1963/11/18 City Council MinutesROHNERT PARK CITY COUNCIL 18 November 1963 The Council of the City of Rohnert Park met this date in regular session at 8:00 p.m. at the City Office, 435 Southwest Blvd., Rohnert Park4 with Mayor Smith presiding. This regular session was preceded by a public work session which commenced at 7:30 pm but at which no formal action was taken. Mr. McGee stated that he and Mr. Robinson, after they submit their application, will be willing to accept restrictions in their use permit, and agree to conform to any restrictions imposed by the City Council. Mr. McGee further agreed to submit a plot plan with his new application for use by Mr. Callinan in compiling the restrictions. The City Council indicated that they may be willing to grant the use permit with the restrictions to be compiled by Mr. Callinan and the Sonoma County Planning Commission. The staff report from the Sonoma County planning Commission re- garding the use permit for the concrete batch plant was discussed with Mr. .Carlson of Gehrke Realty. By mutual agreement the matter was deferred until the scheduled meeting of December 2, 1963. Mobile Radio Mr. Callinan, City Manager, advised the Council that he has ordered an 80 watt radio under the agreement for the new fire engine with Wesco. He stated that it is planned to put the new 80 watt radio in the present police car and transfer the 25 watt radio presently in the police car to the new fire engine. It is hoped that this will solve some of the difficulties the Police Present: (5) Mayor Smith, Councilmen Bell, Buchanan, Foust, Roll Call Rogers. NAHRO Mr. Callinan, City Manager, made a brief report on the Nationa =i_ Association of Housing and Redevelopment Officials meeting in San Francisco that Mr. Gift, Mr. Wiggins, and Mr. Callinan attended. Sewer Line Upon motion by Councilman Rogers, seconded by Councilman Buchanan and unanimously approved, Mr. Callinan, City Manager, was authorized to make preliminary contact with an engineer to get an estimate of cost for the engineering of the sewer line to the area east of the railroad and Sonoma State College permanent site. Agreement that payment will be made from the assessment district set up for the sewer line was to be taken into consider- ation in discussing the matter with the engineer. Recreation The proposal for lease -back financing of the park in neighborhood to the City Council for financing "B" from Carl Hanauer Co. was submitted study. Police Dept. City Manager Callinan advised the City Council that Officers Patton and Northam were graduated from the recent school con- ducted jointly by the FBI and the Sonoma County Peace Officers Association. Chief Spinelli was also present and outlined generally the courses taken by the officers and the purposes of these jointly- sponsored programs. Business License Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, Mr. Maxwell, City Attorney, was re- quested to prepare an amendment to Ordinance No. 31, Business License Ordinance, changing Section 14 -2, Vendors of Merchandise, from $25 per quarter to 930 per year. "B" park Mr. Harold Wallis, a Rohnert Park resident, appeared and dis- cussed with the City Council the appearance of the three build- ings recently moved to the park. Mr. Wallis requested that action be taken as soon as possible to keep them from becoming an eyesore to the neighborhood. Mr. Wallis was advised of the service groups of Rohnert Park that had committed themselves to remodel the buildings and that progress was being made in that direction. Councilman Rogers assured Mr. Wallis that if the service clubs did not accomplish their tasks in the near future the City would move in and handle the project Page 3 18 November 1963 Upon Street parking U on recommendation by City Manager Callinan, Mr. Maxwell, City Attorney, was requested to prepare an Ordinance restricting parking on City streets to no Longer than 72 hours.
