November 4, 1963
The Council of the City of Rohnert Park met this
date in regular session at 8:00 p.m. at the City
Office, 435 Southwest Blvd., Rohnert Park, with
Mayor Smith presiding. This regular session was
preceded by a public work session which commenced
at 7:30 p.m. but at which no formal action was
taken.

Councilman Rogers and unanimously approved, the
minutes of October 25, 1963 were approved as sub-
mitted.

bills per attached copy dated November 4, 1963
were approved for payment.
Drdinance #37 Upon motion by Councilman Bell, seconded by Council-
man Rogers and unanimously approved, reading of
Ordinance No. 37 was waived.
Ordinance No. 37 - AN ORDINANCE AMENDING ORDINANCE
NO. 8 REGARDING LIMITATIONS UPON THE ISSUANCE OF
BUILDING, ELECTRICAL, AND PLUMBING PERMITS, upon
motion by Councilman Bell, seconded by Councilman
Rogers, was adopted by the following vote: AYES:
(5) Mayor Smith, Councilmen Bell, Buchanan, Foust
Rogers. NOES: (0) ABSENT: (0)
Safety Contest Mr. Patterson, State Compensation Insurance Fund,
presented the City with a "California Cities Em-
ployees Safety Contest Award" for completion of
the year, July 10 1962 to June 30, 1963, without
a disabling injury.
Business License Mr. Bob Woodley, Foremost Dairy Distributor; Mr.
Jack Wackerman, Foremost Dairies; Mr. Rothchild,
Roseland Dairy, made statements on the business
licenses for retail delivery, protested the amount
of the license and requested clarification on vari-
ous points. Mr. Maxwell, City Attorney, was re-
quested to have a report on business licenses as
applicable to retail delivery by the next regular
meeting.
Civil Defense Mr. Hugh Sheehan, California Disaster Office,
reported to the City Council on the Rohnert Park

Civil Defense and Disaster Basic Operations Plan,
submitted by Mr. Callinan. Mr. Sheehan stated
that with two minor changes, the plan, as present-
ed, is acceptable to the State.
tesolution # 126 Resolution No. 126 - A RESOLUTION APPROVING CIVIL
DEFENSE AND DISASTER BASIC OPERATIONS PLAN upon
motion by Councilman Buchanan, seconded by Council-
man Foust was unanimously adopted by title.
tesolution #12-7 Resolution was read by City Manager, Peter M.
Callinan.
Resolution No. 127 - A RESOLUTION APPOINTING SUP-
ERINTENDENT OF STREETS CITY OF ROHNERT PARK, upon
motion by Councilman Rogers, seconded by Councilman
Buchanan, was unanimously adopted. Mr. Wiggins
was designated as the Superintendent of Streets in
the Resolution.
resolution #128 Resolution No. 128 - A RESOLUTION AUTHORIZING THE
FILING OF AN APPLICATION BEFORE THE PUBLIC UTILI-
TIES COMMISSION OF THE STATE OF CALIFORNIA (GRADE
CROSSING - WILFRED AVENUE NORTH WESTERN PACIFIC
RAILROAD) upon motion by Councilman Foust, seconded
by Councilman Rogers was unanimously adopted by
title.
Commissions Upon motion by Councilman Foust, seconded by Coun-
cilman Buchanan and unanimously approved, secre-
tarial help was authorized to take minutes and
handle correspondence for the Recreation and Plan-
ning Commissions. Mr. Callinan, City Manager, in-
dicated that assignment of Connie Harris to this
function was being considered.
Street Sweeping Mr. Callinan advised the Council that he and Mr.
in Cotati Wiggins had studied the possibility of providing
street sweeping to Cotati as requested. Mr. Wiggins
Director of Public Works, advised the City Council
that our street sweeper would not do an adequate
job on the Cotati downtown area as their streets
are not built to use our type of sweeper. Mayor
Smith was authorized to advise the Cotati City
Council of the findings.
Use Permit Mr. Callinan, City Manager, reported back on the
Use Permit request by Mr. Robinson, 5180 Commerce
Blvd. Mr. Callinan advised that the Sonoma County
Planning Commission would rather not issue staff
reports on hypothetical situations. They preferred
that action be taken on the application as submitted.
If the applicant disagrees with the decision on his
application then he should submit another one out-
lining his objections and providing additional in-
formation.

Upon motion by Councilman Buchanan, seconded by
Councilman Foust and unanimously approved, Mr.
Robinson's Use Permit Application was rejected
as submitted. The applicant was invited to submit
a new application for resubmission to the Sonoma
County Planning Commission if he thinks that the
Staff Report did not describe the operations he
intended to conduct.
Mr. Callinan, City Manager, was authorized to give
Mr. McGee a copy of the Sonoma County Planning
Commission staff report.
Mr. Callinan, advised the City Council that use
permit application was submitted by Gehrke Realty
for a concrete batch plant to be located in the
Industrial Area along the frontage road near the
sewer plant. He stated that the application was
forwarded to the Sonoma County Planning Commission
for a staff report.
knnexation #2 Mr. Callinan advised the City Council that Valley
View Land & Development Co. has indicated to him
that they are in general agreement with the City's
proposal regarding assessments, and Mr. Maxwell,
City Attorney, was authorized to draw up a pre-
liminary agreement with a $1200 per acre assess-
ment limit.
"B" Park Upon motion by Councilman Rogers, seconded by Coun-
cilman Buchanan, Mayor Smith was authorized to ex-
ecute the neighborhood "B" Park lease purchase
agreement, as submitted by Alicia Homes, Inc.,
changing the effective date to November 1, 1963•

City Building Mr. Callinan, City Manager, was authorized to grant
use of the City Building to civic and charitable
organizations and groups at his discretion. He
advised that he will draft a policy concerning the
use of the building by such organizations.
Resolution #129 Upon motion by Councilman Foust, seconded by Coun-
cilman Rogers and unanimously approved, reading of
Resolution No. 129 was waived.

Resolution No. 130 - A RESOLUTION DIRECTING MAKING
OF AMENDED ASSESSMENT RE CERTAIN ASSESSMENTS UNDER
RESOLUTION OF INTENTION NO. 43, Project 1959 -1i
upon motion by Councilman Foust, seconded by Coun-
cilman Rogers, was unanimously adopted.
Zesolution #131 Upon motion by Councilman Foust, seconded by Coun-
cilman Rogers and unanimously approved, reading of
Resolution No. 131 was waived.
Resolution No. 131 - A RESOLUTION DIRECTING MAKING
OF AMENDED ASSESSMENT RE CERTAIN ASSESSMENTS UNDER
RESOLUTION OF INTENTION NO. 120, Project 1961 -1,
upon motion by Councilman Foust, seconded by Coun-
cilman Rogers, was unanimously adopted.
Public Hearing Public Hearings on Resolution No. 129, Resolution
No. 130, Resolution No. 131, was set for December
16, 1963 at 8:00 p.m.
Sewer Plant Upon recommendation of Mr. Callinan, City Manager
and Mr. Wiggins, Director of Public Works, the
proposal from Reibli Bros. to install the pump at
the sewer plant at a cost of $916.88 was accepted
and the work authorized.
Sonoma State Upon motion by Councilman Foust, seconded by Coun-
College cilman Buchanan and unanimously approved, Mayor
Smith was authorized to sign the letter drafted by
Mr. Maxwell, to Sonoma State College explaining
the City's reason for the delay in executing the
sewer agreement.
City Financing It was unanimously agreed that a meeting be set
for 8:00 p.m. November 12, with Carl Hanauer &
Co. to discuss their financing proposals for the
City Building and Neighborhood "B" Park.
Adjournment There being no further business the meeting was
adjourned at 10:00 p.m. to Tuesday, November 12,
1963 at 8:00 p.m.
