconded by Councilman Rogers

in the shopping center area.
Project 1961 -6
Upon motion by Councilman Foust, seconded by Councilman Rogers,
and unanimously approved, payment to Alicia Homes for project
1961 -6 in the amount of $3,664.46 was approved.
Resolution #119
Resolution No. 119 was read by Mayor Smith.
Resolution No. 119 - A RESOLUTION APPROVING CONTRACT WITH
SONOMA STATE COLLEGE FOR THE USE OF THE COMMUNITY SWIMMING POOL,
upon motion by Councilman Rogers, seconded by Councilman Foust,
was unanimously adopted.
Resolution No. 120
Resolution No. 120 was read by Mr. Maxwell, City Attorney.
Resolution No. 120 - A RESOLUTION DECLARING POLICY OF THE CITY
OF ROHNERT PARK ON HUMAN RELATIONS, upon motion by Councilman
Foust, seconded by Councilman Bell, was unanimously adopted.
Building Code
Mr. Maxwell, City Attorney, was authorized to prepare an Ord-
inance to amend the Building Code Ordinance in accordance with
recommendations made by Mr. Gift, City Building Inspector. The
Ordinance would include the stipulation that all construction
or improvement work done in Rohnert Park homes to be done by
licensed contractors unless done by an owner on his own property.
Resolution #121
Resolution No. 121 - A RESOLUTION REQUESTING THE INCLUSION OF
ALL OF THE CITY OF ROHNERT PARK WITHIN THE SANTA ROSA MUNICIPAL
JUDICIAL DISTRICT, was read and moved by Councilman Bell,
seconded by Councilman Foust, and unanimously adopted.

Upon motion by Councilman Bell, seconded by Councilman Foust
and unanimously approved, Mayor Smith was appointed as the
Council's alternate delegate to ABAG.
League of
Upon motion by Councilman Foust, seconded by Councilman Bell
Calif. Cities
and unanimously approved, Mr. Callinan, City Manager, was
authorized to coordinate registration of delegates and make
arrangements for City delegates to attend the League of Calif-
ornia Cities annual conference in San Francisco, October 20th
through October 23rd.
Rohnert Park Days
Mr. Maxwell, City Attorney, was authorized to prepare a reso-
lution authorizing the Chamber of Commerce to direct Rohnerc
Park Days in 1964.
Annexation Board
The City Council went on record as recommending that Mayor
Smith be appointed to the newly formed Local Agency Formation
Commission.
Assessments
Mr. Callinan, City Manager, was requested to check on the new
forms regarding assessments that home purchasers were to be
requested to sign by the sub - divider.
City Office
Upon motion by Councilman Foust, seconded by Councilman Bell
$11.43
and unanimously approved, Mrs. Sani is to be reimbursed
for the 30 cup coffee pot at the City office.

Census Upon motion by Councilman Foust, seconded by Councilman Bell
and unanimously approved, Mr. Callinan, City Manager was
authorized to contact the State Department of Finance and
request a population estimate of Rohnert Park.
Safety Bldg. Mr. Wiggins, Director of Public Works, was authorized to have
the area around the Safety Bldg. and the parking area across
the street graded and graveled to allow use in the rainy
season. Mr. Wiggins estimated that this would cost approxi-
mately $300 -400.
Adjournment There being no further business, the meeting was then
adjourned to Tuesday, October 8, 1963, at 7:30 p.m.
