The Council of the City of.Rohnert Park met this date in
regular session commenci.ng.at 7 °30 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Roberts
presiding. The regular session was preceded by an executive
session which commenced at 7:00 p.m. and at which all
Councilmen and City Manager Callinan were present and which
was held to discuss personnel and litigation matters.

order at approximately 7:30 p.m. and led the pledge of
allegiance.

,pproval-of.Bills Upon motion of Councilman Hopkins, seconded by Councilman
Beary., and unanimously approved, the bills presented per
the attached list in the amount of $384,556.30 were approved.

Nos. 79-69 through 79-80 was waived and said resolutions
were adopted.,
Convalescent Hospital Mr. Raymond Smith, A. E.. Brim & Associates, Ltd., was
recognized and informed that his firm was involved in a joint
venture with Christensen and Foster to develop a 123 bed
convalescent hospital in Rohnert Park. He introduced Mr.
0. E. Christensen and Mr. Ed Ronchelli of Christensen and
Foster. It% Christensen addressed the Council regarding
their firm's extensive background in-the building industry.
'Mr. Smith reviewed his firm's experience in developing
hospitals as covered in the brochure previously sent to all
members of the Council. He noted the need for a master plan
and site development for the medical- center and the number
of . jobs this would create in the comunity. Discussion
followed upon conclusion of which Mayor Roberts indicated that
action would not be taken because of the Council's previously
made cowdttment to Medical Environments, Inc. to study the
feasibility of an acute hospital.
Transportation Devel- City Manager Callinan referred the Council to his memo
apment Act Funds dated April 19, 1979 to the City Council for explanation of
this matter to have the city's claims filed with the
Metropolitan Transportation Commission.

Commission's recommendation to abandon a 12,650 square foot
triangular parcel located on.the west side of Holiday Park
Subdivision Unit No. 4, south of Myrtle Avenue, west of
Lanyard Court West and Lassen Court to be divided and sold
to the petitioning property owners who border it subject to
conditions set forth;by,the Planning Commission.
Resolution No. 79 -81
A`RESOLUTION OF THE CITY OF ROHNERT PARK ABANDONING AND
VACATING A 12,650+ SQUARE FOOT TRIANGULAR PARCEL ADJACENT TO
THE WEST SIDE OF HOLIDAY PARK SUBDIVISION UNIT NO. 4, SOUTH
OF MYRTLE AVENUE 4.004 AND WEST OF LANYARD COURT WEST AND
LASSEN COURT (A portion of Assessor's Parcel No. 046- 54 -73,
Parcel B)
Councilman Hopkins made a motion, seconded by Councilman
Beary, to waive reading of Resolution No. 79 -81 and adopt
said resolution subject to conditions. Discussion followed.
Mr. Jerry Van, de Weg, 506 Lanyard Court, was recognized and
asked that the funds received from the sale of this
property be earmarked for use in "L" neighborhood.
Mayor Roberts accepted this condition as an amendment to
the above resolution, which was then unanimously approved.
Sewer Plant Rezoning
City Manager Callinan referred to.his memo dated April 19,
1979 to the Council for explanation of this matter and
solicited their direction. The Council decided to leave
the surplus sewer,plant land as is and not to rezone it.
Traffic Island on
City Manager Callinan referred the Council to his memo dated
commerce Boulevard
April. 19, 1979 to the City Council for explanation of this
matter. City Engineer Brust and Superintendent of Public
Works Eagan showed a.'State Department of Transportation film
of the traffic patterns at rush hour on Commerce Boulevard
between Hunter Drive and the.Rohnert Park Expressway.
Discussion followed.
Mr. Carl Moore, operator of the Texaco station on Commerce
Boulevard, was recognized and.noted the effects the island
would have on his station and commented on the amount of
traffic on Commerce Boulevard and the problems it's creating.
Discussion followed.
Upon motion of Councilman. Beaty, seconded by Councilman
Hopkins, and unanimously carried, approval was given for
the,installation of a permanent traffic island on Commerce.
Boulevard (from the Rohnert Park Expressway southernly for
approximately 330 feet without any opening in it).

'City Manager Callinan referred Council to his memo dated
April,20. 1979 to the City Council regarding a proposed
resolution and ordinance to provide for the adoption of a
Master Traffic Signalization Plan . and for the imposition of
a fee on new development to assist the city in paying for
`traffic signals. Discussion followed.

Upon motion of Councilman Hopkins, seconded by Councilman
Stewart, and unanimously approved, reading of Resolution

Ordinance No. 362
AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING TITLE 15
OF THE ROHNERT PARK MUNICIPAL CODE BY ADDING THERETO
CHAPTER 15.41 (Traffic Signals Fund)
Councilman Beary made a motion to deny introduction of
Ordinance No. 362, which died for lack of a second.
Discussion followed.

City Manager Callinan referred Council to his memo dated
April 19, 1979 to the City Council for explanation of this
matter and informed that the golf course operation and
maintenance would be taken over by California Golf-Tennis
on May 1; 1979 and that he had met with the golf course
employees to�-;discuss the transition.
RESOLUTION RESCINDING RESOLUTION NO. 79-51 SETTING RATES
FOR PLAY AT ROHNERT PARK MUNICIPAL'GOLF COURSE
'Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, reading of Resolution No.
79-85 was waived and said resolution was adopted.
City Manager Callinan informed that there will be a luncheon
for Finance Director Charbonneau on Tuesday, April 24th and
invited all Council members to attend.
RESOLUTION COMMENDING MARC E. CHARBONNEAU
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved,, reading of Resolution No.
79-86 was waived and said resolution was adopted.

Beary, and unanimously camied,.Joseph D. Netter was approved
as the City Treasurer effective May 1, 1979.
City Manager Callinan-informed -that Condiotti Enterprises,
Inc. is donating to the city the construction shack from
their job at the Expressway and Snyder Lane for use as a
concession stand and a letter of thanks will be sent to them.
City Manager Callinan advised that the health department has
indicated that Baskin-Robbins, located in the North Bay
Shopping Centre, could not have tables since they do not have
restroons available. Discussion followed.
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, Council stated thatthey
have no objections to Baskin-Robbins having tables and
chairs or benches outside for the use of their customers.
)mplaints Against City Manager Callinan informed that homeowner's complaints
,,ocker Homes against Crocker Homes are being handled by Crocker Homes
and that City Engineer Brust is coordinating the matter.
^oposition 13 City Manager Callinan directed Council's attention to the
ix Effects diagram of property taxes received by different area
governments since the application of Proposition 13 and noted
the marked decrease of taxes received by the city for new
building in the county. He then informed of the proposal
by Senator Leo McCarthy to eliminate distribution of sales
tax to the cities and channel it to the schools. Discussion
followed.

Police Vehicle City Manager Callinan reported that a Department of'Public
Accident Safety police vehicle was involved'in an accident in a Code
3 run.
Lobby Methods Councilman Hopkins informed that at the next ABAG meeting
methods of lobbying judges would be discussed and requested
any input from Council concerning this matter.
Rawitser Legal Fees' " Councilman Stewart inquired as to'the outcome of her motion
at the last meeting concerning reimbursement of legal fees
to Mr. Mike Rawitser for the drafting of a golf course lease
agreement.; City Manager Callinan informed that the motion
was seconded and approved.:
Restrooms at "A" Park Councilman Stewart informed that the restrooms at s'A`° Park
were locked on Saturday, April 21st during the Pee.Wee LeagL
games and that they smelled peculiar.
Cotati Police Calls Councilman Stewart questioned the memo sent from the City of
for Assistance Cotati regarding calls for police assistance. City Manager
Callinari informed that this is being checked out against ouz
city's records,
Meetings with City Mayor Roberts requested City Manager Callinan to set up
Commissions > meetings between.the various city commissions and the
City Council
Adjournment There being no further business, Mayor Roberts adjourned the
meeting at approximately 9.30 p.m.'
