,June 25, 1979
The Council of the City of Rohnert Park met this date in
regular session commencing at 7:00 :p..m. in the City, Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Roberts
presiding., The regular session was preceded by an executive
session which commenced at 7:00 p.m. and at which all Councilmen
and City Manager Callinan were present and which was held
to discuss personnel and litigation matters.
Mayor Roberts called the meeting of the regular session
to order at approximately 7:20 p.m. and led the pledge of alle-
giance.
Present: (4) Councilmen Beary, Carbone, Hopkins and Roberts
Absent: (1) Councilman Stewart
Staff present for all or part of the meeting: City Manager
Callinan, City Attorney Flitner.and Planning Director Skanchy.
A moment of silence was observed in memory of Robert A. DeWan,
Parks and Recreation Commission Chairman, who passed away
June 19, 1979,
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, the bills presented per
the attached list in the amount of $201,738.57 were approved.
Councilman Carbone Councilman Carbone left the Council Chambers at approximately

prior to the map being released;.
Upon motion of Councilman Hopkins, seconded by Mayor Roberts,
'and unanimously approved, reading of Resolution Nos. 79 -115
through 79 «119 was waived and :jai d rpsolutions were adopted
and the final map for Rohnert 'Foothills Subdivision No. 1
was approved.

Councilman Carbone returned to the Council Chambers at approx
mately 7:24 p.m.
City, Manager Callin n introduced Messrs. Kenneth T— F— rm"aaaa
and Richard Smith of Medical ,Environments Inc.
Mr. Hoffmann requested that the Council approve an additional
six months exclusive negotiating period with his firm in
order to pursue obtaining a Certificate of Need and financing
to construct'a general acute care facility on the ten acre
city owned hospital site. Discussion followed between Counci
members and Mr. Hoffmann.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, Medical Envirrnments
Inc. was granted an additional six (6) months exclusive
negotiating period to pursue obtaining a Certificate of
Need and financing for an acute general hospital facility.
The Council's approval was with the understanding that the
entire 10 acre hospital site owned by the city could be
used in that firm's proposal.
Kamara Davis of KAIROS was recognized and, referring to
Program Coordinator Raskin's letter dated June 19, 1979,
a copy of which 'is attached to the original set of these
minutes, explained its request for financial assistance.

the Rohnert Park A.A.R.P., was recognized and commented
on various programs conducted by KAIROS. Mr. McCormick,
on behalf of the local A.A.R.P., recommended that the City
approve a contribution to KAIRQS. :.Discussion followed betweei
Council members.'
Upon motion.of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, the Council authorized
that $2,244-be provided in- the 197080 budget to help support
KAIROS activities.

appointments to the Council concerning the list of applicants for commission
appointments.
Tanning Commission Mayor Roberts opened the public hearing on appointments
to the Planning Commission.
There being no one desiring to be' heard, Mayor Roberts closed
the public hearing.
Upon motion of Councilman Hopkins, duly seconded, and unanimously
approved, the following individuals were re- appointed to
the Planning Commission for two year terms commencing July 1,
1979; Ray Goff, Mike Mullins and Leslie Symonds.
'arks and Recreatiorn Mayor Roberts opened the public hearing on appointments
;ommission to the Parks and Recreation Commission.
Mr. Harry Coffey, 5647 Daniel Drive, was recognized and
explained that he felt he could make a contribution to the
community, especially with his extensive background in recreation.
Mr. Geroge "Mike" Frasier, 6061 Country Club Drive, was
recognized and explained that'he had been in the community
8 months and wanted to utilize his skills in the area of
planning.
Mayor Roberts noted that a letter had been received from
Mr. David O'Brien explaining that he would be unable to
attend the meeting because of a prior commitment.
Mr. :George Robinson, 333 Enterprise Drive, was recognized
and expressed that he would like to become active in his
community.
Earl L. Rudy, 180 Alicante, was recognized and informed
that he had been active in recreation in Denver, Colorado;
is presently working with the Sonoma County Regional Parks
Department and that he had a background which he felt could
benefit the community.
Mr. Raymond Sani, 7683 Adrian Drive, was recognized and
explained that he had beena long time resident of the community;
that he knew the Recreation Department's staff and other
city officials and felt he could work well with them.
Mayor Roberts inquired if Air. Ron Say was in the audience.
There was no response.
Mr. Robert Soldavini, 536 Baron Drive, was recognized and
informed that he had coached for 18 years and that he would
like the opportunity to implement some of his ideas in the
recreation•area.

Mrs. Barbara- Uh1, 5779_Dexter Circle, was recognized: and
informed that she had been a resident for 3 years; was,a
member of the Rohnert Park _Women's Association as well as
other service organizations and had been active in various
other community projects.
Mr. James Uren, 183 Alison Avenue, was recognized and informed
that he had been a resident for 21 years and that it was
about time, after raising three daughters, to contribute
something to the community. He had several ideas to offer als

Mayor Roberts explained that the Council members would decide
the new appointees by secret ballot and that the .applicants
receiving at least three votes would be appointed to the
vacancies. Mayor Roberts collected and read the results
of the secret ballot®
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, the following individuals
were appointed to the 'Parks and Recreation Commission for
a,one year term commencing July 1, 1979: Incumbents: Eugene
Chaon, William Jacobi,.Roger Kreischer, Fran Murphey, and
new appointees: George Robinson, Robert Soldavini and Barbara
Uhl.
Cultural Arts " Ma 'Yor*,Roberts opened the public hearing on appointments
Commission to the Cultural Arts Commission.
Mr. George "MikeP4 Frasier, 6061 Country Club Drive, was
recognized and explained that he would like to get involved
in the community.
Dr. Ransom Sare, 706 Lisbon Court, was recognized and informed
`that he had been a resident 3 years and had been president
of the Friends of the Library as well as the Founder's Day
Committee. Mr. Sare informed that this year the Founder's
Day Committee was completely self- supporting, therefore,
would not be requesting a contribution from the City Council.
Mayor Roberts informed that Nor. Stamps was out of town and
unable to attend tonight's meeting.
Where being no one further desiring to be heard, Mayor Roberta
closed the public hearing.
The Council was secretly polled to decide who the new appoint(
would be. Mayor. Roberts read the results of the secret
ballot.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and .unanimously approved, the following individuals
were appointed to the Cultural Arts Commission for two 4
year terms, commencing July 1, 1979: Incumbent Ann Rasmussen
and new appointee Ransom Sare and new appointee George "Mike"
Frasier was appointed to a three year term commencing July
1, 1979.

ile No. 0418 - City Manager Callinan reviewed his June 21, 1979 memo to
antas Development the City Council regarding completion of the enviornmental
orporation, EIR impact report.:by_Del Davis Associates. He informed that
all firms and /or individuals who had expressed interest
in the EIR had been sent a copy of the Council meeting agenda.
Correspondence had been received from the City of Cotati
and Mr. David Catano, copies of which had been provided
to,each Council member, requesting that the matter be postponed.
Staff recommended that the Council hear Mr. Davis' presenta-
tion and continue the matter to its July 9th meeting.
Mayor Roberts informed that it was the Council's opinion
that because the matter was to be continued to the July
9th,meeting, Mr. Davis' presentation should also be postponed
until that time.
Upon motion of Councilman Hopkins, seconded by Mayor Roberts,
and approved by the following voice vote, the Council's
consideration.bf the Qantas EIR was deferred to its July 9,
1979 meeting.

File No. 0668 - City Manager Callinan reviewed his June 21, 1979 memo to
Holiday Park Sub. the City Council concerning the Planning Commission's recommends- -
No. 5 Lion that the city abandon a 6,650 square foot triangular
parcel located on the southeast corner of Lorraine Court
South.
Planning Director Skanchy pointed out the subject parcel
on a map which was displayed.
Resolution No. 79 -120 A RESOLUTION OF THE CITY OF ROHNERT PARK ABANDONING AND
VACATING A 6,650 SQUARE FOOT TRIANGULAR PARCEL ADJACENT
TO THE SOUTH SIDE OF HOLIDAY PARK SUBDIVISION UNIT NO. 5
SOUTHEAST OF LORRAINE COURT (SOUTH) (A Portion of Assessor's
Parcel No.,.046- 560 -61, Parcel B)
City Manager Callinan explained the resolution.
Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution
No. 79 -120 was waived and said resolution was adopted.
File No. 0659 - City Manager Callinan reviewed his June 21, 1979 memo to
Oretsky/McCulloh, the City Council regarding Ben Oretsky and Wanda McCulloh's
Appeal of Planning. appeal of the Planning Commission's denial of the site plan
Commission Decision and architectural review,for"a retail, commercial and profes-
sional office building to be developed on the west side
of Commerce Boulevard, north of Hinebaugh Creek.
Planning Director Skanchy described the site plans, original
elevations, and the re- designed elevations, all of which
were displayed.

Discussion followed between Council members and City Attorney

of Bus Service the Council, informed that a petition had been received
requesting the extension of shuttle bus service to the northe
area of town and advised that this service would be provided
this coming year as the Sonoma County Five Year Transportatic
Plan is implemented. Discussion followed.
Proposed 1979-80 Upon motion of.Councilman Hopkins, seconded by Councilman
Budget Work Session Carbone, and unanimously approved, the City Council designate
Monday, July 2, 1979 at 12:00 Noon to hold a work session
to.review the Proposed 1979-80 Budget.
Unappropriated City Manager Callinan commented on a recent communication
Balances from the League of California Cities relative to cities
committing unappropriated balances before year end in anticir
Lion of the "Gann Initiative". Discussion followed.
Resolution No. 79-121, A RESOLUTION COMMITTING UNAPPROPRIATED BALANCES
Councilman Hopkins made a motion, which was seconded by
Councilman Carbone, and.which failed by the following vote,
to waive the reading of Resolution No. 79-121 and adopt
same by title.
AYES: (2) Councilman Carbone and Hopkins
NOES: (2) Councilmen Beary and Roberts
ABSENT: (1) Councilman Stewart
Flitner-as to whether or not the City Council had the right
to approve the re-designed elevations or if they had to
be referred back to the Planning Commission for its review.
City Attorney Flitner advised since the matter is before
the Council on appeal, it was up to the Council's discretion
if it wanted to refer the matter back to the Planning Commiss
Ken Foote of Lloyd Olson and Associates, project designer,
was recognized and asked that if the Council decided to
send the re-designed elevations back to the Planning Commissi
that it do so with its affirmation. Discussion followed
between the .Council and Mr. Foote.',
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved,: the re-designed architecture
renderings of Ben Oretsky and Wanda McCulloh for a retail,
commercial and professional office building (File No. 0659),
were referred to the Planning Commission for its review
and action.

Mayor Roberts informed that Redwood Pacific Savings and
Redwood Pacific

The Sonoma County Board of Supervisors met February 6 to finalize the
C�I!A Public Service En-ployment (PSE) funding allocations for FY 179.
Your position allocation has been revised to include one Program Manager
one Community Vbrker, one Administrative Assistant, all regular PSE, and
one Legal Information Worker,(Special Project ending 6- 18 -79).
The Board has i rposed three special conditions of funding:
1. The schedule of supervision must be expanded to reflect complete
supervision of the participants.
2. This method of supervision is terTporary and no positions will be
funded after 9 -30 -79 without a permanent, non -CETA funded director.
3. The program will be reviewed every three months to ensure that
adequate training and supervision is provided.
We will need a notice from you stating who you have designated as your
official contact person. This person should be either on the staff or
Board-of Directors and be readily available to CETA staff.
Your assigned PSE Specialist, Linda Mezey, also requires certain job related
information in order to adequately screen for your positions. See the at-
tached sheets for details.

Kairop Comqu.nity Cent again approaching the City Council of Rohnert Park
seeking Revenue Sharing funds to help defray part of our a trative costs
and Executive bisector's salary. Our re uest from you i $2 241N.0 out of a
totaldmintrive budget of $13,647.96. We are making a s m ar request to
last year's, with an additional $100.00 per month for our Director.

A r6ce4t decision by the CETA advisory council is requiring Kairos to hire a non -
CFTA'funded "Executive Director. At present we cannot generate the salary of this
position with existing resources; therefore we are asking our current sources --
Cotati, the County and Rohnert Park -- to help cover this cost. Kairos cannot
function as a CE TA contract agency without supervisory personnel. Indeed, future
funding issues'will center around the ability of this position to generate
independent (i.e 'non -CETA) resources. Cotati has already alloted a budget sum,
and the Sonoma County Revenue Sharing Committee has approved additional funds
for the Director's salary. We are asking you to contribute a proportional share
to facilitate achieving our goal.
In return; °'your 'errant makes available $117,796.00 worth of human services to the
citizons.,of Rohnert Park. In the past year, Kairos' youth horticultural program
built a g�ephhou e, prepared an area for a community garden and worked with
Rohnert:,P'rk maintenance crews to beautify and improve the city. Our career
skills group tade'use of a number of Rohnert Park businesses and hired Rohnert
Park youth; benefiting both. Our Senior food mart, Emergency Food Bank and
ghildrdn� 'silfa ej� lunch programs provide free or reduced price food to Rohnert
Park residents, In addition, our Information and Referral switchboard and Para-
legal servioes give free consultation to your citizens.

education program, to provide many more human service personnel in the upcoming
year'through internship placements.
For over eight years Kairos Community Center has coordinated human services to
Rohnert Park? Cotati and Penngrove. In the last year, with the addition of
Rohnert Park financial assistance, our service population has increased from 30%
Rohnert-Park citizens in 1977 to an anticipated 45o in 1979 as evidenced by our
legal program, Our community has benefitted from your help and our cooperative
efforts to reach our citizens. In the future we hope to provide new services and
improved''OP�di.nation of extant ones. Your assistance in the past has proved
invaluable -And will be equally so in the coming year. Thank you for your time
