1964/04/20 City Council MinutesROHNERT PARK CITY COUNCIL 2Q April 1964 The Council of the City of Rohnert Park met this date in regular session at 8:00 P.M. at the City Offib'es, 435 Southwest Blvd., Rohnert Park, with Mayor Smith presiding. This regular session was preceded by a work session which commenced at 7:30 P.M. but at which no official action was taken. Roll Call Present: (5) Mayor Smithy Councilmen Bell, Buchanan, Foust and Rogers. Absent: (o) Mayor Smith Mayor Smith made a statement regarding his obser- vations and conclusions during his term as Mayor of Rohnert Park. Mayor Smith complimented the City Staff on their cooperativeness and efficiency. The Mayor also recommended that the City Council review the rotation system for the selection of a Mayor, and suggested that the Mayor be elected for a two year term. Mayor Smith pointed out the various and diverse duties. that accompany the position of Mayor, and their importance as repre- sentative of Rohnert Park. The ;Mayor then turned the chair over to Vice -Mayor Buchanan for the balance of the,meeting. Minutes Upon motion by Councilman Rogers, seconded by Councilman Foust and unanimously approved, the minutes of.March 31, 1964, were approved as sub- mitted. Upon motion by Councilman Rogers, seconded by. Councilman Foust and unanimously approved, the minutes of April 6, 1964 were approved as sub- mitted. Upon by Councilman Rogers, seconded by Councilman-Foust and unanimously approved, the minutes of April 13, 1964 were approved as sub - mitted.. Bills Upon motion by Councilman Foust, seconded by Councilman Rogers and unanimously approved, the bills per attached copy dated April 209 1964 were approved for payment. Fireworks Upon motion by Councilman Rogers, seconded by Councilman Bell and unanimously approved, permis- sion was granted to the Rohnert Park Active 20 -30 Club to..sell "safe and sane" fireworks for the Fourth of July holiday. A letter will be sent to the Club outlining.-the section of the Fire Preven- tion Ordinance pertaining to fireworks. Planning The City for the Council study. offlam 20 April 1964 Council referred the "lot- split" program County, recommended by the Petaluma City to the Planning Commission for further Ordinance #43 Upon motion by.Councilman Rogerst seconded by Councilman Smith and unanimously approved, reading of Ordinance No.,­143 was.'waived. Bid Opening Engineer, Milton Hudis, reviewed the bids received for Sanitary Sewerage Project 1964 -1 and informe the Council that the low bid for the project was from Argonaut Constructors at $219,679°50. The Council advised Mr. Hudis that the contract will'not.be awarded to Argonaut Constructors until the contract for the sewerage service to SOnom2, State College has been signed by the State. of California.. Resolution #164 Upon motion by Councilman Smith, seconded by Councilman Foust and unanimously approved, reading of Resolution No. 164 was waived. Resolution.Noo 164 - A RESOLUTION DESIGNATING COL. LECTION OFFICER (SANITARY SEWERAGE PROJECT NO. 1964 -1), upon motion by Councilman Smith, seconded by Councilman Foust was unanimously adopted. Resolution No. 166 - A RESOLUTION ACCEPTING DEEDS OF EASEMENTS SANITARY SEWERAGE PROJECT NO. 1964 -1, upon' motion by Councilman Beh, seconded by Coun ail. man Rogers, was unanimously adopted. Upon.motion by Councilman Rogers, seconded by Councilman Foust and unanimously approved, read- ing of Resolution No. 167 was waived, Resolution No. 167 - A RESOLUTION APPROVING SEWER LINE EASEMENT ACROSS NORTHWESTERN PACIFIC RAIL- ROAD'COMPANy RIGHT_OF WAY, upon motion by Council- man Rogers; seconded by Councilman Foust was unanimously adopted. Use Permit Upon motion by Councilman Rogers, seconded by Councilman Foust, use permit for a Drive -In at the Rohnert Park Shopping Center was granted with the stipulation that the conditions recommended by Page 4 20 April 1964 the Planning Commission be a part of tke approval. Motion carried by the following votes AYES: (3) Councilman Foust, Rogers, Buchanan NOES: (2) Councilmen Bell, Smith. ABSENT (0) : "ornmeree Blvd. Upon motion by Councilman Foust, seconded by Councilman Bell and unanimously approved, the Council_ approved the developers request for alignment change in proposed Commerce Blvd. for better alignment and traffice ease in the Sonoma State Expressway Interchange area. gonoma State 'ollege Sewer City Attorney Maxwell reviewed the changes made -)rvice in the contract submitted by the State for Sewer service to the College.. City Manager Callinan suggested including the stipulation that the State shall annex to Rohnert Park when the City requests it. Mr. Maxwell was requested to have the changes ready for Council consideration at the adjourned meeting on April 21, 1964. City Personnel City Manager Callinan submitted a memo to the Council regarding the need for additional personnel in the Publc.Works.a.nd Police. Departments. The matter was deferred until after the new members of the City Council are seated on April 21, 19640 -.3" Park :Cmprovements City Mana ger 'Callinan discussed a letter from Carl Hanauer Coa and regarding the tentative agreement between the City and the non- profit Rohnert Park Recreation Corporation. The matter was deferred until the adjourned session on April 21, 1964. Mr. Golis, member of the Recreation Commission, advised the Council that Mr. Stevson offered to supervise, at no cost to the City, the remodeling of one of the buildings in "B" Park. He estimated the cost of material to be between $750 and 81000. and stated that the Recreation Commission requested Council approval of this item. The Council deferred action and requested that the item b.e'placed on the agenda ;for:the May 4th Council meeting. High School Sewer City Manager Callinan reported on the request for sewer service for the proposed High School. He advised the Council that the High School District requests dispensation from the customary $1200 per acre for City services. Mr. Hudis reported on a study that he and Mr. Callinan made on the basis of cost and charges for sewer service which indicated that the high school district be charged. 'The Council authorized..Mr. Callinan to continue to study the matter and to continue negotiations with the High. School District and report back to the Council, Page 5 20 April 1964 Swim Pool City Manager CallinaN ADVISED THE Council that the swimming pool will be open on week -ends beginning April 25, 1964 at general admission prices. There will be no additional maintenance expense for the City because the pool is currently being used by the College during the week. Traffic Code City Attorney Maxwell advised the Council that he is currently reviewing model traffic ordinances and will submit a traffic ordinance for Council con- sideration very soon. Personnel Mayor Smith commented on the selection of personnel and the City staff. He also commended Mr. Tom Gillons, of the Sonoma County Civil Service Commission Office, for his work in assisting in the screening and the hiring of city employees. Upon motion by Councilman Rogers, seconded by Councilman Foust and unanimously approved, Mayor Smith was authorized to wirte to Mr. Gillons to thank him for his time and effort on behalf of the City. Mayor Smith extended his thanks also to Councilmen Foust and Bell for their cooperation during their terms in office. Rose Parade Mrs. Reba Roberts of the Chamber of Commerce reported to the Council on the progress of the float for the Rose Parade, and advised the Council that the float base should be completed this week.
