"B" Park
_ROHNERT PARK CITY COUNCIL
21 April 1364
The Council of the City of Rohnert Park met this
date in adjourned session at 8:00 P.M. at the
City Office, 435 Southwest Blvd., Rohnert Park,
with Mayor Smith presiding.
Present: {5} Mayor'Smith, Councilmen Bell,
Buchanan, Foust, Rogers.
Absents (0)
City Attorney Maxwell summarized the agreement
with the State of Californa•fbr sewer service for
Sonoma State College, including the changes that
were requested by the Council.
Resolution No. 168 - A RESOLUTION APPROVING CONTRACT
WITH SONOMA STATE COLLEGE FOR SEWER FACILITIES,
was read by Mr. Maxwell. Upon motion by
Councilman Buchanan, seconded by-Councilman Rogers,
Resolution No. 168 was unanimous, ly adopted.
City Manager. Callinan and City Attorney Maxwell
discussed the financing Of the improvements in
Neighborhood "B" ' Pa.rk. City Attorney Maxwell
reviewed the lease submitted by Wilson, Harzfeld,
Dories & Morton between the City and the non - profit
corporation. Mr. Maxwell suggested that the City
consider the following points: (1) Can the City
afford the lease payments; (2) Will the non -
rofit guarantee construction Of the improvements;
p(3} Suggested revisions in the lease regarding the
status of the title.
Mayor Smith suggested that City Manager Callinan
and City Attorney Maxwell confer on the matter
before further discussion with the Council.
City Manager Callinan suggested that the new City
Council have a joint meeting with the Recreation
Commission to .discuss "B" Park improvements. Mr.
Callinan was authorized to set a date for the
combined work session.
Election City Attorney Maxwell assisted the City Clerk in
the canvass of votes.
Resolution #169 Resolution No 169 - A RESOLUTION RECITING THE FACT
OF THE MUNICIPAL ELECTION AND OTHER MATTERS was
read by Mr. Maxwell. Upon motion by Councilman
Rogers, seconded by Councilman Buchanan, Resolution
No. 169 was unanimously adopted.
Upon motion by Councilman V. 'Smith, seconded by
Councilman'Rogers and unanimously approved, the
three meeting rule of the Recreation Commission
was waived and Kenneth C. Bell was appointed a
member of .the .Re-creation Commission.
Personnel City Manager Callinan asked the new members of the
Council.if they were ready to discuss additional
City personnel. Councilman C. Smith approved,
Councilman. Pezonella requested additional time to
study the request. Mr. Callinan listed the per-
sonnel needs at present as one Police Officer and
one Public Works employee.
Councilman Pezonella made the following statement,

believe, as do many taxpayers, that the present
system in selecting city personnel is not in the
best interest of the residents of Rohnert Park,
We recognize the need for added help and we have
no quarrel with this need. We do have a beef when
it comes to the selecting or screening of candidates
We object to the fact that a member of the oral
board is a resident of the Park and a personal
friend of a paid City employee, With this in
mind we find it hard to believe that the utmost
of objectivity can be had in this situation. T
believe an oral board without a resident of the
Park on it and instead have on the board a certified
psychologist to do the screening of candidates,
this would be fairer ".

Oath of Office
.Mayor Smith administered the Oath of Office to
City Clerk Lillien E. Sant,
Councilmen Clifford H. Smith,and Joseph A. Pezonell
were given the Oath of Office by City Clerk Mrs.
Sani.
Election of
Officers
Upon motion by Councilman V. Smith, seconded by
Councilman Buchanan
and unanimously a
Councilman Jim W. Rogers was electd Vice Mayor.
Upon motion by Councilman Rogers, seconded by
Councilman C. Smith
and unanimously approved,
Councilman Jack D. Buchanan was elected Mayor.
Mayor Buchanan made a brief statement thanking the
Council and pledging to make his
term in office
efficient and productive for Rohnert Park.
Commissions
Upon motion by Councilman V, Smith, seconded by
Councilman Rogers and unanimously approved,
Councilman C.o Smith
was appointed ex- officio
member of the Recreation Commission.
Upon motion by Councilman V. 'Smith, seconded by
Councilman'Rogers and unanimously approved, the

Upon motion by Councilman V. Smith, seconded by
Councilman Rogers and unanimously approved,
discussion on the subject was closed.
Upon motion by Councilman V. Smith, seconded by
Councilman Rogers and unanimously approved, one
new employee was authorized in both the Police
Department and the Public Works Department.
Adjournment There being no further business, the meeting was
adjourned at 9 :15 P.M. to Monday April 279 1964
at 7030 P.M.
