The Council of the City of Rohnert Park met this date in
regular session at $:00 p.m. at the City Office, 435 Southwest
Blvd., Rohnert Park, with Mayor Smith presiding. This regular
session was preceded by a closed personnel session which
commenced at 7 :30 p.m. Formal action was taken during the
regular meeting.
Roll Call

Minutes
Upon motion by Councilman Rogers, seconded by Councilman Foust
and unanimously approved, the minutes of December 2, 1963 were
approved as submitted.
Upon motion by Councilman Rogers, seconded by Councilman Buchan-
an, and unanimously approved, the minutes of December 61 1963
were approved as submitted.
Bills
Upon motion by Councilman Foust, seconded by Councilman Rogers
and unanimously approved, the bills per attached copy dated
December 16, 1963 were approved for payment.
Variance Permit
Upon motion by Councilman Buchanan, seconded by Councilman Bell
and unanimously approved, Wright and Oretsky's request dated
December 12, 1963, to use the right of way easement adjoining
Jack London Hall for expansion of their parking facilities was
approved. Wright and Oretsky will pave and maintain the area,
cover any necessary insurance to hold the City harmless, and
assure access through the easement at all times.
Public Hearing Mayor Smith opened the public hearing on Annexation No. 2. The
Annexation #2 City Clerk advised that no written protests were received. There
being no protests or objections from anyone at the meeting, Mayor
Smith declared the hearing closed.
Resolution #136 Upon motion by Councilman Rogers, seconded by Councilman Buchanan
and unanimously approved, reading of Resolution No. 136 was
waived.
Resolution No. 136 - A RESOLUTION DETERMINING THAT A MAJORITY
PROTEST HAS NOT BEEN MADE, ROHNERT PARK ANNEXATION NO. 2, upon
motion by Councilman Rogers, seconded by Councilman Bell, was
unanimously adopted.
Ordinance #40 Upon motion by Councilman Buchanan, seconded by Councilman Rogers
and unanimously approved, reading of Ordinance No. 40 was waived.
Ordinance No. 40 - AN ORDINANCE OF THE CITY OF ROHNERT PARK
APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY -
ROHNERT PARK ANNEXATION NO. 2, was introduced upon motion by
Councilman Buchanan, seconded by Councilman Foust, and unani-
mously approved.
Ordinance No. 38 - AN ORDINANCE PROHIBITING THE USE OF STREETS
FOR STORAGE OF VEHICLES AND PROVIDING FOR PENALTIES FOR VIOLA-
TION THEREOF, upon motion by Councilman Buchanan, seconded by

Resolution #137
Upon motion by Councilman Bell, seconded by Councilman Foust
and unanimously approved, reading of Resolution No. 137 was
waived.
Resolution No. 137 - A RESOLUTION CONFIRMING AMENDED ASSESSMENT
PROJECT 1956 -1, upon motion by Councilman Bell, seconded by
Councilman Rogers, was unanimously adopted.

Resolution No. 138

Public Safety Mayor Smith read a City Council statement regarding the Rohnert
Park Public Safety program and policy. A copy of the statement
is herewith attached and by reference made a part of these
minutes.
Personnel Session Mayor Smith reported on the action taken by the City Council
during the personnel session which preceded the regular meet-
ing. The following action was taken to confirm the matters
discussed at the Personnel Session:
Upon motion by Councilman Buchanan, seconded by Councilman
Foust and unanimously approved, a City Council policy regarding
outside employment for City employees was established. Said
policy statement was read by Mayor Smith. A copy is attached
herewith, and by reference made a part of this motion and these
minutes.
Upon motion by Councilman Buchanan, seconded by Councilman
Foust and unanimously approved, Lillian Sani will be allowed
a mileage allowance for mileage incurred in her vehicle while
performing City tasks, such as going to bank, Post Office, etc.
Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, since Officer J. R. Northam
has satisfactorily completed his six month probationary period
he will be removed from probation and classified as a regular
employee of the Police Department, and will advance from Range
11, Step b, $431 per month, to Range 11, Step c, $453 per month
effective January 1, 1964.
Upon motion by Councilman Foust, seconded by Councilman Buchan-
an, and unanimously approved, since Officer Delane Patton has
satisfactorily completed his six month probationary period in
the Police Department, he will be removed from probation and
classified as a regular employee of the Police Department
effective January 1, 1964. Having been an employee of the City
for some time and having received an increase in pay on July 1,
1963. Mr. Patton was not eligible for a pay increast at this
time.
Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, since Chief of Police Joseph
Spinelli has satisfactorily completed his six month probation-
ary period, he will be removed from probation and classified as
a regular employee and will advance from Range 15, Step a, $500
per month, to Range 15, Step b, $525 per month effective
December 24, 1963.
Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, City employees were granted
one extra day off for Christmas, and one extra day for New
Years, in addition to having these holidays off. Scheduling of
these extra days off was left to City Manager Callinan to
arrange, since the City offices and functions are to be closed
for Christmas and New Years Day only.

Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, Police Department personnel
will be given an extra days pay in lieu of the extra day off,
if reasonable scheduling of the extra day off for them cannot
be arranged.
Alden Avenue Mayor Smith declared Alden Avenue "Candy Stick Lane" and
recommended that the general public view the Christmas decora-
tions on this street. He also commended the residents of Alden
Avenue for their cooperation and civic pride.
Planning & Zoning Mr. Golis proposed General Plan was discussed, but no action
taken as -a staff report from the Sonoma County Planning Com-
mission has not been received and the Council has not time to
digest City Manager Callinan's cost report dated December 16,
1963 on Mr. Golis proposals for financing major streets,
bridges, etc.
Gehrke Realty's Batch Plant Use Permit application was discussed
but no- action taken pending receipt of the staff reports on the
proposed General Plan.
Zoning _request� for Apartment secs in Annexation No_ 1
Upon motion by Councilman Rogers, onded by Councilman Faust
and unanimously approved, Rohnert Park Realty's request for
high -rise apartments and multiple dwelling units zoning in two
parcels south of the Golf Course Subdivision and Himbaugh Creek
was generally endorsed and the Council went on record that once
the area to the East of the railroad is zoned by the City, the
Council will look with favor on zoning these particular parcels
for high -rise apartments and multiple dwellings.
Sewer Route to-area east-of Railroad-and-Sonoma State College
Upon motion by Councilman Rogers, seconded by Councilman
Buchanan and unanimously approved, the route of the sewer line
to the College as presented by Mr. Callihan, City Manager, and
Mr. Hudis, Engineer, was approved. With the approval of the
sewer line route, Mr. Hudis will now commence engineering of
the line and have the plans and specifications ready to call
for bid within 30 days from this date.
Golf-Course Subdivision_
Upon motion by Councilman Rogers, seconded by Councilman
Buchanan and unanimously approved, preliminary approval was
given to the revised layout of the Golf Course Subdivision
presented by the developers. The developers were urged to work
closely with the City on this sub - division so that when the
tentative map is filed, the City will not have to impose many
drastic and costly changes from the stand point of engineering
costs.
Annexation of Neighborhoods "L" and "J" was discussed and Mr.
Maxwell, City Attorney, was requested to prepare the necessary
petitions for the City to start annexation proceedings.
City Manager Mr. Callinan, City Manager, discussed the following items with

1. Reported on a discussion of the merger of the District
and the City operations with Mr. Maurice Behne of the Division
of Local Government Fiscal Affairs of the State Controllers
Office.
2. Discussed the hiring of a Planning Consultant.
Upon motion by Councilman Buchanan, seconded by Councilman
Foust and unanimously approved, Mr. Nore Thiesfeld was engaged
as City Planning Consultant at a monthly retainer of $125 in
accordance with the general terms specified in the letter dated
December 10, 1963, from Mr. Callinan to Mr. Thiesfeld.
3. Discussed the new pump installed at the Sewer Plant.
Mr. Wiggins, Superintendent of Public Works, advised the
Council that the installation of this pump at the sewer plant
is now 90116 complete, and the pump will double the pumping
capacity of the sewer plant.
4. Advised the Council that a Use Permit request from
Ed Mackay for an Auto Supply Store in the new shopping center
had been received and was sent to the Sonoma County Planning
Commission for a staff report.
5. Discussed the drainage of Subdivisions 10 -11 -12 B.
Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, as a condition of City
acceptance of Subdivisions 10 -11 -12 B, the developers will be
required to put up a bond to insure installation of drain pipe
instead of the present open drainage ditches within twelve
months after acceptance of the above subdivisions by the City.
Resolution #140
Resolution No. 140 - A RESOLUTION AUTHORIZING AND APPROVING
FREEWAY AGREEMENT WITH THE DIVISION OF HIGHWAYS, was presented
by Mr. Maxwell, City Attorney, moved by Councilman Rogers,
seconded by Councilman Buchanan, and unanimously adopted.
Planning Comm.
Mr. Clifford Smith was requested by Mayor Smith to attend the
vacancy
meetings of the Rohnert Park Planning Commission to see if he
would be interested in filling the present vacancy on the
Planning Commission. Mr. Smith indicated that he would do so.
Recreation
Upon motion by Councilman Foust, seconded by Councilman
Buchanan, and unanimously approved, the proposal from Carousel
Paint Co. to paint the recreation buildings in Neighborhood "B"
Park for not more than $228, including red leading of rust
spots, was accepted.
Councilman Bell advised the Council that the Recreation
Commission had sent letters and questionaires to a cross
section of Rohnert Park residents to find out the feelings
of the public regarding Capital Improvements in Neighborhood
"B" park. A report on the results of this survey will be

presented to the City Council at their first meeting in Jan-
uary*

employees, however limited to specified hou E. , those

POLICY: Vocational interest on a part time basis may be author izea

CITY COUNCIL STATEMENT
ON PUBLIC SAFETY PROGRAM
read by Mayor Smith

Since the incorporation of Rohnert Park the City Council has always considered the
possibility of establishing a Public Safety Program in the City. What this means is
an integration of Police Protection and Fire Protection services as much as possible
in hopes of improving the services provided to the community in these specific
fields. Much thought and discussion has been given to this program. In discussions,
municipal managment consultants have advised the City Council and the City Manager
that a Public Safety Program, if developed properly, can mean better and more effi-
cient service to the tax payers and citizens of the community and also result in
significant savings in tax monies. It is with these general thoughts in mind that
the City Manager has taken the initial steps, with the full cooperation and consent
of the Council, to get the Public Safety Program started in Rohnert Park. In effect,
Police Chief Spinelli has been requested to take the necessary steps to familiarize
himself with all aspects of our fire department operations. Effective January 1,
1964, Chief Spinelli will also have the responsibility for the administration of our
fire department.
This program that we are now making public has been discussed with Chief Spinelli
and the Volunteer Fire Chief Ryan. An outline of the Council's and the City Manager's
feelings in respect to public safety was presented to both these gentlemen. Chief
Ryan has indicated to both the City Manager and Chief Spinelli that he stands ready
to fully cooperate on the Public Safety Program for Rohnert Park. We rest assured
that all the volunteer firemen feel the same way.
Some areas that Chief Spinelli will be giving top priority to in the near future are:
1. The establishment of an extensive training program for all fire and
police personnel.
2. Study of the advisability of having the fire equipment readiness
program handled by a full time City employee rather than by a volunteer
on a part time basis.
3. A study of the possibility of rather than establishing a special police
reserve, to see if we would not work out one reserve to handle both
fire and police activities as one reserve unit.
4. The development of a long range program for police and fire protection
in the City areas yet to be developed.
5. A review of existing ordinances, codes, by -laws, etc.., to determine
what changes may be required.
6. The establishment of regular periodic informative reports of activities
to the City Manager and, in turn, to the City Council.
The above items should not be considered all inclusive since I am sure we all realize
that Public Safety is a very broad field and many considerations have to be taken
into account before valid judgements can be made. The City Council and the City
Manager feel that the placing of the administration of both the Police and Fire pro-
tection departments under one individual will greatly add to the efficiency of

administrating the Cities many activities with a minumum of full time personnel.
One could readily ask, "Why is the Council approving the establishment of the public
safety program? Has not the present system worked well ?" The answer to whether the
present system has worked well is, "Emphatically, yes!" A large part of this success
has been the full co- operation and dedication of the volunteer firemen. We have been
extremely fortunate in organizing two effective departments in such a relatively
short span of time.
However, the primary purpose of getting started on a public safety program at this
time is to plan for the future. When Rohnert Park incorporated, the City area con-
sisted of approximately 750 acres; two recent annexations have added over 1,600 acres
of area to be developed and protected. In addition, there is another approximate
500 acres which the Rohnert Park developers are proposing for annexation to the City.
Thus, in a few months time, the area encompassed by the City of Rohnert Park will
have blossomed from our original 750 acres to an area of approximately 2,850 acres.
A substantial increase by anyone's standards. If Rohnert Park is to plan for the
development that we know will come, than now is the time to start. Many new programs
are currently under study. Public Safety is but one of the many programs that we
feel will greatly benefit the Community.
If Rohnert Park was destined to remain the same size as it was when we incorporated,
there would be no need to proceed with the Public Safety Program. However, the
growth of Rohnert Park can be assured. Hence experimentation to determine how a
Public Safety Program will benefit the City in terms of dollars saved and providing
better public safety protection, should be initiated right away. It is with this
thought in mind that the Council has approved this major reorganization in the City
structure. It is major in more than one sense of the word. We have not and are not
attempting to be like someone else; we are using the Public Safety theory and tailor-
ing it to the present and future needs of Rohnert Park. The structure of our Public
Safety Department may or may not be unique. We don't think you will find another one
exactly like it. We rest assured that with the full cooperation of all those in-
volved in the Public Safety Program and the cooperation of all the citizens that we
will eventually be able to offer the citizens of Rohnert Park a program of Public
Safety and Service second to none in the County of Sonoma and at a significant
savings in tax dollars.
