1978/09/11 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES September 11, 1978 The Council of the City of Rohnert Park met this date in regular session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, wity Mayor Hopkins presiding. The regular session was preceded by an executive session which commenced at 7:00 p.m. and at which all Councilmen and City Manager Callinan were present and which was held to discuss personnel and litigation matters. Call to Order Mayor.Hopkins order at appr allegiance. Roll Call Present: (5) Absent: (0) called the meeting of the regular session to Dximately 7:25 p.m. and led the pledge of Councilmen Beary, Carbone, Roberts, Stewart, and Hopkins None Staff present for all or part of the meeting: City Manager Callinan, City Attorney Flitner, Recreation Coordinator Boling, and Aquatic and Sports Coordinator Lane. Approval of Minutes Upon motion of Councilman Beary, seconded by Councilman Carbone, and unanimously approved, the minutes of August 25th and 31st were approved as submitted. Approval of Bills Upon motion of Councilman Carbone, seconded by Councilman Roberts, and unanimously approved, the bills presented per the attached list in the amount of $366,847.46 were approved. Adding Non - Agendaed City Manager Callinan requested that time be allotted under Items to Agenda the "City Manager's ReportS4 section to consider request of Mr. Tom Balch for a vacant lot use. Councilman Roberts requested that time be allotted under the "Matters from Councilmen" section to discuss the traffic problem on Commerce Boulevard. Unscheduled Public Mr. Bob DeWan, 7517 Beverly Drive, was recognized and informed Appearances that he represented Babe Ruth Baseball and presented the City with a trophy and plaque of appreciation to be displayed in the new Community Center. Resolution No. 78 -116 RESOLUTION ACCEPTING GRANT DEED (Landscaping, Irrigation, and Pathway, Parcels E, F, & G, Mountain Shadows Subdivision 1) Upon motion of Councilman Roberts, seconded by Councilman Carbone, and unanimously approved, reading of Resolution No. 78 -116 was waived and said resolution was adopted. Resolution Noe 78 -117 RESOLUTION AUTHORIZING ACQUISITION OF FIRE TRUCK BY LEASE PURCHASE Upon motion of Councilman Carbone, seconded by Councilman Roberts, and unanimously approved, reading of Resolution No. 78 -1.17 was waived and said resolution was adopted. Page 2 September 119 1978 Cultural Amts iiivveu up City Manager Callinan requested that this items be a Commission in the agenda as Mrs. Rassmusen had another meeting to Appointment attend. City Manager Callinan referred Council to his memo dated September 7, 1978,for explanation of this appointment to replace.Mrs. Jennifer Lowell whose term would have expired June 309 1979, and the recommendation of the Rohnert Park Cultural Arts Corporation to appoint Ann Rassmusen to the Commission. Upon motion of Councilman Roberts, seconded by Councilman Carbone, and unanimously approved, Ann Rassmusen was appointed to the Cultural Arts Commission, with her term to expire on June 30, 1979,'replacing Jennifer Lowell. Certificates of City Manager Callinan referred Council to his memo dated Appreciation September 7, 1978 to the City Council concerning the presentation of certificates to the teen volunteers and playground aides. He then introduced Recreation Coordinator Sue Boling. Recreation.Coordinator Boling explained the program of community 'service.;provded by the volunteers who assisted the City staff,in.condvcting many recreation programs during the summer. Mayor Hopkins presented Certificates of Appreciation to .each teen volunteer and.playground' aide, City Manager Callinan then introduced Aquatic and Sports Coordinator Doug Lane and.referred to his memo dated September 7., 1978 to the City'Council...explaining the emergency situation that arose on a recent backpacking trip and D,o.ugls exemplary action. Mayor. Hopkins presented a Certificate of Appreciation to Doug Lane for his responsive action to an emergency situation. Report.on Theatre Mr. Jack Behl,,Chairman of the Ad Hoc Committee to Investigate Arts Building the Feasibility of the Theatre Arts Building, made a progress report emphasizing his feelings that there is a need for a Theatre Arts Building; in addition to the amphitheatre now being constructed. in "B" Neighborhood, but that he now needed input from the Council on what direction to take since his study could go no further without money being invested. Discussion followed during which Councilman Roberts._.agreed to get.together with Mr. Behl to decide on, a direction to.proceed with this study. Rancho Cotate.High Mr. Jim Dougherty, Coach.of the Rancho Cotate High School School Championship Baseball. Team,,thanked the City for the support and Baseball Team certificates of appreciation received by the players, and presented the City with a picture plaque of the 1978 Championship Team.., Project No. 1978 -15 City Manager Callinan referred Council to his memo dated Football and Soccer,,-.. September 7, 1978 to the City Council concerning contract Field "Lighting award for the lighting of the soccer field at the Rohnert Park Junior High School and informed that staff had still not reached a recommendation for the award of this contract. Resolution No. 78 -119 A RESOLUTION APPOINTING ENGINEER AND ATTORNEYS, EXECUTIVE AVENUE (Rohnert Park Project No. 1978 -14) Upon motion.of Councilman Carbone, seconded by Councilman Stewart, and unanimously approved, reading of Resolution No. 78 -119 was waived and said resolution was adopted. Resolution No. 78 -120 A RESOLUTION OF INTENTION TO ACQUIRE AND CONSTRUCT IMPROVE - MENTS, EXECUTIVE AVENUE (Rohnert Park Project Noe 1978 -14) Upon motion of Councilman Carbone, seconded by Councilman Stewart, and unanimously approved, reading of Resolution No. 78 -120 was waived and said resolution was adopted. Petition for Bus City Manager Callinan referred to his memo dated September Service 7, 1978 to the City Council concerning a petition received for extended bus service on Country Club Drive. Discussion followed between City Manager Callinan and members.of the City Council concerning the City's transit system. Communications Communications per the attached outline were brought to the attention of the Council. Councilman Stewart asked.to,have Items 4 and 11 reads No other action was taken on any. communications except as` specifically noted in these minutes, Hudis Street School City Manager Callinan informed that the portable classrooms Update should be here either this week or next week and that the deadline of October 15th for completion of construction was expected to be met. Benecia Recreation City Manager Callinan.explained that complaints have been Building Area received concerning the number of youths congregating in Complaints this area and the subsequent vehicular noise and traffic. He informed that staff felt this could be controlled by possible installation of a stop sign, putting up lights, and patrolling the area regularly. Wells 14, 15 and 16 City Manager Callinan informed that these wells are nearing completion, as wells 14 and 15 are pumping now and well 16 should be pumping soon. Resolution No. 78 -118 A RESOLUTION DETERMINING TO UNDERTAKE PROCEEDINGS PURSUANT TO SPECIAL ASSESSMENT AND ASSESSMENT BOND ACTS FOR THE ACQUISITION AND CONSTRUCTION OF IMPROVEMENTS WITHOUT PRO - CEEDINGS UNDER DIVISION 4 OF THE STREETS AND HIGHWAYS CODE, EXECUTIVE AVENUE (Rohnert Park Project No, 1978 -14). Upon motion of Councilman Carbone, seconded by Councilman Stewart, and unanimously approved, reading of Resolution No. 78 -118 was waived and said resolution was adopted. Page 4 September 11, 1978 New Golf Course City Manager Call.inan.informed.that there had been a meeting Update today regarding the new golf course and that it should be ready and seeded by.October 15,. He informed that some of the 2,OOO.redwoods purchased by Crocker Homes for the course needed to be upgraded and that he would keep Council informed of the manpower and equipment needs for the maintenance of the new golf course. Ambulance.Service City Manager Callinan informed that he had attended a meeting with representatives from.the County of Sonoma, the City of Cotati, and others regarding ambulance service. He informed that various suggestions were made regarding ambulance service in the area but none that would effect the service now provided by the Public Safety Department. Maternity Benefits City Manager Callinan explained that he had discussed an employee option for maternity benefits with Robert E. Shirrell Company and that they did not want to get involved with maternity benefits at this time. He informed that the Redwood Empire Municipal Insurance Fund is considering providing for maternity benefits and that he would know more after an insurance meeting. Community Clean Up City Manager Callinan informed that Community Clean Up Week has started and that some merchants were having sales on garbage cans and would contribute $1 for every one sold to the Rancho Cotate High School Activities and Athletic Trust Fund. Classification Study City Manager Callinan explained that no proposal has been received from the State Personnel Board yet for this study which was agreed to in the City's contract with SCOPE. Cities - School District City Manager Callinan informed that this committee would be Coordinating Committee kept in operation unless Council wished otherwise. Councilman Carbone requested that Chairman Stewart review the issue of buses at the next committee meeting. CETA Application City Manager Callinan informed that the City is requesting 30 CETA employees for this next fiscal year. Sonoma County Water City Manager Callinan explained an arrangement proposed in a Agency Nursery letter from Carl Jackson of the Sonoma County Water Agency Arrangement dated August 25, 1978 whereby the City would maintain creeks for the agency and that the City would put seedlings in the agency's nursery until they could be used in the parks, roadways, etc. Upon motion of Councilman Carbone, seconded by Mayor Hopkins, and unanimously approved, said agreement as outlined in a letter from the Sonoma County Water Agency dated August 25, 1978 Was appro'v'ed. Request for Vacant City Manager Callinan informed that a request had been Lot Use received from Mr. Tom Balch, 8545 Liman Way, regarding the use of a vacant piece of City owned property immediately south of his property to be use as a garden plot. Page 5 September. 11, 1978 Upon motion of Councilman Carbone, seconded by Councilman Roberts, and unanimously approved, said vacant lot will be leased subject to conditions set forth in a letter to Mr. Balch. Annexation Policy and Councilman Beary informed that he would defer these possible Growth Limitation ballot measures until next municipal election. Mobile Home Advisory Councilman Carbone proposed a resolution to establish a Committee mobile home advisory committee, a copy of which is attached to the original set of these minutes. Resolution No. 78-121 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK ESTABLISHING THE ROHNERT PARK MOBILE HOME ADVISORY COMMITTEE Councilman Carbone made a motion, seconded by Councilman Roberts, to introduce Resolution No. 78-121 and schedule it for public hearing. City Manager Callinan read the proposed resolution. Discussion followed during which several changes were made to the resolution. Said motion to introduce the resolution, as amended, and schedule it for public hearing was approved by the following roll call vote: AYES: (5) Councilmen Beary, Carbone, Roberts, Stewart and Hopkins NOES: (0) None Re-scheduling the City Manager Callinan informed that the next Council meeting September 25th scheduled for September 25th, would occur during the League Council Meeting of California Cities convention in Anaheim. Mayor Hopkins and the Council re-scheduled the meeting for Thursday, September 28th, at 7:00 p.m. Commerce Boulevard Councilman Roberts expressed his concern with the traffic Traffic Problem situation created on Commerce Boulevard at the northern entrance and exit driveways for the two shopping centers and stated that he had seen two accidents in the last two weeks in that area, and feels only right hand turns should be allowed at the north ends of the shopping centers. Staff was instructed to report back on this matter. Newcomers Club City Manager Callinan informed that the Newcomers Club Donation donated a clock and bulletin board for the new Community Center. Unscheduled Public Mr. Jack Behl, Director of the Rohnert Park Cultural Arts Appearances Corporation, was recognized and expressed his concern that the City was not doing all it could to move ahead on a Theatre Arts Building, especially after seeing a newspaper article on the Rohnert Park Aquatic Park proposal. He feels that a Theatre Arts Building is a much needed addition to the community. Discussion followed.
