1964/02/03 City Council MinutesRoll Call Minutes ROHNERT PARK,.CITY COUNCIL .3 Rebruary 1964 The Council of the City of Rohnert "Park -met this date in regular session at 8:00 p.m. at the City,;Office, 435 Southwest Blvd., Rohnert Park, with Mayor Smith presiding. This regular session was preceded'by a work session which commenced at 7:30 p.m. but at which no offici'al :action was taken. Present:'(5) Mayor Smith, Councilmen Bell, Buchanan, Foust, Rogers. Absent: (0) Upon ,_motion by.Councilman Bell, seconded by Councilman Foust, and unanimously approved, the minutes of January 201 1964, were approved with the' following correction: Mayor Smith relinquished the chair during the vote on the Sonoma Steel Corp. Use Permit because he,objected to not following the procedure as set by the Planning Commission, or-by- passing an organization as set up. Upon motion by Councilman Buchanan, seconded by Councilman Rogers, and unanimously approved, the minutes of January 27, 1964 were approved as submitted. Bills Upon motion by Councilman Rogers, seconded by Councilman Foust, and unanimously approved, the bills per attached copy dated February 3, 1964 were approved for payment. Judicial The Council requested. that a letter be sent to County. Supervisor District Leigh'Shoemaker thanking him for his interest in our request for inclusion in the aanta'Rosa Judicial District. Mr. Golis and Dr. Davis, of the Recreation Commission, advised the Council of the progress made in planning the park in neigh - borhood "B ". Tontative plans'include a swimming pool 421,x ?5' (3150`6q.. ft.) with a l -meter board and'a.3 -meter board and'a shallow „,area for children. The diving. 44 ea and childrens area would add.840 addit "ional square 'feet:., Rapp Construction Co. has agreed to build this pool according to State and County standards at a cost of $33,000 to $35,000- . If their plans 40. ,- sped -fica- =tions'are not used, they request reimbursement of 21061 for the time spent in.,'desig'p the pool, however, this will not exceed $680. 'The`Commisson' requested Council approval of this arrangement with Rapp Construction. Upon motion by Councilman.Buchanan,.sec:onded by Councilman Bell, and unanimously approved, the Council approved the size and shape of the pool, the financial obligation of not more than $680, and thb.- method of procedure the Recreation Commission is following with�Rapp Construction Co Upon motion by _Councilman Buchanan, seconded by Councilman Foust, and unanimously approved; Mr. Callinan, City Manager, was author- ized "to contact "Mr. Holtom, bond attorney, and request resolu- tions to initiate forclosure proceedings on the 1915 act bond delinquencies. Personnel - Upon motion .:by Councilman Foust, s.gconded-by,Councilman Rogers = and unanimously approved, Mr. Callinan, City.,Manager, was authorized to contact the Sonoma County.Personnel Department for ....,...... assistance in determining job qualifications for proposed addi- :tiorlal.City positions, '.plus a review of existing salaries ,and:: fringe benefits. Sewer lane to College area Mr. Hudis, engineer for the sewer line to the College area advised the Council that the-,00nstruction specifications for -the area east of the railroad tracks Will probably not be ready to go to bid.by February 10,, 1964, Resolution #143 adopted by,-title = Resolution -No. 143 - A RESOLUTION REQUESTING THE BOARD OF.SUPERVISORS,.SONOMA COUNTY, TO CONSENT TO CON - STRUCTION OF A SEWER MAIN OUTSIDE THE ROHNERT PARK CITY LIMITS, upon motion-by Councilman:Buchanan, seconded by Councilman Rogers, was unanimously - approved. Capital Improvements Upon motion by Councilman Bell, seconded by Councilman Rogers - and: unanimously approved this meetin will adjourn to a -.personnel session to.discuss recommendations . for the Boards of Directors for _the non- profit corporations to-be set up to finance the City's capital improvements programs. Project 1961 -4 Upon motion by Councilman Rogers, seconded by Councilman Foust. •and. unanimously approved; payment :of the..$500 being held back on project 1961 -4, Subdivision 6 -B, to Golis and Fredericks was - authorized. . Business' Licenses Mr Callihan, City.Manager, discussed prorating of business licenses for the balance of the year. The Council requested Mr. Callihan _to check with other cities in the area regarding their procedure and policy and to report back to the Council at the adjourned meeting on February 10;-1964. Public Safety Mr. Callinan,'City Managers advised the Council that with the present Public :Safety program,, some of'the.City's Ordinances are now outdated in reLTara� +„ +ino Pjp_ rn,.,,._.�4._____� - - -- --r - -+- Z "ire protection, and fire control, and assignment of responsibilities in these areas. He requested that the City Council request the City Attorney to prepare the.n.ecessary revisions to the Ordinances to :reflect the:-,Public Safety Program that has been established. Upon motion by..Councilman-Rogers, seconded by Councilman Foust and unanimously approved,'Mr.;Maxwell, City'Attorney, was re- quested to prepare the necessary Ordinances pertaining to the Volunteer Fire ;Departm.ent fire protection; and fire control,:to !giv.ere.cognit "' onto the.Public Safety Program and the­ placing of. the,Fire Departmentunder the Director of Public Safety. Cit Clerk APPROVED: Mayor Page 3 3 February 1964 College Mr. Callinan, City Manager, was authorized to confirm the meet- ing scheduled with Sonoma State College, per their letter, for 7:30 p.m. Wednesday, February 12, 1964. Press Democrat Mayor Smith was requested to write to Mr. Wells of the Press Democrat, thanking him on behalf of the Council for the recent article about Rohnert Park. Flood Control Upon motion by Councilman Buchanan, seconded by Councilman Rogers and unanimously approved, Superintendent of Public Works, C. A. Wiggins, was designated to represent Rohnert Park on the Zone 1 -A Flood Control Advisory Board. Resolution #144 Resolution No. 144 - A RESOLUTION AUTHORIZING EXECUTION OF CON- TRACT WITH COUNTY OF SONOMA FOR PERFORMANCE OF CITY ELECTION FUNCTIONS, was read and moved by Councilman Bell, seconded by Councilman Rogers, and unanimously adopted. Municipal Mr. Callinan, City Manager, reported to the Council on the Electricity progress to date of his study on a municipally owned electrical distribution system. Mr. Maxwell, City Attorney, advised the Council that revenue bond financing for purchase of the elect- rical destribution system is not available but that G. 0. bonds, to be retired from revenue of the electrical system is a possible method of financing. Use Permit Mayor Smith advised the Council that the requirements as set forth in the use permit to Foreign Auto Sales were not being complied with and requested that Mr. Callinan, City Manager, follow up on it. Adjournment There being no further business, the meeting adjourned at 10:30 p.m. to 7:30 p.m. February 10, 1964. Cit Clerk APPROVED: Mayor
