The Council of the City of Rohnert Park met this date in an
adjourned session at 8:00 p.m. at the City Office, 435 South-
west Blvd., Rohnert Park, with Mayor Smith presiding.
Roll Call Present: (4) Mayor Smith, Councilmen Bell, Buchanan, Rogers.
Absent: (1) Councilman Foust
Resolution #162
Upon motion by Councilman Bell, seconded by Councilman Rogers

and unanimously approved, reading of Resolution No. was
waived.
Resolution No. 162 - A RESOLUTION APPROVING CITY STREET DEFIC-
IENCY STUDY, upon motion by Councilman Bell, seconded by
Councilman Rogers, was unanimously adopted.
Resolution #163
Resolution No. 163 - A RESOLUTION APPROVING LEASE AGREEMENT OF
SWIMMING POOL WITH SONOMA STATE COLLEGE, was read by Mr. Max-
well. Upon motion by Councilman Rogers, seconded by Councilman
Buchanan, resolution No. 163 was unanimously adopted.
Recreation
Upon motion by Councilman Rogers, seconded by Councilman Bell
and unanimously approved, the Council authorized purchase of
baseball uniforms from the Sebastopol Little League for the
sum of $250.
Planning
Upon motion by Councilman Buchanan, seconded by Councilman Bell
and unanimously approved, the Council authorized the Planning
Commissioners to attend the University of California course for
Planning Commissions if they could possibly make it and so
desire.
League
The City Council advised City Manager Callinan that five mem-
bers of the Council will attend the League of California Cities
North Bay Division Meeting at Travis Air Force Base.
Adjournment
The meeting was adjourned to a work session at 8:15 p.m.
Work session with
A work session was held with the following participants from
Cotati Council
the City of Cotati: Mayor Houser, Councilmen Falletti, Olsson,
Groom, City Clerk Roberts, City Attorney Dermott.
General discussion was held regarding the possible relocation
and expansion of library facilities to this area.
This work session was held at the suggestion of Supervisor
Shoemaker and Miss Murphy, County Librarian who indicated to
the Mayor and City Manager that they would prefer to present to
the Board of Supervisors a program for a large library for the
area rather than another small one in Rohnert Park.
The Rohnert Park Council felt that a large library for the area
should be logically located in the Neighborhood A shopping area
since this area is in the center of the population, is close to
two elementary schools and a Junior - Senior High School and also

the College. In addition, it is the one area in both communities
to which a large number of people travel for shopping purposes.
The Cotati Council felt that they could not endorse this. They
felt Cotati has had °a library for many yearsl;:and a library should
not be taken out of Cotati. They indicated that they felt that
Rohnert. Park should push for a small library like Cotati has.
The two Councils, aware that they could not agree on the library
question, decided to close the discussion.
General discussion was-held regarding the request that Rohnert
Park provide sewer services to the area of proposed Annexation
No. 3 to Rohnert Park.
Area south of
E. Cotati Ave.
City Manager Callinan suggested that since the two cities both
claim the area south of E. Cotati Avenue, that it appeared a
compromise was in order. He suggested that Rohnert Park limit its
expansion south of E. Cotati Ave.-to Eucalyptus Ave. This would
leave ample room for Cotati to expand eastward below the revised
area of proposed Annexation No. 3 and allow Cotati to annex the
area south of East Cotati Ave, East of,the area in dispute and
South of the College site. He further suggested that the two
Cities go on record favoring such a compromise and expressing a
willingness to allow any easements the other City might need to
develop.

Area west of
Rohnert Park
The Rohnert Park Council expressed willingness to consider such a
proposal. The Cotati Council ex ressed opposition. pposition. Mr. Call3nan
then asked the'Cotati Council if they would object to Rohnert Park
providing sewer service to this area even if it was not in the
City. The Cotati Council expressed opposition to this on the
grounds that once sewer service was provided by Rohnert Park,
annexation to Rohnert Park would be made so much the easier.
Since the two Councils could not even begin'to agree on this area
south of East Cotati Ave., Mayor Smith suggested they consider the
area West of Rohnert Park. He asked the Cotati Council what their
thoughts were on this area. The Cotati Council indicated it felt
that all this area should eventually come into Cotati, The Rohnert

Park,dan provide service and annexation by Cotati of this area
would prohibit any westward expansion'by•Rohnert Park at all.
The Rohnert Park City Council went on record as annoyed at the
Cotati Council's attitude in "claimingrr quite a bit of the area
around the two Cities without indicating how they plan to serve
it.
The Rohnert Park Council stated that they are in a position
to
service this land -and can demonstrate this fact and Cotati
simply rests their case with the statement "we can serve anyone
that
wants service."
Since the two Councils were aware that mutual agreement was not to
be had, the discussion
was closed.

',eneral A general discussion was held concerning the following:
iiscussions 1. Proposed revisions to introduced Ordinances Nos. 43 and
44.
2. Agreement with the State of California for sewer service
for the College site.
3. Letter from Chamber of Commerce regarding,Founders Days.
Copies of the letter were requested to be sent to the
members of the Council.
4. Mr. Callinan, City Manager, reported that the Public
Utilities Commission hearing on the Wilfred Grade
Crossing has been completed and a report should be
received in about four to six weeks.
Mr. Maxwell, City Attorney, indicated that he felt that
any charges he has to bill the City for representing
t]tem at the hearing should be rebilled to the developers
or Corporation that requested the grade crossing.
5. Authorized the Mayor to sign non - controversial procla-
mations at his own discretion, rather than have to wait
for Council meetings.
6. Requested that all resolutions and petitions requesting
a Post Office be sent in as soon as possible.
Adjournment There being no further business, the meeting was adjourned at
10:05 p.m.
