18 May 1964
The Council of the City of Rohnert Park met this date in regular
session at 8:00,p.m. at the City Office, 435 Southwest Blvd.,
Rohnert Park., with Mayor Buchanan presiding. This regular
session was preceded by a work session which commenced at 7:30
p.m. at which no formal action was taken.
Roll Call Present: (4) Mayor Buchanan, Councilmen Pezonel..la, Rogers,
C. Smith
Absent: (1) Councilman V. Smith
Minutes Upon motion by Councilman Rogers, seconded by.Councilman C. Smith
and unanimously approved, the minutes of April 29, 1964 were
approved as submitted.
Upon motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, the minutes of May .4, 1964 were approved
with the following addition after the paragraph titled "Commis-
sions ": "This action switches the ex- officio assignments of these
two Councilmen."
Upon motion by Councilman Rogers, seconde.d.by.Councilman C. Smith
and unanimously approved, the minutes of May 5, 1964 were approved
as submitted.
Bills Upon motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, the bills per attached copy dated
May 18, 1964;" were approved for payment..
Communications:
From Fire Dept.
Upon motion by Councilman Rogers, seconded by.Councilman Pezonella
and unanimously approved, Ronald Rasmussen was approved for active
membership in the Volunteer Fire Department.
From County Auditor Upon motion by`Councilman C. Smith, seconded by Councilman Rogers
and unanimously approved, City Manager Callinan was authorized to
return.a $1775.00 overpayment by the County ' of-Sonoma of tax
apportionments to the City.
Other Other communications received, per the attached outline, were
Communications brought to the Council's attention. No action was taken by the
Council.
Weed Abatement Mayor Buchanan declared the Weed Abatement Hearing open. No
Hearing protests, . written or oral, have been received by the City. At the
request of City Manager Callinan, the hearing was continued until
the next regular City Council meeting.
Ordinance #46 Ordinance No. 46 - AN ORDINANCE ESTABLISHING SALARIES FOR CITY
TREASURER'AND CITY CLERK,.was -read and moved by Councilman Pezon --
ella, seconded by Councilman Rogers, and adopted by the following
vote: AYES: (4) Councilmen Pezonella, Rogers, C. Smith, Mayor
Buchanan. NOES: (0) ABSENT: (1) Councilman'V. Smith.

Project 1964 -1 City Manager Callinan advised the Council that Mr. Burford of
Sonoma State College stated that the State had some object�.on; to
the inclusion of Paragraph 12 (Annexation) in the sewer service:
contract. Mr. Callinan further advised the Council th-,'; it may
be necessary to delee this paragraph from the sewer service con, --
tract and enter into a separate agreement with Sonoma State Co_L,-
lege regarding annexation to the City.
The Council decided to hold an adjourned session of this meeting
on Wednesday, May 20, 1964, to discuss this . _-Itter further with
college officials.
Commerce Blvd. City Manager Callinan and Mfr. Hudis discussed the improvement
Extension plans for the Commerce Blvd. extension with the Council. Said
plans were submitted to the City by the developers and were p:oe-
sented to the Council at'this meeting for approval.
Upon motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, the Council approved the Commerce Blvd-
extension improvement plans, but stipulated that easements must be
granted to the City for the road right of way and drainage ditches
before any construction commences.
Annexation 3 -A City Manager Callinan reported to the Council on the May 7, 1964,
LAFC Hearing concerning Rohnert Park Annexation No. 3 -A, the area
from Snyder Lane to Petaluma Hill Rd. and East Cotati Avenue to
Hinebaugh Creek. Mr. Callinan reported that the LAFC continued
the hearing of Annexation 3 -A to June 4, 1964, at the request of
the Petaluma High School District.. The City of Rohnert Park was
represented by Councilman V. Smith and City Manager Callinan at
the May 7th meeting of the LAFC.
General discussion was held regarding the actual and the assumed
powers of the LAFC in Annexation hearings.
High School Sewer
Upon motion by Councilman Rogers, seconded by Councilman Pezonella
and unanimously approved, City Manager Callinan and City Attorney
Maxwell were requested to write to the LAFC for clarification of
its inconsistencies in data requested for Annexation hearings and
also to contact the County Counsel for an opinion on just what
factors are of proper interest to the LAFC and which are not inso-
far as Annexation hearings are cnrnPrnAA_
City Manager Callinan and Mr. Hudis discussed with the Council the
study they made on costs for sewer service for the proposed Cotati
Senior High School on Snyder Lane.. Mr, Callinan, City Manager;
reviewed his written report to the City Council dated May 15, 1964
concerning this matter.
Participating in the general discussion which follower. were: Mr.
Meyers, Petaluma High School District, City Attorney Maxwell, Mr.
Spivock and Mr. Golis, developers.
Mr. Callinan was requested to prepare a supplemental report based,
on justification of $1200 per acre, to be submitted to Mr. Meyers
by Thursday.

City Manager Callinan was also authorized to go to. Sacramento to
discuss the sewer costs with the Office of Local'Assistance and
other appropriate State agencies. The matter was also scheduled
for further discussion at the May 20, 1964 adjourned session.
Personnel
General discussion.was held regarding compensation to Police Dept.
personnel for accrued holidays, and City Manager Callinan's
written request, dated May 18, 1964, for permission to pay Offi-
cer Patton for three holidays, total $68.00. Councilman Pezon-
ella stated.that he was in favor of giving compensatory time for
holidays worked, and against paying Police Officers for these
days because his recollection was that Police Officers were not
to be allowed holidays because of the small force and that this
was discussed at meetings when the police force was being estab-
" fished.
City Manager Callinan advised the Council that his understanding
was that Police Officers were entitled to all the benefits that
the City employees have, that is, vacation, sick leave, OASDI,
and holidays. He also stated that he had no recollection of any
decision whereby Police'Officers were not allowed holidays. The
only'problem involved was the scheduling of the time off due to
the limitations involved with a three'(3)lman force.
Upon motion by Councilman Rogers, seconded'by Councilman C. Smith,
Police Department personnel will be.given either compensatory time
or pay for accrued holiday leave, whichever, in the judgement of
the City Manager and the Department Head, serves the best interest
and efficiency of the Department. Motion adopted by the following
vote: AYES: (3) Councilmen Rogers, C. Smith, Mayor Buchanan. ,
NOES: (1) Councilman Pezonella. ABSENT: (1) Councilman V. Smith.
Budget
General discussion was.held on the Expense and Budget Comparison
Report submitted to the Council by.Cty Manager Callinan.
Discussion was also held concerning the data contained in the
yearly audit report and report to the citizens. It was pointed;
out that a list of bills and claims approved by the City Council
are posted at 'each meeting for public scrutiny.
Motion was made by Councilman Pezonella that the Budget and Annual
Audit Report contain a complete detailed breakdown of expenses by
City Councilmen and other City personnel. Motion died for lack of
a second.
R. P. entrance
City Manager Callinan discussed with the Council the need for a

better entrance at the intersection of Southwest Blvd. and Com-
Commerce Blvds.
merce Blvd. from a safety standpoint. He advised that the total
cost for an improved entrance would be less than $5,000 and he
requested permission to have the engineering done, which would
cost less than $500.00. The matter was deferred to the adjourned
session to be Yield Wednesday, May 20, 1964.
Expansion of
City Manager Callinan advised the Council that he has contacted
sewer plant
the appropriate Federal and State agencies to explore the possi-
bility of Rohnert Park getting a Federal grant under Public Law
660 for sewer plant expansion purposes.

Recreation Assn. Upon motion by Councilman Pezonella, seconded by Councilman
Rogers and unanimously approved, the Council approved the Recrea-
tion Association's request for the City to pay $247.50 for insur-
ance for the baseball program. Included in this motion wqs the
stipulation that the Recreation Association reimburse the City
for these funds with the first monies that the Recreation Associ-
ation accrues.
City Attorney Maxwell pointed out that the above action would
not constitute a binding loan or legally commit the Recreation
Association to repay the City. Based upon this statement Council-
man Pezonella indicated that his motion and affirmative vote on
the motion had been made in error due to a misunderstanding and
he would like to withdraw the motion and vote. Since no other
Councilman wanted to reconsider the matter, the above action held
and the payment was authorized.
Resolution #177 Resolution No. 177 - A RESOLUTION COMMENDING THE ROHNERT PARK
CHAMBER OF COMMERCE FOR ROSE FESTIVAL PARADE FLOAT, was read by
City Attorney Maxwell. Upon motion by Councilman Rogers, second-
ed by Councilman C. Smith, Resolution No. 177 was unanimously
adopted.
Sonoma State Mr. Golis discussed with the Council the progress of the Sonoma
Expressway State Expressway and Rohnert Park interchange. Following a gen-
eral discussion, City Manager Callinan was requested to further
Pursue the matter of financing Sonoma State Expressway with Mr.
Golis and to submit a report to the City Council.
Storm drains Upon motion by Councilman Rogers, seconded by Councilman Pezonella
and unanimously approved, City Manager Callinan was directed to
take the necessary action to eliminate the hazards created by the
large openings in the storm drains in neighborhood B so they will
no longer be a menace to the safety of the children in the area.
City Bldg. Upon motion by Councilman Pezonella, seconded by Councilman
Rogers and unanimously approved, before refinancing of the Public
Safety Building takes place, the City Council will make sure that
two public forums are held, that press coverage is obtained, that
a statement explaining the method of financing be issued by the
City Manager, that a cost analysis be made, and that a total of
at least five public be , _
Radio operators The City Council requested that City Manager Callinan prepare a
report on the controversy of radio operators interfering with
television reception in neighborhood A. He was requested to get
a written report or statement from-the FCC.
Rose Parade Mayor Buchanan requested that the City Manager draft a letter for
the Mayor's signature to the Santa Rosa Junior Chamber of Commerce
commending them on the success of the recent Rose Parade and
Festival. The Council indicated approval of this request.
