1964/06/15 City Council MinutesROHNERT PARK CITY COUNCIL 15.,June 1964 The Council of the City of Rohnert Park met this date in ..regular session at 8:00 p.m..at the City Office, 435 Southwest Blvd., Rohnert Park, with Mayor Buchanan presiding. This reg- ular.session was .preceded by a work.session which commenced at :30 p -m. at which.no formal action was taken. Roll Call Present: (4) Mayor Buchanan, Councilmen Pezonella, Rogers, C. Smith. Absent: (1) Councilman V.:Smith. Temporary Upon motion by Councilman Rogers, seconded by Councilman C. Secretary Smith, and unan mously._approved, Ci.ty.Manager Callinan was appointed as,temporary.secr-etary for,this meeting in the absence of the.City Clerk due to illness. Minutes Bills Communications Upon motion .by Councilman Rogers, seconded by Councilman C. Smith and unanimously approved, the minutes of May 28, 1964 were approved, as submitted- Upon motion by Councilman Pezonella;.seconded by Councilman Rogers and unanimously approved, the minutes of June 1, 1964 were approved as submitted. Upon motion by Councilman Rogers,_ seconded by Councilman C. Smith and unanimously.approved,-the.bills per attached copy, dated June 15, 1964, were approved for.payment with the ex- ception of the claim by Councilman V. Smith in the amount of $279.19. Approval of this item ,was deferred and will be dis- cussed with Councilman V. Smith at the next City Council meet - . i.ng. Communications per the attached outline were brought to the .attention of the City Council. No action was taken by the Council except as:noted below. Sanitary Sewerage Upon - motion by Councilman C. Smith, seconded by Councilman Project 19641 Rogers and unanimously approved, Argonaut Constructors were Construction granted an extension of time until August.319 1964 to complete Extension Sanitary Sewerage Project 1964 -1. , Wilfred Grade The opinion and ruling by the Public; Utilities Commission on Crossing the City's application for a grade crossing at Wilfred Avenue was brought to the attention of the.-City Council by City Mana- ger Callinan. City Attorney Maxwell,then advised the Council that the railroad had filed another petition to the P.U.C. re- questing that thefull P.U.C. hear their.arguments as to why this.grade..crossing should not be allowed. City Attorney Max- well advised the Council that,he will file a brief answer with the P.U.C. opposing the railroad's request. Zoning East The City Council referred the letter received from Mayor Houser Cotati Ave. of Cotati concerning E. Cotati Ave. zoning to the Rohnert Park Planning Commission. Page 2 15 June 1964 Reba Roberts Mrs. Reba Roberts, Chairman of the Chamber of Commerce Float Committee, appeared and presented to the City Council the trophy won by the City of Rohnert Park in the Rose Festival Parade. She also presented a miniature model of the Horn of Plenty which was carried on the float and also two pictures taken of the float during the parade. Mrs. Roberts then invited the Mayor and the Council to participate with the Chamber in the Sonoma - Marin Fair on June 12, 1964 and the Sonoma County Fair parade scheduled for July 15, 1964. She further requested that the Chamber be permitted to use the funds left in the float account for use in participating in the Sonoma -Marin and Sonoma County fairs. Upon motion by Councilman Pezonella, seconded by Councilman Rogers and unanimously approved, the Council indicated approval of the use of the funds remaining in the float account held by the Chamber . to -be used by the Chamber for participating in the Sonoma -Marie and Sonoma County fairs and parades. Recreation Fees A public hearing and discussion with all those present at the Ordinance City Council meeting was held concerning the proposed Recreation Public Hearing Fees Ordinance.. After much discussion, the following action was taken: Upon motion by Councilman Pezonella, seconded by Councilman Rogers and unanimously approved, the City Manager was requested to contact the League of California Cities in an effort to determine how many cities use such en ordinance, and also to acquire any additional information concerning this proposed type of ordinance. Recreation Comm.. Upon motion by Councilman "Rogers, seconded by Councilman C. Appointments Smith and unanimously approved, Messrs. Kenneth Bell, Samuel Belheumer, Donald Davis, George Endress, George Geister, Paul Golis, and Ronald Rasmussen were appointed to the.Recreation Commission for the year ended June 30, 1965. Planning Comm. Upon motion by Councilman C. Smith, seconded by Councilman Appointments Rogers and unanimously approved, Dale Foust was appointed to a four -year term on the Planning Commission, expiring June --So- zg68. Resolution #179 ` Resolution No. 179 - A RESOLUTION REQUESTING THE SONOMA COUNTY BOARD OF SUPERVISORS TO ADOPT A-LOT SPLIT ORDINANCE, upon motion by Councilman Pezonella, seconded by.Councilman .Rogers, was unanimously adopted. Library Discussion was held concerning the Sonoma County Preliminary Budget submitted to the Board of Supervisors by County Adminis- trator Neal Smith. Upon motion by Councilman Pezonella, seconded by Councilman Rogers and unanimously approved, the City Manager was requested to write to the Board of Supervisors requesting that they leave sufficient funds in the library budget to provide for a branch Page 3 15 June 1964 library being established in the Rohnert Park - Cotati area during 196+ -65. Sonoma State `Discussion was held concerning the proposed improvements by the Expressway as the County of E. Cotati. Avenue.as.an access route to Sonoma Access to College State College. ._tlpon motion by Councilman Rogers, seconded by Councilman Pezon- ella and unanimously approved, the City Manager was requested to write the County.Board of Supervisors requesting that they take a look at the feasibility of using.Commerce Blvd and Sonoma State Expressway as an'access route'to Sonoma State College in the near future. They requested that it be pointed out that this route could be installed for substantially the same amount of dollars involved in the E. Cotati project and the route, when completed, would provide much better access to Sonoma State College. Public Appearances Mrs. Soto, 382 Bonnie Ave., appeared before the City Council and inquired as to who was liable for the maintenance and up -keep of the planting strip in front of her property. City Attorney Max- well pointed out that although the planting strip is in the city right of way, that normally the resident maintains this strip. Mrs. Soto then requested - whether or- not she' couId" .fill `ter the strip with concrete. City Manager Callinan indicated that the city has allowed this in certain instances when approved by Superintendent of Public Works, Wiggins. City Manager Callinan suggested that he have Mr. Wiggins contact Mrs. Soto in trying to work out a mutually satisfactory arrangement. The Council indicated approval of this approach. Mrs. Reba Roberts also commented on the city's street cleaning program and suggested that the Council consider adopting an ordinance prohibiting parking on city streets between Thursday and Friday in order to allow the street sweeper to do a more efficient job of cleaning. The City Council requested that this matter be investigated by the City Manager and be scheduled for discussion at a regular meeting in July. Norman_S .piv_ock appeared before the Council and discussed a prior Council's action taken at the May 61 1963 meeting. At that time, when improvement plans for subdivisions 13 -b through 17 -b were approved by the Council, the Council stipulated that no permits for construction would be issued in these subdivisions until Beverly Drive had been completed. Mr. Spivock inquired as to whether or not this Council feels that same way. After brief discussion and comments by the City Manager, the City Council indicated to Mr. Spivock that it endorsed the action of the City Council on May 6, 1963. Page 4 25 June 1964 Planning Comm.- A brief discussion was initiated by Councilman C. Smith concern- Expansion i:ng the possibility of expanding the Planning Commission to seven members which would include a` representative on the Plan- ning Commission from S.on.oma State College. The Council agreed that this matter..should be given some consideration anti they indicated that it will. be scheduled for further discussion at a future City Council meeting.
