1979/03/12 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES March 12, 1979 The Council of the City of Rohnert Park met this date in regular session commencing at 7:12 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins presiding. The regular session was preceded by an executive session which commenced at 7:00 p.m. and at which all Council- men and City Manager Cailinan were present.and which was held to discuss personnel and litigation matters. Call to Order Maly r Hopkins called the meeting of the regular session to order at approximately 7 :12 p.m. and led the pledge of allegiance. Roll Call Present: (5) Councilmen Beary, Carbone, Roberts, Stewart and Hopkins Absent: (0) None' Staff present for all or part of the meeting: City Manager Callinan, City Attorney Flitner, Planning Director''Skanchy, and Director of Public Safety Dennett Approval of Minutes Upon motion of Councilman Carbone, seconded by Councilman Beary and unanimously approved, the minutes of February 26 1979 were approved as submitted. Approval of Bills City Manager C.allinan, referring to Project No. 1977 - 14 for the new community and recreation center, requested that progress payment No. 10 in the amount of $30,166.77 for Christensen and Foster be added to the bills for approval. Upon motion of Councilman Roberts, seconded by Councilman Carbone, and unanimously approved, the bills presented per the attached list in the amount of $341,286.'45, including the bill received from Christensen and Foster in the amount of $309166.77, were approved. Said total includes $4,175.00 for the Rohnert Park Civic Commission. Danceathon, Adrian Willis, 203 East Cotati Avenue, member of the Youth Advisory Commission, was recognized and asked if the Council would be willing to sponsor a Youth Advisory Commissioner'in the Rancho Cotate High School Key Club "Danceathon" on March 24th. The danceathon he explained was a fund raising program'for the Muscular Dystrophy Association. Discussion followed. Upon motion of Councilman Beary, seconded by Councilman Carbone, and unanimously approved, the City Council went on record as sponsoring a Youth Advisory Commissioner in the March 24th "Danceathon" at $2.00 per hour. Resolution No..79 -45 RESOLUTION SETTING POSITIONS, TITLES, A14D PAY RANGES WITHIN THE CITY City Manager Callinan explained the resolution. Upon motion of Councilman Carbone, seconded by Councilman Roberts, and unanimously approved, reading of Resolution No. 79 -45 was waived and said resolution was adopted. Page 3 March 1? 1979 Resolution No. 79 -46`. RESOLUTION APPROVING AGREEMENT WITH MILTON F. JOHNSON /CLIFFORD E. ANDERSON, ARCHITECTS AIA AND ASSOCIATES, FOR ARCHITECTURAL SERVICES FOR LADYBUG PARK POOL City Manager Callinan explained the resolution. Upon motion of Councilman Carbone, seconded by Councilman Roberts, and unanimously approved, reading of Resolution No. 79 -46 was waived and said resolution was adopted. Councilman Carbone requested that the record reflect his concern about the,possibility of using solar heating for the pool. Resolution No. 79 -47 A RESOLUTION OF AWARD OF CONTRACT (Snyder Lane and Hinebaugh Creek, Project.No, 1978 --1, Box Culvert) City Manager Callinan, referring to his March 8th memo to the City Council, reviewed the bid summary for this project and explained the resolution. Upon motion of Councilman Carbone, seconded by Councilman Roberts,.and unanimously approved, reading of Resolution No. 79 -47 was waived and,said resolution was adopted. City Manager Callinan requested that the resolutions determining unpaid assessments and ,reducing certain assessments be scheduled for the next Council meeting because of the possibility that some.of the property owners within the assessment district would pay off their assessments. The Council so agreed. Community and City Manager Callinan reviewed his March 8th memo to the Recreation Center City Council concerning the new community and recreation center's a) interior furnishings, b) building security and c) building maintenance. After a brief discussion the City Council expressed its approval for City Manager Callinan to hire temporary part- time employees to provide custodial and /or building security at the new community and recreation center.'' Homes' proposed and Rezoning development of 162 acres located east of Snyder Lane at the northeast corner of the city's city limits. Mr. Callinan noted that Mr. Del Davis of Del Davis Associates and Mr. Art Conditotti of Debra Homes were present in the audience. Planning Director Skanchy commented on the project site plan which was displayed. Mr. Del Davis was recognized and briefly reviewed the traffic study he prepared for the project. Resolution No. 79 -48 RESOLUTION OF THE ROHNERT PARK CITY COUNCIL APPROVING NEGATIVE DECLARATION FOR DEBRA HOMES, INC. IN THE FORM OF AN ADDENDUM' TO THE SHAPPELL ENVIRONMENTAL- IMPACT REPORT Upon motion of Councilman Carbone, seconded by Councilman Roberts, and unanimously approved, reading of Resolution No. 79 -48 was waived'and said resolution was adopted. Councilman Beary - Councilman Beary returned to the Council Chambers at approximately Returns 7:58 p.m File No. 0261 - City Manager Callinan informed that Planning Director Skanchy Sonoma Grove, had met with some of the tenants of Sonoma Grove to discuss Parking Problems 'parking problems but because Mr. Tellis, Sonoma Grove's owner /developer, wasn't present discussion concerning the grove should be deferred until later in the meeting. Classification City Manager Callinan reviewed his March 8th memo to the Study City Council concerning the Classification Study prepared by the State Cooperative Personnel Service and some of the revised job specifications and relationship charts. Upon motion of Councilman Carbone; seconded by Councilman Roberts, and unanimously approved,' the Classification Study, as amended, was accepted and the City Manager was authorized to work out a program for its implementation. File No. 0216 - City Manager Callinan, noting that Mr. Tellis was present, Sonoma Grove, pointed out the site plan for a long lineal parking lot Parking Problems on the west side of Sonoma Grove. He informed that staff felt that the proposed parking lot would eliminate the present Parking problem,. Mr. Tellis participated in a general discussion concerning the Grove with the Council. Golf Course City Manager Callinan reviewed his March 8th memo to the Matters City Council pertaining to various golf course matters. Discussion followed. Upon motion of Councilman Roberts, seconded by Councilman Beary; and unanimously approved with Councilman Carbone abstaining, the exercise of option by Roy and Connie Smith to extend their lease for the restaurant at the golf course was approved. Councilman Carbone wanted the record to show that he hadn't voted on the matter only because he didn't know enough about the Smith's lease. The Council, during its discussion of the golf course matters, approved staff's recommendation that volunteer police auxiliary members provide patrol and security service on the city's golf courses on a compensated basis. Additional Council City Manager Callinan and Council members discussed the Meeting possibility of holding an additional Council meeting on March 21st at 3x00 p.m. in order to discuss interior furnishing bids for the community and recreation center and golf course matters. View .Drive+ He,requested> that the City Council reaffirm the staff's position that the rubble be immediately removed, or that city forces would arrange for its removal and have the. -,cost made a lien against the property. Discussion follow( Councilman Roberts made a motion, which was seconded by Councilman Beary,, that if the rubble was not removed within one week that it-would be handled,by city forces and costs would be made a lien against the property. Discussion followe, during which Councilman Roberts and Beaty withdrew their .emotion and second respectively. Upon motion of Councilman Roberts, seconded by Councilman Beaty, and unanimously approved, the Council went on record as allowing only two weeks more to remove the rubble and debris from 265 College View Drive and that the matter will be on the March 26th City Council agenda to consider the matter further. School Grounds City Manager Callinan reviewed his March 8th memo to the Maintenance Council regarding proposals solicited from Redwood Landscapin and Crestview Landscaping for the maintenance of school grounds. Upon motion of Councilman Carbone,;•seconded by Councilman Roberts, and unanimously approved,._approval for staff to contract out the maintenance service for the school grounds, was granted. Page 6 March 12, 1979 Storer Cable TV ., City Manager Callinan reviewed his March 8th memo to the Showtime Rates 0 City Council concerning whether or not the city can regulate the rates being charged by Storer Cable TV for the "Showtime" feature., City Attorney Flitner asked that further considerat5 of the matter be deferred until the.March 26th meeting so that he could research the matter further and review material . that,$torer's attorney, was to send him. City Manager's City Manager Callinan referred the Council to his memo dated Report Match 8, 1979 to the. City Council for explanation of all matters on the City Manager's Report section of the agenda. 265 College View. Water City Manager Callinan reviewed his March 8th memo to the agency Study Council concerning the city's financial participation in a reorganization study being done.for the Sonoma County Water Agency. Discussion followed. Upon motion of Councilman Beary, seconded by Councilman Carbone, and unanimously approved, the City Council went on record.as expressing its willingness to participate in a reorganization study of the Sonoma County Water Agency if its financial contribution was proprotionate to its entitlement of Coyote aqueduct water. After a brief discussion Councilman Stewart offered to coordinate the event with Cotati officials. :lass Action Lawsuit City Attorney Flitner commented briefly concerning the class Lgainst P.E.R.S. action lawsuit against the Public Employees Retirement System and, numerous cities, and informed that there was a possibility of "buying out" of the lawsuit. City Manager Callinan, responding to Councilman Stewart, ,informed that the bags over the "no parking" signs on Cristob; Road would remain as is for the time being until the parking lot was completed.or the parking situation otherwise resolved RESOUr1ION ENCOURAGING DEVELOPMENT OF MEDICAL FACILITIES City Manager Callinan explained, the resolution prepared at the suggestion of Councilman Carbone. Upon motion of Councilman Carbone, seconded by Councilman ,Beary,.and unanimously approved, reading of Resolution No. 79-50.was waived and said resolution was adopted. Mr. Glen Evans, Adele Avenue, was recognized and informed that when the Home Box Office feature was offered in Santa Rosa hookup was offered.to the residents free of charge. He expressed his objec,tion'at having to pay the high rate of $29.95 for . the."Shwtime"-feature offered by Storer Cable TV. Mr. Evans explained I tha . t he had written the F.C.C. to complain about Storer's service and rates, but they had responded that the city regulated the franchised operation. .,Mr. Evans suggested that if the Council lowered Storer's rates, that-it be retroactive . to the date when the last rate increase was approved. 1h.addition the retroactive rate should be made available to all those who are presently hooked up to cable.
