MINUTES OF MEETING April 29, 1964
The Council of the City of Rohne.rt Park met this
-date..in adjourned session at 7:45 P.M. at the City
Offices, 435 Southwest Blvd., Rohnert Park, Calif.
with Mayor Buchanan presiding.
Roll Call Present (3) Mayor Buchanan, Councilmen Rogers and
C. Smith
Absent (2) Councilmen Pezonella and V. Smith
Also.present were the - following:
City.Manager callinan; City Attorney Maxwell; Miss
Peggy McElligott, Attorney; Recreation Commissioners

Anderson representing Rapp Construction Company.

Upon motion by Councilman Rogers, seconded by
Councilman C. Smith .and unanimously approved, City
Manager Callinan was.appointed temporary secretary
for the purpose of recording the minutes of this
meeting.
A general 'discussion was held concerning the pro -
posed method of financing the acquisition and
improvement of Neighborhood,: "B!' Park. Mr. Callinan
outlined,in general, the proposal which the City
of Rohnert Park Recreation Corporation, a non -
profit corporation, had recQived from Carl Hanauer
Company to purchase the bonds that will be issued
by the non - profit corporation.
Miss McElligott explained to the Council and those
present the different agreements which would have
to be executed and the general significance of
ea.ch._.document. She further explained that the
City, is protected by a stipulation in the Articles
of Incorporation of the non - profit corporation
that upon dissolution, all assets of the non-
profit corporation will revert to the City. Miss
McElligott further advised the Council that there
is a possibility that Mr. Ernie Wilson, of Wilson,
Harzfeld, Jones & Morton, will possibly come up
with a client who would be willing to purchase the
bonds without the necessity of having to obtain an
out of state attorney'6'6pinlon ori'the bonds. It
was pointed out that this would save the non- profit
corporation, and thus the City, approximately
$2000 to $5000.00.
Various questions were asked by the City Council
membsrs'and the others present concerning this
proposed method of financing. Miss McElligott
and /or Mr. Maxwell answered most of.the inquiries.

the Council or the others present, the matter
was.tabled and the City Manager was requested to
schedule it for consideration at the City Council's
regular meeting on May 4, 1964.
Buildings in
Neighborhood
Chairman Davis, of the Recreation Commission,
"B" Park
requested the City Council allow the Recreation
Commission to allocate, out of the Recreation
budget for 163 -64, $1000.00 to finish one of the
three temporary buildings in Neighborhood "B"
Park. He said it was the Commissi®n's intent
to make use of the skills of Mr. Stevson, the
labor of the 20/30 Club and the $1000.00 requested
to improve the building on the brick and concrete
foundation.
Upon motion by Councilman Rogers, seconded by
Councilman C. Smith, and unanimously approved, "the
Recreation Commission was granted permission to
sue $1000.00 of the balance remaining in their
budget to finish the building in Neighborhood "B"
Park that is on the brick and concrete foundation,
The Recreation Commission was requested, however,
to eome'up with complete plans and program for
the finishing of the other two buildings.
