The City Council of the City of Rohnert Park met
this date in adjourned regular session com-
mencing at approximately 12:00 Noon in the
City Offices, 6750 Commerce Boulevard, Rohnert
Park, with-Mayor Roberts presiding.
Call to Order Mayor Roberts called the meeting of the ad-
journed regular session to order at approxi-
mately 12:05 p.m.,

1979 Building City Manager Callinan distributed an inter
Permit Allocations office memo, dated July 21, 1979, a copy of
which is attached to the original set of
these minutes, from Planning Director Skanchy
revising the 1979 building permit allocations.
He indicated,and the Council consented to,
the matter being placed on the Council's
July 9, 1979 meeting agenda for ratification.
1979 -80 Proposed City Manager Callinan informed that represen-
Budget Review tatives from the cultural arts group and
Chamber of Commerce were present to answer
any questions the Council might have.
A brief discussion followed between Chamber
Manager Cavalli and Council members about*
that organization's budget for community pro-
motion.

The Council. commenced. a detailed review of
the 197980 Proposed. Budget, .page by page,
discussing the budget with the various staff
members who were present.
City Manager Callinan informed that the
proposed budget and Federal General Revenue
Sharing Funds_.would be..the subject of a
public hearing at the July 9th Counci 1 meetinF,;.
Upon motion of Councilman Bearv, seconded
by Councilman Hopkins, and u.nHr _imously approved,
the City Council gave tentativ-, approval to
the 197,9 -80 Proposed Budget,

Adjournment

SUBJ: Revision of 1979 Building Permit
Allocation

On June 29, 1979 the City Manager and Planning Director met with the various
developers to ascertain whether or not they intend on building the total
amount of units as originally allocated by the City Council for calendar year
1979.
The following developers were in attendance at the meeting held at City Hall:

Douglas Straub, Novak Development
Jon Joslyn, Qantas Development Corp.
Dwayne Strawther, Fairway Homes, Inc.
Peter M. Callinan, City Manager
Paul Skanchy, Planning Director.
Attached is a'copy of the revised allocations as recommended by staff and agreed
upon by the abovementioned developers. The first column indicates the firm,
second column project location, third column no. of units allocated for 1979;
fourth column—unit change recommended as of June 29, 1979; fifth column..total
number for calendar year 1979, and sixth column comments and reasons for change.
Crocker Homes plans on building the full 120 units this year and at present they
have obtained 33 permits.
Debra Homes plans on building the full 120 units of which they have obtained
-I07 permits at present. Debra Homes was allocated 40 units for Rohnert Foothills
Subdivision and are requesting an additional 60 units for a total of 100 units
in order to economically start the project this calendar year.
Qantas Development Corporation was allocated a total of 135 units. They stipulated they
will only be building 50 units this calendar year therefore they have a surplus
of 85 units to be distributed among the other developers.
Summit Builders, Rancho Sonoma No. 4, stipulated they will build the 31 units allocated
for calendar year 1979 and don't need any more this year.
William Miller Apartments, Santa Alicia Drive, were allocated 42 unitsand need an
additional 10 units to complete the project.
Dwayne Strawther, Adobe Creek Townhouses, was allocated 42 units this calendar year and
would like an additional 30 units.
Crafco was alloted 36 units. To date we have not received any plans for
contemplated projects on subject property. Therefore, we are recommending
that the 36 units alloted be distributed among the builders who have projects
going for this calendar year.
Doyle Harris was alloted 16 units. To date he has not taken out any building
permits or started construction on his project. It is felt because of the vast
amount of off -site improvements that are required he possibly cannot start building
this year, therefore, we are recommending his allotment be distributed among the
builders who have projects going for this calendar year.
McKellar and Associates, Redwood Park, were alloted 53 units this calendar
year. In order to make the project economically feasible they have stated
they need approximately 90 permits, therefore, an additional 37 units is recommended.
By eliminating 85 units from Qantas Development Corp. 36 units from Crafco, and
16 units from Doyle Harris and distributing them amongst Debra Homes, William
Miller, Dwayne Strawther, and McKellar and Associates will leave the total allocation
for this calendar year at 650 units as per attached revised allocation sheet.
Council approval of the revised allocations is recommended.
