Plot Plan and unanimously approved, the plot plan for Neighborhood "B" Park
which was approved by the.Planning Commission after a work
session.with the Recreation Commission, was approved by the City
Council.

ella and unanimously approved in accordance with the City's
Planning Commission recommendation, Mr..Anderson was granted a
use permit to allow the use of his apartment house at 7417 Brid-
git Dr. as faculty offices by,..Sonoma State College. The use
permit will expire June 30, 1966 or whenever Sonoma State College

Norton
General discussion was held regarding the request for a garage
and driveway by Mr. Norton of 284 Alma Ave. The County Planning
Staff report indicated that the proposed plan is contrary to the
County and proposed City Z6ning Ordinance. The City Planning
Commission recommended that the application be rejected because
it does not meet the minimum requirements of 10' between the
house an_d pr.op.osed garages
Upon motion by Councilman C. Smith, seconded by Councilman
V. Smith and unanimousliT approved, Mr. Norton's request for
garage and driveway, :per his plans, was rejected as recommended
by the Planning
Commission. Mr. Norton was advised to make the
necessary changes in his plans and then resubmit them to the City

General discussion was held regarding a County Split -lot Ordin-
ance to regulate'spl -ittin g of parcels to 4 or more lots.
Upon motion by Councilman Pezonella, seconded by Councilman
V. Smith and unanimously-approved, City Attorney Maxwell was
directed to- prepare.a:resolution
for Council adoption urging the

.General discussion was held regarding the'improvement plans sub-
mitted by Mr. Hudis
for the Commerce and Southwest Blvd. inter -
section. City Manager Callihan
advised the Council'that he had
gone.,over. the plans with both Mr. Wiggins ('Public Works) and
Chief Spinelli (Police Dept.). and that they both approved of the
plans as submittedr .Mr. Callinan also stated that it would be
necessary to get Division of Highways approval before putting the
plans for
out bid, if Gas Tax Funds were to be used.
Upon motion by,Councilman V. Smith, seconded by Councilman
C. Smith
and unanimously approved, the City Council approved the
improvement
plans for the Commerce and Southwest. Blvd:..inter!- _

Fire -- Mutual.Aid
City Manager Callinan reported on the proposed Mutual Aid Agree-
ment for Fire protection drafted by the Civil Defense Advisory
Board
and presented to the Counci.7: Mr: CallinMn requested

interference
General discussion was held regarding the'TV -radio interference
problem. City Manager Callinan said that Mr. Sloan of the F.C.G.

way of getting an early F.C.C. investigation of

City Attorney Maxwell was requested to draw up a rough draft of
a Recreation Fee Ordinance for discussion on June 15, 1964. City
Manager Callinan was requested to invite realtors, developers,
and any other interested parties, to participate in the discus-
sion. The Ordinance proposal was also referred to the Recreation
Commission for comment.

Upon motion by Councilman C. Smith, seconded by Councilman Rogers
and unanimously approved, Mayor Buchanan was directed to send a
letter to the F.C.C. requesting an official investigation of the
TV -radio interference problem in the.City.

General discussion was held regarding the tax and bond..delinquen-

City Attorney Maxwell was requested to` obtain complete details
as to what the City must do and-how, and to report back with a
recdmmendation to the Council.
The press was requested to publicize the tax delinquencies and
the possibility of the City instituting foreclosure procedings
against the property in Superior Court in hopes of alerting
those persons who are delinquent to the seriousness of the delin-
quencies.
The Council authorized the staff to send individual notices to
the property owners involved before any legal action is taken.
Public Safety
Upon motion by Councilman V. Smith, seconded by Councilman Rogers

Recreation Fees
City Attorney Maxwell reported on the Fairfield Recreation Fees
Ordinance
Ordinance, which charges a fee per dwelling unit which fees are
used only for recreational capital improvements.
City Attorney Maxwell was requested to draw up a rough draft of
a Recreation Fee Ordinance for discussion on June 15, 1964. City
Manager Callinan was requested to invite realtors, developers,
and any other interested parties, to participate in the discus-
sion. The Ordinance proposal was also referred to the Recreation
Commission for comment.

City Manager Calli.nan reported.that.Mr. Anderson of P.G. &E. has
requested that.a date. be set,- for .the, meeting with P.G. &E.. con-
sultants on "Area Development Through Community Action". City
Manager Callinan will also invite the Chamber of Commerce and
other interested community service groups. The date was tenta-
tively set for the week of July 12, 1964.
City Manager Callinan advised the Council that the new City
boundary has been marked on the development map as the City
Council had requested.
Announcement was. made. of .the June llth.Mayors Agenda meeting of
the.Mayors and Councilmen's Association and it was pointed out
that any suggestions - or topics should be submitted to Mayor
Buchanan...
Councilman V. Smith gave a verbal report to the Council on the
Mayors and Councilmens Institute which he attended in Santa
