The Council of the City of R6hnert Park met this date in
regular session commencing at 7:00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins
presiding.
Call to Order Mayor Hopkins called the meeting of the regular session
to order at approximately 7:07 p.m. and led the pledge
of allegiance.

Approval of Minutes Upon motion of Councilman Carbone,' seconded by Councilman
Roberts, and unanimously approved, the minutes of July 24th
were.approyed as submitted.
Approval of Bills Upon motion of Councilman Carbone, seconded by Councilman
Beary, and unanimously approved, the bills presented per
the attached list in the amount of $582,341.75 were approved.
Adding Non-Agendaed City Manager,Pro Tempore Albright, referring to his August
Items to Agenda 14th.memo-to I the City-Council, requested that time be allotted
immediately following the Consent Calendar to consider Parcel
Ma p 52, Boise Cascade Corporation, and under the "City Manager's
Report" concerning school stadium lights.

Ordinance No. 356 ORDINANCE OF THE CITY OF ROHNERT PARK PROHIBITING PANDEMONIAC
VEHICLES FROM THE CITY OF ROHNERT PARK
Parcel Map No. 53 William Miller; area north of Santa Alicia Drive and south
of Copeland Creek and accepting dedication of Parcels A 9 B,
access easement to Well No. 5 and public utility easement.
File No. 0429 Klebe Trachtenberg Co., MacKellan Subdivision, final map
approval_ (15 condominium units) and authorizing Mayor to
execute appropriate subdivision agreement
Upon motion of Councilman Roberts, seconded by Councilman
Carbone, and. unanimously approved with Councilman Beary abstain-
ing from voting.on Parcel Map No. 53, reading of Resolution
Nos. 78 -103 through 78 -107 and Ordinance No. 356 was waived
and said resolutions and ordinance were adopted and Parcel
Map 53 and the final map for the MacKellan Subdivision (File
0429) was approved.

Parcel Map No. 52 Director of Public Works /City Engineer Brust described Parcel
Map NO. 52, which was On display, representing a lot split
in the area east of Commerce Boulevard, north of Transport
Avenue
Councilman Beary noted that he would abstain from voting
on the parcel map because he was doing sub - contracting work
for the applicant..
Upon motion of Councilman Carbone, seconded by Councilman
Stewart, and approved by the following voice vote, Parcel
Map , No. approved and the Mayor authorized and directed
to enter.into an. agreement and accept an appropriate bond
for the installation of storm drain improvements along the
southerly property line of lot No. 2.

ABSTAIN: (2) Councilmen Beary and Roberts
Certificates of Mayor Hopkins presented certificates of appreciation to
Appreciation re. Messrs. Domenic Carinalli, Jr., Samuel Marovich, Stanley
Wastewater Irrigation Poncia, and the Peterson Brothers for their participation
in the wastewater irrigation project during 1977 and 1978.
KAIROS Request for Mr. Gregory Fearon, office manager for KAIROS, was recognized
Financial Assistance and referring to his August 14th letter to the City Council,
a copy of which is attached to the original set of these
minutes, explained various KAIROS programs and its request
for financial assistance. Discussion followed between Mr.
Fearon and Council members.
Upon motion of Councilman Roberts, seconded by Councilman
Beary, and unanimously approved, the City Council authorized
contributing $870 towards KAIROS' program costs for the period
of September 1, 1978 to June 30, 1979.

Jennifer Lowell, Upon motion of Councilman Roberts, seconded by Councilman
Resignation from Carbone, and unanimously approved, the City Council accepted
Cultural Arts Comm. Mrs..Jennifer�Lowell's resignation from the Cultural Arts
Commission and directed that she be sent a letter of apprecia-
tion.
Communications Communications per the attached outline were brought to
the attention of the Council. No action was taken on any
communications except as specifically noted in these minutes.
PERS Lawsuit City Attorney Flitner commented on the city's involvement
in the PERS,lawsuit and its designation as a "class action
lawsuit".
League of California Upon motion of Councilman Roberts, seconded by Councilman
Cities Annual Stewart, and unanimously approved, the Council authorized
Conference any of its members desiring to attend the League of California
Cities Annual Conference in Anaheim, September 24 -2.6, 1978,
to so do.
Rohnert Park Taxi City Manager Pro Tempore Albright reviewed his August 10th
Request for .Rate memo to the City Council concerning the Rohnert Park Taxi
Change Service request for a rate -increase.
Mayor Hopkins opened the public hearing to consider Rohnert
Park Taxi Service's request for a rate increase.
Mr. Bailey; responding to the Council's inquiry,explained
that in order to keep up with the high cost of operation
and maintenance, he was requesting a 25% increase in taxi
fares. Mr. ;Bailey informed that the. proposed rates would
result in customers paying an additional 20 -30� for the average
trip. He informed that the present.10o discount coupon book
for senior citizens would be increased to a 20% savings and,
in light of the school district having cancelled home to
school bus transportation, he would offer the same discount
coupon book to elementary school aged children as well.
Mr. Bailey also generally commented on his taxi cab operation
in Cotati.
There being; no one further desiring be heard, Mayor Hopkins
closed the public hearing.
Resolution No. 78 -108 RESOLUTION APPROVING CHANGES.IN RATES FOR TAXI CAB SERVICE
Upon motion of Councilman Beary, seconded by Councilman Roberts,
and unanimously approved by a roll call vote, reading of
Resolution No. 78 -108 was waived and said resolution was
adopted.
Ordinance No. 0357 AN ORDINANCE -OF THE CITY OF ROHNERT PARK AMENDING THE ROHNERT
PARK MUNICIPAL CODE, TITLE -17, SECTIONS 17.52.060, 17.52.070,
17.58.080; 17.58.150. and 17.62.024 (Re. Notice and Hearing
for Certain. Planning and Zoning Matters)

Mayor Hopkins opened the public bearing to consider the proposed
amendment to Rohnert Park Municipal: Code, Title 17, regarding
hearing and notice required for certain planning and zoning
matters.
Mr. Lyle Amlin, Rohnert Park-Cotatl Clarion, commented on
the newspaper's readership.
There being no one further desiring to be heard, Mayor Hopkins
closed the public hearing.
Upon motion of Councilman Carbone, seconded by Councilman
Roberts, and unanimously approved by a roll call vote, reading
of Ordinance No. 357 was waived and said ordinance was
introduced.
City Manager's City Manager Pro Tempore Albright referred the Council to

Repert his memo dated August 1.0, 1979* to the City Council for explana-
tion of all matters on the City Manager's Report section
of the agenda.
C & L Enterprises The City Council initiated a'discussion with Director of
Drainage Matter Public Works/City Engineer Brust concerning C & L Enterprises
commitment to provide adequate storm drainage improvements
in the Park Club Apartment development on East Cotati Avenue.
Councilman Roberts made a motion, which was seconded by Council-
man Carbone, to directed a letter to C & L Enterprises indicatir
that because the firm had not in good faith provided, by
the July lst deadline,,,alternate-storm drainage improvements
in the Park Club Apartment development that the cash bond
($61,000) posted with the City would be redeemed no later
than August 29th in order for the city to let a contract
for installation of storm drainage facilities in the subject
development as originally designed.
Discussion followed between Council members, City Attorney

Hudis Street School City Manager Pro Tempore Albright, referring to his August
memo to the Council, and Director of Public Works/
City Engineer Brust gave a progress report concerning develop-
ment of Hudis Street School.
The City Council initiated a discussion with City Attorney
Flitner concerning installation of the portable school without
soliciting public bids.

Resolution No. 78 -109 A RESOLUTION OF THE CITY OF ROHNERT PARK DECLARING AN
EMERGENCY AND DIRECTING THE CITY MANAGER TO COMMENCE THE
INSTALLATION OF PORTABLE SCHOOLS AT HUDIS STREET WITHOUT
PU� IC BIDS
Upon motion of Councilman Beary, seconded by Councilman Carbone,
and unanimously approved by the following roll call vote,
reading of Resolution No. 78 -109 was waived and said resolution
was adopted by title;

Community Separator City Manager Pro Tempore Albright, referring to his August
10th ''memo to the City Council, solicited Council comments
concerning acquisition of a "community separator" between
Rohnert Park and Santa Rosa. Discussion followed.
The'City Council directed. that a letter be sent to the Board
of Supervisors.indicating that, as in the past, the city
was very interested in acquiring a "community separator"
but, with the passage of Proposition 13, implementing a
program for acquisition of same would be much more difficult.
Stadium Lights City Manager Pro Tempore Albright referred the Council to
his August 14th memo to the City Council concerning the City
administering a contract for the installation of stadium
lights.
Director of .Public Works /City Engineer Brust was recognized
and informed that lights could be installed at both the
junior high and high school for the $87,000 allocated for
stadium lights. Mr. Brust advised that the unified school
district staff was agreeable to the installation of li -ahts at
both fields and. that although the cal].. for bids
would include both projects, the junior high soccer field
lights could be easily deleted and /or postponed if necessary.
Discussion followed.
Resolution No. 78 -110 RESOLUTION CALLING FOR SEALED PROPOSALS (Rancho Cotate High
School Football Field and Rohnert Park Jr. High School Soccer
Field Lighting, Project No. 1978 -15)
Upon motion of Councilman Roberts, seconded by Councilman
Carbone, and unanimously approved, reading of Resolution
No. 78 -110 wa waived and said resolution was adopted.
Solid Waste Management Mayor Hopkins noted that Councilman Carbone had been designated
Recovery Committee as the City's representative to the Solid aste Management
and Resource Recovery Committee.
Joint Cotati- Rohnert Mayor Hopkins advised that the annual joint Cotati - Rohnert Park
Park Councils Meeting Councils meeting had been scheduled for Wednesday, August 30th.

School Busing Councilman Carbone generally commented on the elimination
of home.to school bus transportation,.
"B" Park Amphi- Councilmen'Beary and Stewart initiated a discussion with
Theatre Mr. Jack Behl, who was present in the audience, concerning
a recent meeting with Architect Larry Simons relative to
the construction:of a community amphitheatre in "B" Park.
School Busing Councilman Beary generally commented on the Council's role
in commenting on school district business.
Ad Hoc Committee Councilman Roberts "inquired if the final report of the Ad
re. Theatre Arts Hoc Committee to Study the Feasibility of the Theatre Arts
Building Final Report Building ha been completed.
Mr. Behl responded that the document Councilman Roberts was
referring to was a rough draft of the final report. Mr.
Behl commented that he had attended various theatrical
productions where he could see the community's need for a
facility where talented youngsters could perform.
Clock Mr. Bailey, 7429 Adrian Drive, was recognized and inquired
about the possibility of getting a new clock for the Council
Chamberss
Adjournment There being no further business, the Mayor adjourned the
meeting at approximately 8:40 p.m.

will receive for this investment of City funds from Rohnert Park and Cotati,
as well as County funds for Rohnert Park, Cotati, and Penngrove:
.... information and referral services to over 14,000 area citizen contacts
.... a monthly newsletter on services at KAIROS and other human service
agencies in the area (currently at 1,200, and open to anyone)
.... distribution of over 4,000 pamphlets and information sheets on at
least 60 different human service programs available to area residents
.... a community conservation improvement project which trains young people
from the area in landscape maintenance and horticultural gardening, and
beautifies the public areas of our cities
..., a senior food co -op serving many of our area's senior citizens' food
purchasing needs
.... an employment project which concentrates upon career counseling with
area residents, and focuses upon job entry resources and skills
a .family stress outreach project which mobilizes community resources
to alleviate problems which contribute to family crisis and stress
