The .Council of the City of Rohnert Park met:this date in an
adjourned session at 7:30 p.m;.. at the City Office, 435 Southwest
Blvd., Rohnert Park, with Mayor Buchanan presiding.
Roll Call present: (4): -Mayor Buchanan, Councilmen Rogers, C. Smith, V. Smith
Absent: (1) Coun- cilman Pezonella.
Staff: City Manager Callinan, City Attorney Maxwell
Others present: President Nichols I and .Executive Dean Burford,
Sonoma State College;.Paul- Golis,.
Mayor Buchanan requested that -the minutes note that Councilman-
Pezonella was .absent because he was attending a lodge - meeting,.:
and Councilman V. Smith was late (arrival time 8:00 p.m:) because
he.was. not notified.of the adjourned session and left early
(departure time .8:.30 p.m.) :because of previous committments, not
being aware:of: this . adjourned.session until minutes before the
session commenced„

City Manager Callinan read the following communications:
1. Copy:of;.letter dated May 18, 1964, to President Nichols,
Sonoma State College -from John F. Richardson, Vice -
Chancellor, Business.Affair.s,- The California State
Colleges.
2. Letter .dated .May. 20, 1964 from W. R. Burford, Sonoma
State College t.o.City Manager Callinan
3. Letter dated May 20, 1964'from President Nichols, Sonoma
State College to Mayor Jack Buchanan
4. .Letter dated May 20,.1964 from:Argonaut Constructors to
the City of Rohnert Park..
Upon motion by Councilman Rogers, seconded by Councilman V. Smith,
and unanimously approved, Paragraph 12,..previously agreed upon,
will be deleted..from the Sewer Service Agreement with the State of
California for Sonoma State College, based on the letters read by
City Manager Callinan from.Dr. Nichols of May 20, 1964, and from
Vice - Chancellor Richardson of the.California State Colleges re-
garding the annexation of the college site,.to Rohnert Park.
Dr. Nichols of Sonoma State College indicated that the College and
State would agree to an extension.of the completion date of the
sewer line as a result of the delay in execution of the agreement
by the State..
The letter dated May,.201 1964, from .Argonaut.Constructors extended
the time for City acceptance of their bid to May 30, 1964.
City Attorney Maxwell advised the Council that new agreements need
.not be drawn. up. Paragraph..12 need only have lines drawn through
it and the deletion initialed by the Mayor.
Mr. Burford advised that the contract could be executed by the
State and returned to the City by May 28, 1964 or May 29, 1964.

The Council decided'to adjourn this.session to...Thursday, May 28,
1964, so that if'the agreement has been executed by the State
and returned to the City, the construction contract can be
awarded to Argonaut Constructors.
Mr. Golis requested assistance from President Nichols and Mr.
Burford in obtaining a'committment from the State to build the
Sonoma State Expressway Interchange after the City and County
make or acquire committments to build Sonoma State Expressway.
Dr. Nichols and Mr. Burford indicated they would cooperate toward
obtaining this committment from the State.
General discussion was held regarding sewer service to the pro-
posed Cotati Senior High School.
Councilman Rogers indicated a strong objection to having the
school bear the name of any other City and be located in Rohnert
Park.' He stated that he felt that no other City would consent to
having a ,school in their City limits which bore the name of
another city,
Mayor Buchanan asked Dr. Nichols and Mr. Burford if the College
would have any objections to the proposed High School operating
its own sewer plant on the property adjacent to the college prop-
erty. While not stating that the College would oppose such a
situation, these gentlemen gave the impression that they would
not be happy with such an arrangement.
City Manager Callinan reported on a discussion he had with Mr.
Meyers and Mr. Castleberry of the Petaluma High School District
regarding the basis for the.$1200 per acre 'assessment. Mr. Cal-
linan read communications he had received from Mr.'Castleberry
and Mr. Meyer. In his letter, Mr. Meyer advised that under the
State -Aid program the State would pay for one -half of a road on
two sides of the proposed high school campus.
Mr. Cb.11inan also advised the Council that Mr. Meyers had offered
to meet with the City to discuss the proposed High School plans,
copies of which had been provided to the City by Reynolds &
Chamberlain, architects for the pronospa ii im7, mnk-^i
Mr. Golis noted that the members of the State Allocation Board
that the developers had dealt with in the past were Mr. Meees and
Mr. Gordon. Mr. Golis further suggested that the City contact
the appropriate offices in Sacramento for definite clarification
Of just what the State will allow the City to charge for services.
UPOn motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, City Manager Callinan was authorized to
contact the appropriate parties and agencies in Sacramento for
clarification on the State Board of Allocation's policies, and
Mayor Buchanan was authorized to contact the Petaluma Board of
Trustees to arrange for a discussion of the school name.
City entrance City Manager Callinan presented various design layouts
presented
and exit road to him by Alicia Homes to improve the entrance and exit atthe
Commerce and Southwest Boulevards intersectinn_

Upon motion. by.Councilman C. Smith, seconded by Councilman Rogers
and unanimously approved, City Manager Callihan was authorized
to have the necessary engineering_ done to improve the entrance
and exit roads at the intersection of Commerce and Southwest
Boulevards.
'Mr. Callihan advised the Council that Mr.'Hudis indicated that
the engineering would cost less than $500 and the total project
including construction, less than $51000.
Post Office
City Manager Callinan reported on the progress of getting a Post
Office for Rohnert Park. Mr. Callihan stated that most.of the
service clubs in 'the area have adopted resolutions supporting a
Post Office fbr Rohnert Park, that these resolutions have been
sent to the Post Office Department and elected officials who
represent this area in Federal and State legislatures.
Fire Dept.
City Manager Callihan advised the Council that the following
changes . wer -e going - -to be made in the emergency fire phone system.
'Phones are going to be removed from the Ryan and Cincera homes
and installed in the Niquette and O'Neil homes. The Patton fire
phone will be installed at Butchers Standard Service Station.
Phones may also be installed in several other volunteer firemen's
homes to give the City broad coverage.
Mr. Callihan also advised the Council that the Pacific Fire Rat-
ing Bureau will be here on June 1,-1964t,-to evd1iiate the Rohnert
Park rating, and that Mr. Spinelli and Mr. Wiggins and all the
fire personnel were working hard to get everything in tip -top
shape prior to the inspection. Mr. Callihan stated that the City
personnel were hoping to obtain at least a class 6 rating.
City Manager Callihan also advised the Council that a phone booth
has been requested to be located near the Public Safety Bldg. for
emergency week -end use by the public.
Vending Machine
Upon motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, City Manager Callihan was authorized to
have a cold drink vending machine installed in the Public Safety
Building and have the profits used by the employees for the
purchase of coffee and other such items presently being paid for
by the employees themselves.
Public
City Manager Callihan advised the Council that he had written to
Transportation
the Public Utility Commission to find out how the City should go
about making application for a hearing to obtain bus service for
the City.
City Limit
Mayor Buchanan requested that City Manager Callihan follow -up on
Signs
acquiring "City Limit" signs for the newly annexed areas.
Welfred Crossing
City Manager Callihan advised the Council that a ruling should be
received shortly from the Public Utility Commission regarding the
Wilfred grade crossing.

Recreation City Manager Callinan advised the Council that Recreation Com-
Commission mission appointments should be made at the last meeting in June.
Annexations General discussion was held regarding the annexation of small
parcels of land East of Snyder Lane. The matter was referred to
the Planning Commission for consideration of a City policy con -
cerning annexations in this area.
Golf Course Mr. Golis advised the Council that the Golf Course currently
under construction was scheduled to be completed July 11 19641
and would be usable by October, 1964.
"B" Park Mr. Golis advised the Council that the Swimming Pool in 'B" Park
has been started and that the baseball diamond has been seeded.
Adjournment There being no further business at t 930 p.m. the meeting was
adjourned to 7.30
p.m. May 28, 1964.
