1979/10/22 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES October 22, 1979 The Council of the City of Rohnert Park met this date in regular session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Roberts presiding. Call to Order Mayor Roberts called the meeting of the regular session to order at approximately 7:00 p.m. and led the pledge of allegiance. Roll Call Present: (3) Councilmen Hopkins, Stewart and Roberts Late: (2) Councilmen Beary and Carbone (their time of arrival is specifically rioted in these minutes) Absent: (0) None Staff present for all or part of the meeting: City Manager Pro- Tempore Robert M. Albright, City Engineer /Director of Public Works Brust, Planning Director Skanchy and City Attorney Flitner (whose time of arrival is specifically noted in these minutes). Approval of Minutes Upon motion of Councilman Hopkins, seconded by Mayor Roberts Discussion followed between Mr. Behl and the Council members. Councilman Carbone Councilman Carbone arrived at this point in the meeting the Arrives time being approximately 7:08 p.m. and unanimously approved with Councilman Stewart abstaining, the minutes of October 9, 1979 were approved as submitted. Approval of Bills Upon motion of Councilman Hopkins, seconded by Mayor Roberts and unanimously approved, the bills presented per the attached list in the amount of $2,010,111.35 were approved. Adding Non - Agendaed City Manager Pro - Tempore Albright requested that time be Items to Agenda alloted immediately after the Consent Calendar section of the meeting's agenda to consider a resolution which would partially accept improvements installed in Rohnert Foothills Subdivision No. 1 and authorize partial release of security posted for installation of such improvements. Jack Behl Jack Behl, 56 Allan Avenue, was recognized and addressed the Council concerning possibly locating a class A baseball team in 'Rohnert Park while the Burton Avenue Recreation Center remains uncompleted. Mr. Behl expressed concerns regarding use of alcohol and the location of the Cultural Arts Coming Events sign. Councilman Beary Councilman Beary arrived at this point in the meeting the time Arrives being approximately 7:06 p.m. Discussion followed between Mr. Behl and the Council members. Councilman Carbone Councilman Carbone arrived at this point in the meeting the Arrives time being approximately 7:08 p.m. Page 2 October 22, 1979 Robert Carpenter re. Robert Carpenter, 5742 Dexter Circle was recognized and expressed Equip. Wash Facilities, concern about industrial uses behind residences on Dexter Circle, namely the golf course equipment wash rack and storage facilities. Mr. Carpenter reminded -that he had been asked to return to this meeting after the Council members had had a chance to look at the area. Mayor Roberts indicated that this matter would probably continue beyond the 5 minute time limit and asked Mr. Carpenter if he could wait until the later portion of the meeting to discuss .the matter. Mr. Carpenter' answered in the affirmative. City Attorney Flitner City Attorney Flitner arrived at this point in the meeting the Arrives time being approximately 7:11 p.m. Sam Clauder II re. Sara Clauder II, 535 Arlen Drive, was recognized and informed Performing Arts that he had contacted Bob Moore from the Governor's Office Theatre � regarding the possibility of obtaining joint funding for the City of Rohnert Park and'Sonoma State University to build a performing arts facility. He felt there was a need for such a facility in Rohnert Park and that the possibility of joining Sonoma State University in raising funds for such a project should be looked into. Discussion followed between Council members with Mr. Clauder participating. C O N S E N T C A L E N D A R City Manager Pro- Tempore Albright referred the Council to City Manager Callinan's Council meeting memo dated October 17, 1979 for explanation of all the matters on the Consent Calendar. Resolution No. 79-200 RESOLUTION AUTHORIZING APPLICATION FOR REIMBURSEMENT FROM STATE FOR EXTRAORDINARY COSTS INCURRED DURING 1973 -79 FISCAL YEAR TO PROVIDE LAW ENFORCEMENT PROTECTION UNDER EXTRAORDINARY CIRCUM- STANCES (Mutual Aid to Santa Rosa for Nazi Rally) Resolution No. 79 -'201 RESOLUTION OF INTENTION TO APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF ROHNERT PARK Ordinance No. 367 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY OF ROHNERT PARK AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA - PUBLIC EMPLOYEES',RETIREMENT SYSTEM Medical Environments Approving request far a six months extension on exclusive nego- Inc. tiating period to pursue development of a hospital in Rohnert Park. R.E.M.I.F. Ratifying letter - agreement with Redwood Empire Municipal Insurance Fund to provide payroll and fringe benefits services to Fund's General Manager. City Manager Pro - Tempore Albright explained the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Carbone and unanimously approved, reading of Resolution No. 79 -202 was waived and said resolution was adopted. Rohnert Park Ward of the Don Lancaster, 6155 Country Club Drive, was recognized and Jesus Christ of Latter presented the 'Council with copies of the "Family Evening Day Saints Manual" from the Rohnert Park Ward of the Jesus Christ of Latter Day Saints. File No. 0689 Robert City Manager Pro-- Tempore Albright referred the Council to A. Fippinger, Precise City Manager Callinan's Council meeting memo dated October 17, Development & Architec- 1979 concerning precise development plan and architectural tural Review review for 47 multiple family condominium units to be located at the southeast corner of Camino Corto and Avenidat Cala. Planning Director Skanchy explained the proposed project referring to site plans and elevations on display and noted that the application had been approved by the Planning Commis - sion subject to conditions. He reminded that this matter had been continued from the October 9, 1979 meeting in order for the applicant to work out a program to provide additional recreational facilities and open space. Information Center Upon motion of Councilman Hopkins, seconded by Councilman Carbone and unanimously approved, reading of Resolutions Nos. 79 -200 and 79 -201 was waived and said resolutions were adopted, reading of Ordinance No. 367 was waived and said ordinance was introduced and the listed miscellaneous approvals on the Consent Calendar were approved. Rohnert Park Men's Bob Rose, 8489 Liman Way, President of the Rohnert Park Men's Softball Association Softball.Association was recognized and presented the Council with a check in tho amount of $1,572 for repayment of a loan from the City to construct a fence in Benecia, park. Mayor Roberts accepted the check on behalf of the City and thanked the Rohnert Park Men's Softball Association for same. Resolution No. 79 -202 RESOLUTION OF THE ROHNERT PARK CITY COUNCIL PARTIALLY ACCEPTING THE PUBLIC IMPROVEMENTS INSTALLED IN ROHNERT FOOTHILLS SUBDIVI- SION AND AUTHORIZING PARTIAL RELEASE OF IMPROVEMENTS SECURITY POSTED FOR THE INSTALLATION OF SUCH PUBLIC IMPROVEMENTS AND THE FAITHFUL PERFORMANCE OF THE SUBDIVISION AGREEMENT City Manager Pro - Tempore Albright explained the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Carbone and unanimously approved, reading of Resolution No. 79 -202 was waived and said resolution was adopted. Upon inquiry Mr. Webdr,ind.icated that turf block had been provided for emergency` mergency I vehicular access to the subdivision. Upon motion of Councilman Carbone, seconded by Councilman Stewart, and unanimously approved with Councilman Beary abstaining, the Council approved the revised precise develop- ment plan and granted architectural review for Robert Fippingerl� 47 multiple family condominium units to be located at the southeast corner of Camino,Corto and Avenida Cala, subject to the conditions recommended by the Plan I ning Commission. File No. 0690 - John City Manager Pro-Tpmpore,Albright referred the Council to City Picchi, Precise Devel- Manager Callinants Council meeting memo dated October 17, 1979 opment & Architectural concerning precise development plan and architectural review Review for.15multiple family condominium units to be located south of Copeland Creek Drive (extension), east of Country Club Drive. Planning Director.Skanchy.explained the proposed project referring eferring to.site plans and elevations on display and noted ,that.the application had been approved by the Planning Commis - sion subject to conditions. He reminded that this matter had been continued from the October 9, 1979 meeting in order for .the applicant,to work out a program to provide additional open space and recreational facilities. John Picchi, Architect was recognized and described the revised development plans, converting 3 bedroom units to 2 bedroom units providing a pool, barbeque, and recreational facilities etc. Council I expressed concern iregarding the back of the units abut- ting the bike path and thereby being subject to vandalism. The Council recommended that fencing and dense landscaping be installed to deter vandalism to units adjoining the bike path. Upon motion of Councilman Stewart, seconded by Councilman Hopkins, and I approved by the following,roll call vote, the Council approved the revised precise development plan and granted architectural approval for John Picchi's 15 multiple family condominium units to be located south of Copeland Creek Drive (extension), east of Country Club Drive, subject to the conditions recommended by the Planning Commission. AYES: (4) Councilmen Beary, Hopkins, Stewart and Roberts NOES: (1) Councilman Carbone Page 5 October 22, 1979 State Dept. of Water City Manager Pro- Tempore Albright referred Council. to City Resources Presentation Manager Callinan's Council meeting memo dated October 17, 1979 concerning the State Department of Water Resource's report entitled "Meeting Water Demands in the City of Rohnert Park" and introduced Bob McDonnell, Chief Engineer; Charlene Herbst, Engineering Geologist; and Bob Ford, Staff Geologist, repre- sentatives of the State Water Resources Department. Mr. Bob McDonnell, Chief Engineer, was recognized and gave a presentation of the report entitled "Meeting Water Demands in the City of Rohnert Park ". Charlene Herbst, Engineering Geologist, gave a presentation summary, conclusions, recommendations and referred to drawings and a plexy glass display. Discussion followed between representatives of the State'Dept. of Water Resources and Council members. Julie Lisen, Wilfred Avenue, was recognized and questioned at what deepth Rohnert Park wells draw from. City Engineer Brust indicated that most City wells are 500' in deepth and that water is generally pumped from 200' and lower. Discussion followed. James Herrington, 188 Myrtle Avenue, was recognized and inquired if he could contact the State Water Department and get a res- ponse as to site location and well deepth. Bob Ford indicated that a recommendation could be made to an individual from the Department Bob McDonnell recommended that residents surrounding Rohnert Park carefully monitor water in their existing wells to find out if cones of depression were drawing water from outside of Rohnert Park. Ed Forrester, 297 Milbrae Avenue, was recognized and indicated that his well had gone down 30 feet in the past year. The Council. recommended that an educational program be initiated for residents of the.uninccrporated area surrounding Rohnert Park regarding maintenance, water monitoring, etc. City Engineer Brust, asked the State representatives if it would be possible for the State to provide the brochure to residents outside.Rohnert Park, providing them with well maintenance and other information. Bob McDonnell answered in the affirmative. Recess Mayor Roberts declared a recess at this point in the meeting the time being approximately 9 :21 p.m. Reconvene Mavor Roberts reconvened the meeting at approximately 9:25 p.m. .with all Councilmen present, except Councilman Hopkins. Communications Communications per the attached outline were brought to the attention of the City Council. No action was taken on any communications unless specifically noted in these minutes. Warm Springs Dam Councilman Stewart asked that the record show her supporting the construction of Warm Springs Dam Valley Village Parking Mayor Roberts initiated discussion concerning parking problems in Valley Village Mobile Home Park, indicating that the park was posted with "No all night parking" signs. It was the consensus of the Council that close attention should be given to adequately conditioning use permits for new mobile home parks so that there will be ample parking, lighting, recreational facilities, storage of motorcycles and recreational vehicles. Page 6 October 22, 1979 City Manager's Report City Manager Pro - Tempore Albright referred the Council to the Council meeting memo dated October 17, 1979 for explanation of all matters on the City Manager's Report section of the agenda. Bob Carpenter re. Equip. Council members informed Mr. Carpenter that they had been to Wash Facilities the equipment mash rack site at the golf course. City Manager Pro - Tempore Albright pointed out that Sam Singh, Golf Course Supt,, and'Bill Brown, Golf Director had reviewed the site with City Manager Callinan, and staff had been assured that der..se landscaping would be installed around the facilities. The Council - directed staff to 'oversee the installation of land - scaping around the equipment wash rack. Calif. League Baseball City Manager Pro­Tempore Albright referred Council to City Team Manager Callinan's Council meeiing memo dated October 17, 1979 concerning the possibility of locating a. facility within the City for the California League Baseball Team. Discussion followed between Council and staff concerning possible locations, costs and revenues from the baseball team. Mayor Roberts indicated that Councilman Carbone and Councilman Beary would comprise a Council committee to work with staff on possible sites and feasibility of the California League Base - ball Team locating in Rohnert Parka Community Center City 'Manager Pro- Tempore Albright referred the Council to City Phase II Manager Callinan's Council meeting memo dated October 17, 1979 concerning a Joint meeting between the Parks and Recreation 'Commission and the Cultural Arts`Commission on October 15, 1979 regarding Community Center phase II design. The Commission suggested the City pursue designing and funding for both a community gymnasium and performing arts building. Sam Clauder II, 535 Arlen Drive volunteered his services to obtain possible funding of the Performing Arts Theatre. City Attorney's Report City Attorney Flitner commented on the ruling in the Workmen's Compensation case concerning Betty A. Page 7 October 229 1979 Mayor's Meeting Mayor Roberts reported on various items discussed at the Mayor's and Councilmen's Association meeting. Crosswalk Usage Mayor Roberts recommended that the next newsletter include information concerning the "walk" and `don't walk" signals at signalized intersections. Bicycle Safety Program Upon inquiry of the Council, City Manager Pro- Tempore Albright indicated that he would look into the City's Bicycle Safety Program. Community Center Councilman Beary indicated that he opposed the earlier decision Phase II of the Council to have both the performing arts and gymnasium facilities designed at the same time, that a choice should have been made between one or the other.
