March 21, 1979
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 3:00 p.m. in the
City Offices, 6750 Commerce Boulevard, Rohnert Park, with
Mayor Hopkins presiding.
all to Order Vice -Mayor Roberts called the meeting of the adjourned regular
session to order at approximately 3:00 p.m.

Absent: (1) Councilman Stewart
Others present: City Manager Callinan, Director of Parks
and Recreation Pekkain, Patty Mosher of Roland /Miller /Associates.
Bill Cavalli and Mr. and Mrs. Lyons
Dommunity and City Manager Callinan reviewed the bid summary for community
Recreation Center and recreation center furnishings. Discussion followed.
Upon motion of Councilman Beary, seconded by Councilman
Carbone, and unanimously approved, Council approval was
given to place an order for community and recreation center
furniture and furnishings.
Golf Courses City Manager Callinan explained that the main purpose for
today's meeting was to discuss golf courses operations.
Mayor Hopkins Mayor Hopkins arrived at this point in the meeting, the
Arrives time being approximately 3:08 p.m., and assumed chairing
of the meeting.
Mr. Callinan conducted a general overview of various golf
courses matters. Discussion followed between the Council,
staff and with Mr. and Mrs. Lyons and Bill Cavalli participating.
and which included: the existing golf course's financial status
for the year, discussions and /or proposals received from various
individuals for operating the Bourses, the existing golf course
operation and maintenance as well as its overall playing
condition, possible pro shop and restaurant improvements,
acquisition of a liquor license for the golf course restaurant,
acquisition of golf carts, addition to the existing golf course
shed, installation of golf cart paths on the new golf course,
weekend security provided by police reserves, and future golf
course promotions.
Councilman Carbone requested that the record reflect his
previous objections to the golf course, i.e. the city being
in the golf course buisness. In addition, he was opposed
to the State of California being involved in alcoholic
beverage control and to having the city purchase a liquor
license or expending any funds on the courses. He questioned
the attendance of Bill Cavalli, Manager of the Chamber.
Mr. Cavalli explained that he was attending the meeting
as "Bill Cavalli" and not the Chamber Manager.

Resolution No. 79 -51
RESOLUTION SETTING RATES FOR PLAY AT ROHNERT PARK MUNICIPAL
GOLF COURSE
City Manager Callinan explained the resolution.
Councilman Beary made a motion, which was seconded by Council -
man Roberts, to waive reading of Resolution No. 79 -51 and
adopt said resolution. Discussion followed.
Councilman Carbone requested that the minutes reflect that
he felt that Increasing the golf course rates at this time
was premature until decided if the city would run the course
or if it would be run by professionals. Mr. Carbone expresses
his opposition to raising the rates until such time as
the city had had a chance to determine "how, what and where."
The motion to adopt Resolution No. 79--51 was approved by the
following roll call vote:
AYES: 0) Counallmen Beary, Roberts and Hopkins
NOES: (1) Councilman Carbone
ABSENT: (1) Councilman Stewart
Hospital Site
City Manager Callinan informed that Resolution No. 79 -50
concerning the city's hospital, site had generated a lot
of interest.
Staff Meetings
City. Manager Callinan informed that staff had embarked
with Local Merchants
on a series of meetings with local merchants to help them
become better informed of various community undertakings.
Project No. 1977 -4
City Manager Callinan commented on the bid results for
Transport Avenue
Transport Avenue improvement project.
Adjournment
There being no further business, Mayor Hopkins adjourned
the meeting at. approximately 4:20 p.m.

If the city elects to contract there is cost additional to the contract
bid price for city miscellaneous maintenance and administration of $750
per month amounting to $9000 per year which is the same for each contract,
