1964/01/06 City Council MinutesROHN:ERT PARK CITY COUNCIL 6 January 1964 The Council of the City of Rohnert Park met this date in regular session at 8:00 p.m. at the _City Office, 435 Southwest Blvd., . Rohnert Park, with Mayor Smith presiding. This regular session was preceded by a work session which commenced at 7:30 p.m., but at which no formal action was taken. 1 ,l Roll Call Present: (5) Mayor Smith, Councilmen Bell, Buchanan, Foust, Rogersti Absent: (0) Minutes Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the minutes of December 16, 1963 were approved as submitted. Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the minutes of December 23, 1963 were approved as.submitted. Bills Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the bills per at copy dated January 6, 1964, were approved for payment. Fire Dept,. Upon motion by Councilman Buchanan, seconded by Councilman Foust and unanimously approved, Robert Sissa,.having completed his probation, was accepted as a regular member of the Volunteer Fire Department. League Survey City Manager Callinan was authorized to complete the question- naire from the League of California Cities on.Salary and Working Conditions for Cities under 5,000 population. Schools Upon motion by Councilman Foust, seconded by Councilman Bell and unanimously approved, Mayor Smith was.authorized to write to the Petaluma High School District outlining the City's position in reply to the School District's letter regarding sewer and water service for the proposed High School site on Snyder Lane. Novato dedication With reference to an invitation received, Mayor Smith requested that Councilmen advise him if they could attend the Novato City Hall dedication on January 19, 1964, so that he could advise the Mayor of Novato regarding Rohnert Park attendance. Mayors & Counc. A reminder was received of the January 9th meeting of the Mayors Assoc.. and Councilmens Association of Sonoma County in Sonoma. Commerce Blvd. Mr. Milt Hudis discussed the developers proposal for the Com- extension merce Blvd. extension with the City Council and advised that he had presented detailed plans of the proposed road to Mr. Callinan. A general discussion of the matter was held and,several points raised that will require further advice from the developers, especially Mr. Paul Colin. In order to allow the City staff an opportunity to resolve the many items involved, such as water and sewer mains, the City Council took the matter under advisement until the first Council Page 2 6 January 1964 meeting in Februarys Mr. Callinan advised that the staff will get together with the developers, planners, and Mri Hudis in an attempt to have the matter ready for Council action by this date, Recreation Councilman Bell advised the Council that 36 replies were received to the 100 questionnaires sent out by the Recreation Commission "t The results of these questionr.-.fires returned was as followst QUESTION ANSWER YES NO Does your street address begin with A or B A -22 B -14 1. If no to question ##3, do you feel that acquisition of a larger community building should be accomplished even if it means a small increase in property taxes? 1 12 6. Are you a homeowner? 29 6 Upon motion by Councilman Bell, seconded by Councilman Rogers and unanimously approved, the Council agreed to proceed with the recommendation of the Recreation Commission and take the neces- sary steps to acquire the recreational facilities, primarily a swimming pool, for Neighborhood "B" park. Mr. Cailinan, City Manager, Mr. Maxwell, City Attorney, and the City Council will study the Carl Hanauer & Company's two pro- posals to finance these improvements again before the Council takes any action on which proposal to accept. In the meantime, the Recreation Commission was requested to proceed with this program in hopes of having the improvements constructed as soon as possible. Planning & Zoning The County Planning staff report regarding Mr. Mackay's applica- tion for a use permit for an Auto Supply store was read. Upon motion by Councilman Rogers, seconded by Councilman Buchanan and unanimously approved, use permit was granted to Mackay Auto Supply for a store in the Rohnert Park Center shopping center addition currently under construction. Page 3 6 January 1964 The County Planning staff report on Mr. Wilkinson's request for tentative land use approval for a steel fabrication plant in the industrial area of the City was read. Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, the Council approved the type of land use proposed by Mr. Wilkinson of the Sonoma Steel Corp. for Transport Avenue, across from Cal -Wood and Wright and Oretsky. Mr. Wilkinson indicated that he intends to construct a steel fabrication shop and will submit a formal use permit application once negotiations with the developers for the land have been concluded. Mr. Callinan, City Manager, reported that a use permit request has been received for a two - story, ten -unit apartment at 7417 Bridgit Dr. and has been sent to the Sonoma County Planning Commission for a staff report. 1;ity Services Upon motion by Councilman Foust' seconded by Councilman Rogers and unanimously approved, a two month refundable guarantee deposit ($13.00) will be required from new subscribers to City services, and old subscribers who fall delinquent and necessitate the temporary suspension of service. No interest will be paid on guarantee deposits. Deposits made by a subscriber who owns the premises for which the deposit has been made, and whose account has not been in arrears at any time during the first year of said deposit, is returnable after the expiration of said year. If the services are discon- tinued in less than a year, the deposit will be returned provided all outstanding bills against the subscriber for service have been paid, Any deposit uncalled for within five years from the date when made will become the property of and retained by the City. Deposits made by applicants other than the owner of the premises shall be refunded only on discontinuance of service. Electric Study City Manager Callinan gave a brief verbal report to the Council on the progress of the electric utility study he is conducting. Further reports will be made to the Council as the study pro- gresses. unsurance City Attorney Maxwell advised the Council that the City insurance can be put out to bid with the right to refuse any and all bids. City Manager Callinan was authorized to prepare new insurance specifications for Council approval. The Current major City insurance policies expire in February. .,`animal Control The current animal control contract with the Sonoma County Humane Society was discussed. City Manager Callinan advised that the contract as written does not provide for automatic termination at any given date but rather the agreement is subject to termination by either party by serving written notice to the other party at least 90 days prior to effective date of such termination. ;?!"l t: Appearances: rr c �Ci- Mr. Charles Russell representing the Waldo Rohnert PTA spoke to the Council about traffic problems in neighborhood "B ", specifically where Burton Ave. and Bonnie Ave. cross Adrian Dr. The City Council requested Mr. Callinan to get recommendations from Mr. Thiesfeld, City Planning Consultant, and Mr. Nicholson, Sonoma County Planning Commission, for traffic controls for all City Streets. Pcdon ;s Mrs. Walter Milligan, Alison Avenue, discussed the rodent problem with the City Council. She advised that she had been bothered by rats and thought that they were coming from the sewer lines. The matter was referred to Mr. Wiggins, Superin- tendent of Public Works, and Mr. Callinan, City Manager for follow -up and study to determine whether or not a rodent problem exists on a large scale and what can be done to control rodents from becoming too abundant. Mr. Callinan advised that he will contact the State and County Health Departments for assistance and advice. Page 4 6 January 1964 Upon recommendation of Mr'. Callinan, City Manager, City Attorney _ntion Maxwell was requested to prepare an amendment to the Fire Pre- vention Code Ordinance to require the installation of fire detecting devices and /or fire alamms in apartment buildings and certain other structures. City Manager Callinan advised the Council that the California State Department of Finance has advised that the population of Rohnert Park was 3,675 as of December 11 1963, an increase of 18/ since December 1, 1962. City Attorney Maxwell was directed to make necessary preliminary arrangements to contract with the Sonoma County Clerk's election department to handle the municipal election scheduled for April 7, 1964. Three Councilmen will be elected in addition to any other items the City Council puts on the ballot. Th:.se tentatively scheduled to be included are: 1. Fees for Councilmen 2. Shall the office of City Treasurer be appointive? 3. Shall the office of City Clerk be appointive? Additional items will be considered at the next Council meeting, hard t;. `Id-t City Attorney Maxwell reported on the status of the Hardin suit:; He acknowledged receipt of the file from the City staff and indicated that a personnel session will be requested with the Council in the near future to discuss the law suit. <:_j...ors Mayor Smith reported on the first meeting of the Local Agencies Formation Committee.
