1964/05/05 City Council MinutesROHNERT PARK CITY COUNCIL 5 May 1964 The Council of the City of Rohnert Park met this date in an adjourned session at 7 :30 p.m, at the City Office, 435 Southwest Blvd., Rohnert Park, with Mayor Buchanan presiding. Roll Call Present: (5) Mayor Buchanan, Cour_cilmen Pezonella, Rogers, C. Smith, V. Smith Absent: (0) Councilman V. Smith arrived at 8 :30 p.m. Arrival time is noted in the minutes at point of arrival, SSC Sewer City Manager Callinan reviewed the proposed provisions in the Sonoma State College sewer service agreement. Mr. Callinan then outlined the negotiations with the College to date as follows: Sonoma State took exception to Paragraph 5 - but this item has been resolved. Sonoma State took exception to Paragraph 10 - and this item has been resolved. To be discussed at this meeting was Sonoma State's exception to Paragraph 12, regarding annexation to Rohnert Park at the request of the City. *_ - - Councilman V. Smith arrived at 8:30 p.m. Mr. Burford of Sonoma State College stated that if the Sonoma State.College site was to be annexed to the City, certain muni- cipal services would be required. A general discussion was held concerning the outline of services the College feels it will require and which the City should pro- vide the College upon annexation. The City Council indicated that it felt that since Rohnert Park was providing sewer service to the College that the College should annex only to Rohnert.Park. Mr. Burford agreed and stated that although it appears that the College will eventually annex to Rohnert Park, that there are certain services that the College will require and that if they can't get them from Rohnert Park, then the College will have to look for other ways to provide them. It was finally agreed that a clause in the contract as follows would be acceptable to the College: "State agrees that at such time as City provides State with satisfactory agreements for other City services required by the College and annexation is requested by the City, the real property of Sonoma State College will be annexed to the City of Rohnert Park." Mr. Burford indicated that a clause such as this would be accept- able to the College. The City Council, upon motion by Councilman V. Smith, seconded by Councilman Rogers and unanimously approved, indicated that such a clause would be acceptable to the City. (City Attorney Maxwell's final draft of said clause reads as follows: 12. STATE agrees that at such time as CITY can provide to STATE assurances, satisfactory to STATE, that CITY can Page 2 5 May 1964 furnish such municipal services as may be required for Sonoma State College, the real property of Sonoma Stat( College will be annexed to the City of Rohnert Park.) With this clause agreed upon, all points of disagreement in the proposed agreement for sewer service were resolved. Resolution #175 Resolution No, 175 - adopted by title - A RESOLUTION APPROVING CONTRACT WITH STATE OF CALIFORNIA FOR SEWER FACILITIES FOR SONOMA STATE COLLEGE, upon motion by Councilman V. Smith, seconded by Councilman Rogers, was unanimously adopted. "B" park City Manager Callinan outlined the background and progress to date on the financing of capital improvements for Neighborhood 11B" Park and explained by means of an.outline on a blackboard the financing for "B" program the Park and improvements. General discussion was held by the.City Council, City Manager Callinan;,City Attorney Maxwell; Recreation Commission members D. Davis, K. Bell,`P. Golis; among those participating in the discussion from the floor were the following residents: Mr. Soto. Mrs. Soto, Mr. Leone, Mrs. Coppa, Mr. Loebsack, Mr. Sheehan, Mr..Lambert, Mrs. Vice, Mrs. LeBoeuf, Mr. Wallis At'the end of the discussion, Mayor Buchanan inquired if anyone in the audience was against. the program;. No one responded." Resolution #176 Resolution No. 176 - A RESOLUTION APPROVING EXECUTION OF LEASE AGREEMENT NEIGHBORHOOD "B" PARK, was read and moved by Councilman Rogers, seconded by Councilman C. Smith, and adopted by the following vote: AYES: (4) Councilmen. Rogers, C. Smith, V. Smith, Mayor Buchanan. NOES: (0) ABSENT: (0) ABSTAIN: (1) Councilman Pezonella.
