1963/10/25 City Council MinutesROHNERT PARK CITY COUNCIL October 25, 1963 The Council of the City of Rohnert Park met this date in regular session at 8:00 p.m. at the City Office, 435 Southwest Blvd., Rohnert Park, with Mayor Smith presiding. This regular session was preceded by a work session which commenced at 7:30 p.m. but at which no formal action was taken. Rolf. Absent: (0) Minutes Upon motion by Councilman Bell, seconded by Coun- cilman Rogers and unanimously approved, the min- utes of October 7, 1963 were approved. Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the minutes of October 8, 1963 were approved. Bills Upon motion by Councilman Bell, seconded by Coun- cilman Rogers and unanimously approved, the bills per attached copy dated October 25, 1963, were approved for payment. Ordinance 7#34 Upon motion by Councilman Bell, seconded by Coun- cilman Buchanan and unanimously approved, reading of Ordinance No. 34 was waived. Ordinance No. 34 - AN ORDINANCE REGULATING SOLI- CITORS AND PEDDLERS, AND PROVIDING PENALTIES FOR VIOLATION THEREOF, upon motion by Councilman Bell, seconded by Councilman Buchanan, was adopted by the following vote: AYES: (4) Mayor Smith, Councilmen Bell, Buchanan, Rogers. Resolution No. 122 -- A RESOLUTION APPOINTING MILTON HUDIS AS CITY ENGINEER FOR THE PURPOSES OF ROHNERT PARK ANNEXATION NO. 1, upon motion by Councilman Rogers, seconded by Councilman Buchanan, was un- animously adopted. Resolution #123 Upon motion by Councilman Bell, seconded by Coun- cilman Rogers and unanimously approved, reading of Resolution No. 123 was waived. Resolution No. 123 -- A RESOLUTION GIVING NOTICE OF PROPOSED ANNEXATION TO CITY OF ROHNERT PARK OF UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "ROHNERT PARK ANNEXATION N0, 2," AND NOTICE OF TIME AND PLACE FOR II1 ".ARING OF PROTESTS THERETO, upon motion by Councilman Bell, seconded by Councilman Rogers, was unanimously adopted. Resolution #124 Upon motion by Councilman Rogers, seconded by Councilman Buchanan and unanimously approved, reading of Resolution No. 124 was waived. Resolution No. 24 -- A RESOLUTION APPOINTING MILTON HUDIS AS CITY ENGINEER FOR THE PURPOSES OF ROHNERT PARK ANNEXATION NO. 2, upon motion by Councilman Rogers, seconded by Councilman Buchanan, was un- animously adopted. Sewer to College Mr. Maxwell, City Attorney was authorized to pre- pare a letter, for the Mayor's signature, to Sonoma State College advising them that the Sewer. Contract as written is satisfactory, but that th$ City will not execute the contract until the com- plete financing of the sewer line has been defi- nitely resolved by the City. Councilman Foust arrived at this point in the meeting - 9005 P.M. Page 3 October 25, 1963 Sewer Line Upon motion by Councilman Buchanan, seconded by Councilman Rogers the Council approved the City Manager's recommendation to choose Alternate No.2 as the route of the sewer line to the College site and to request Valley View to assume an assessment of approximately $140,000 to install the line. Mr. Callinan, City Manager was requested to relay the information to Valley View Land Co. and to have a meeting with them regarding the assessment of their land, after the City Manager and Valley View review some of the details, Valley View will be asked to meet with the City Council. Motion was passed by the following vote: AYES. (4) Mayor Smith, Councilmen Buchanan, Foust, Rogers. NOES. (1) Councilman Bell. ABSENT. (0) Use Permit Use permit request by Mr. Robinson and Mr. McGee for 5180 Commerce Blvd.. was discussed. A staff report was read from the Sonoma County Planning Commission recommending denial of the application, Mr. James H.. Groom, who owns adjacent lands voiced objections to the permit being granted. After much discussion, the matter was deferred and Mr. Callinan, City Manager, was requested to ob- tain the following additional information from the County Planning Commission for further con- sideration by the Council. Would any of the fol- lowing type operations be an asset to the City's industrial area and the community. 1. Auto Sales & Service 2. Used Car Sales 3. Used Parts Sales If such operations would be permitted, what con- ditions, if any, would the Sonoma County Planning Commission staff recommend as a part of the use permit. Fire Dept. Upon motion by Councilman Rogers, and seconded by Councilman Foust, the Fire Department Program as outlined by Mr. Callinan, City Manager, in his memorandum dated October 219 1963 to the City Council was unanimously approved Personnel Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved Mrs. Sani, City Clerk, was riased from Grade 8, step b, $371 to Grade 89 step c, $390 per month effective November 1, 1963. Mayor Smith requested that an evaluation program for employees be prepared by the City Manager for presentation to the Council. Resolution No. 125 - A RESOLUTION APPOINTING ROHNERT PARK CHAMBER OF COTv1MERCE AS THE OFFICIAL AGENCY FOR THE 1964 ROHNERT PARK DAYS, Upon motion by Councilman Buchanan, seconded by Councilman Rogers, was unanimously adopted. Ordinance #37 Ordinance No. 37 was read by Mr. Maxwell, City Attorney. Page 4 October 259 1963 Recreation Upon motion by Councilman Bell, seconded by Coun- cilman Rogers, Mr. Sam Belhumeur was appointed to the Recreation Commission. Safety Bldg. Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the Council approved the Safety Building rent at $573.03 per month and authorized the Staff to make automatic payments on the first of each month in accordance with the lease for the premises. NAHRO Conf. Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, Mr. Callinan, City Manager, Mr. Wiggins, Dept. of Pub - lic Works, and Mr. Gift, Building Inspector were authorized to attend the National Association House Redevelopment Officials conference in San Francisco on November 18, 1963. Capital Improve- A brief discussion was held concerning the lease - ment Financing purchase financing proposals received from Carl Hanauer and Company. Mr. Maxwell, City Attorney, advised that he will review the proposals, dis- cuss them with the law offices of Mr. Ernest Wilson, and advise the City Manager when to set up a special meeting with Carl Hanauer represent- atives. Governors Conf. Mayor Smith and Mr. Callinan, City Manager were authorized to attend the Governor's Conference on Disaster Preparedness in Sacramento on Novem- ber lst. Project 1961 -6 Mr. C allinan, City Manager, was authorized to write to Mr. Spivock regarding the delinquencies on payments for project 1961 -6. Farm -City Proc. Upon motion by Councilman Rogers, seconded by Councilman Buchanan and unanimously approved, Mayor Smith was authorized to execute the Farm - City Relations Proclamation for November 22 through November 28, 1963. Resolution #125 Resolution No. 125 was read by Mr. Maxwell, City Attorney. Resolution No. 125 - A RESOLUTION APPOINTING ROHNERT PARK CHAMBER OF COTv1MERCE AS THE OFFICIAL AGENCY FOR THE 1964 ROHNERT PARK DAYS, Upon motion by Councilman Buchanan, seconded by Councilman Rogers, was unanimously adopted. Ordinance #37 Ordinance No. 37 was read by Mr. Maxwell, City Attorney. Page 5 October 25, 1963 Ordinance No. 37 - AN ORDINANCE AMENDING ORDIN- ANCE NO. 8 REGARDING LIMITATIONS UPON THE ISSUANCE OF BUILDING, ELECTRICAL, AND PLUMBING PERMITS, upon motion by Councilman Bell, seconded by Coun- cilman Foust was unanimously introduced. Street Lights Upon motion by Councilman Buchanan, seconded by Councilman Foust, Mr. Callinan's recommendation to allow Mr. Wiggins; Director of Public Works, to approve all street lighting layouts was unani- mously approved. City Council approval of the street lighting lay -outs will henceforth not be required unless the Council changes this policy in the future. -111'eJLghborhood B The Council requested that they be provided copies Park of the proposed lease for the park in neighbor- hood B for their study. Cotati Mayor Smith announced that a work session had been held prior to the regular meeting with Mr. Chad- wick and Mr. Olsson of the Cotati City Council regarding Police Protection and street sweeping.
