The Council of the City of Rohnert Park met this date in an
adjourned session at 8:"0 p.m. at the City Office, 435 South-
west Blvd., with Mayor Smith presiding.
Roll Call Present: (5) Mayor Smith; Councilmen Bell, Buchanan, Rogers.
Councilman Foust arrived at 8:20 p.m.
Absent: (0)
Among the others also present were: Mr. Callinan, City Manager;
Mr. Maxwell, City Attorney; Miss Reading, Ira Haupt & CO.; Mr.
Foerstal, Martel Pacific Inca; Mr. Marsh, Martel Pacific Inc;
Mr. Golis, Recreaticn Commission; Mr. James Cronin, and Mr.

Resolution #132 Resolution Ilou 132 -- A RESOLUTION APPROVING AGREEMENT WITH THE
DEPARTMENT OF FINANCE OF THE STATE OF CALIFORNIA CONCERNING
POPULATION SURVEY, was read and moved by Councilman Buchanan,
seconded by Councilman Rogers, and unanimously adopted.
Planning Comm. Upon motion by CoL_zcilman Rogers, seconded by Councilman
Buchanan and unanimously approved, Mr. James Cronin was

oi.nte(? to the Planning Commission to fill the vacancy created
by the resignation of Mr. Bacon. Mr. Cronin's term of office
will be the balance of Mr. Bacon's term, which runs to June 309

Utilities Upon notion by Councilman Buchanan, seconded by Councilman
Roger and u:- :animously approved, Mr. Callinan, City Manager,
was requested to explore the feasibility of a City owned elncr>
tric utility system. Mr, Callinan was directed to proceed with
this study in anticipation of the City taking over this opera-
tions

Safety Building Upon motion by Councilman Rogers, seconded by Councilman Foust
and unanimously approved, the preliminary proposal received from
Carl Hanauer Company, Ira Haupt & Company, and Martel Pacific
Inc. was accepted after changing the interest rate to 4 5/8 %•
Mayor Smith was authorized to sign the preliminary proposal.
The proposal as approved provides for lease -back financing of
the Safety Building with an interest rate of 4 5/8 %, instead of
the 4 3/4% rate in the proposal as submitted, and incorporates
the retirement schedule presented by Miss Reading at this
meeting.
Recreation Discussion was held on lease -back financing of the Neighborhood
"B" Park acquisition and improvements. Miss Reading was re-
quested to prepare a payment schedule for a U110,000 proposal.
It was requested to allow for smaller monthly payments at the
start of the repayment, and gradually increase to larger pay-
ments toward the end of the repayment period. The proposal
should have an interest rate not to exceed 4 3/4% and be a
proposal similar to that approved for the Public Safety
Building.
The Council also requested Miss Reading to submit an alternate
proposal wherein the City would agree to a 5% discount on the
bonds which would include the fees for Ira Haupt & Company,

Carl Hanauer Company and Martel Pacific Inc. and the City
would pay all other costs from the bond proceeds, i.e. costs
such as legal fees, bond printing, etc.
`?ersonnel Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, Peter Callinan, City Manager,
was granted an increase in pay from grade 20, step b, to
grade 20, step c, $739 per month effective November 15, 1963'
Mayor Smith, the City Council, and Mr. Maxwell, City Attorney,
commented on the efficient and effective job Pair. Callinan is
doing. Mr. Maxwell commented further to the effect that in his
experience in contact with and observation of other cities of
the size of Rohnert Park, he thinks one of the wisest things
the Council has done was to appoint a City Manager. He stated
that Rohnert Park has accomplished more in the last six months
than many cities do in years and he contributes it to the estab-
lishment of the City Manager system being adopted.
Council expenses Upon motion by Councilman Bell, seconded by Councilman Foust and
unanimously approved, City personnel planning to attend the
November 14th Mayors and Councilmens Assn. meeting in Sebastopol
were authorized to draw a X10.00 expense advance if they wished
to do so. An itemized voucher must be submitted after the
meeting.
Adjournment There being no further business, the meeting was then adjourned
at 10:50 p.m.
