Noveriber 13, 1979
The Council of the City of Rohnert Park met this date-in regular
session commencing at 7:00 p.m. in the City Offices, 6750
Commerce Boulevard, Rohnert Park, with Mayor Roberts presiding.
The regular session was preceded by an executive session which
commenced at 7 :00 p.m. and at which all Councilmen except
Councilman Carbone were present, and City Manager Cal l i nan,
and which was held to discuss personnel and litigation matters.
Call to Order Mayor Roberts called the meeting of the regular session to
order at approximately 7:29 p.m. and led the pledge of
allegiance.

Upon motion of Councilman Hopkins, seconded by Councilman
Stewart, and unanimously approved, the minutes of October 22,
1979 were approved as submitted.
Upon motion of Councilman Hopkins, seconded by Councilman
Beary, and unanimously approved, the bills presented per the
attached list in the amount of $1,606,261.67 were ' approved.

Della Court Bike Path
CiIty Manager Call i nan referred Council to his memo dated
November 8, 1979 concerning a letter-petition received from
residents in the Della Court area requesting installation
of a bike path in that court. City Manager Ca i i Tian recom-
mended against installation pointing, out that the court is
a. very quiet street and with proper operation of bicycles
by the, youngsters and close parental supervision any problems
could be resolved. p.
Mrs. Janet Gleason, 6093 Della Court representing residents
of Della Court was recogni zed,' distributed copies of a proposed

to the set of these minutes) , indicated she has lived
on Della Court since its' Construction. and pointed out the
constant problems with speeding cars through the court making
it hazardous for children. Ears. Gleason felt the children
were drawn to the court area to play and that it was very
difficult to watch children from the angle of the houses on
the court. rIrs . Gleason pointed out also that it was difficult
to ride a bicycle on the sidewalk due to its design. She
felt that white.stripping on the street would provide the
Children with boundaries in which to ride their bicycle's and
keep 1 em out of the center 'of the street.

of the driveways might cause problems to a bike path.

on the street and felt the 'driveways would not effect a bike

Discussion followed.
Councilman Beary made a motion, which was seconded by
Councilman Hopkins, to install a bike path on Della Court
as depicted in Mrs. Gleason's proposed drawing, subject to
approval of the Engineering and Public Safety Departments,
and with the condition that the residents on Della Court
provide one half of the funds necessary for said project.
Said motion failed by the following roll call vote:

NOES: (2) Councilmen Stewart and Roberts
ABSENT: (1) Councilman Carbone
The Council advised Ors. Gleason that the natter would be placed
on the next Council agenda.
City Manager Callinan referred Council to his memo dated November
b, 1979 concerning the external auditor's financial reports
for the City, the Rohnert Park Civic Commission, and Federal
Revenue Sharing for the fiscal year ending June 30, 1979.
City Manager Callinan referred Council to his memo dated
November 8, 1979 concerning the 1980 Growth Management Program,
Building Permit Allocations, indicated that copies of the
allocations as prepared by staff have been given to each Council
member and solicited comments and /or suggestions. A copy of
the proposed 1980 Allocations report is attached to the original
set of these minutes.
Mayor Roberts expressed his feelings on voting on items that
were brought to his attention just before a meeting.
Discussion followed between Council members and staff. City
Manager Callinan reported on staff's meeting with the builders
regarding staff's recommendations.
Council inquired the status on the Shappel l housing project.
Planning Director Skanchy informed that Shappel l is apparently
joint - venturing with Gol dri ch , Kent P. Associates in order to
get the project underway , and that he will be meeting with
representatives from Shappell and Goldrich, Kent Q Associates
at a later date for more information.
Councilman Hopkins made a motion, which was seconded by
Mayor Roberts, to approve the 1980 Building Permit allocations
as outlined by staff.
Said motion failed to get a majority vote by the following roll
call vote:

California League City Manager Callinan referred Council to his memo dated
Baseball Team November 8, 1979 concerning possibly locating a California
League Baseball Team in Rohnert Park. City Manager Callinan
indicated that he had met with the teams owner, City staff,
Council Committee, representatives of the school district,
and boys baseball programs regarding possible use of the Jr.
High school field for one year and later providing a permanent
facility for the team. ,
Discussion followed'between staff and,'Council members concerning
facilities, requiring visiting teams i to use local motel facili-
ties, portable locker rooms, lighting, bleachers, fencing, cost
expenditures, tax revenues, etc.
City 'manager Callinan pointed out that he felt a new and
p6rmanent.facility.could be provid6d by 1981.
Councilman Carbone Councilman Carbon6 arrived at this point in the meeting the

City Manager Callinan indicated that due to the City's already
overburdened facilities-additional sports facilities were greatly
needed.

AN INVITATION TO THE CALIFORNIA LEAGUE BASEBALL TEAM
City 4lanager Callinan read and explained the resolution.
Upon motion of Councilman Carbone, seconded by Councilman
:6eary and approved by the following roll call vote, reading of
Resolution No. 79-206 was waived and said resolution was adopted.

Landscape Architect City Manager Callinan referred Council to his memo dated

master plan, Golf Course Drive, Copeland Creek physical fitness
course. He indicated that due to the late arrival of one of
the proposals that the matter would be deferred to the next
Council meeting. Thee Council concurred.'
Communications Communications per the attached outline were brought to the
attention of;the City Council. No action was taken on any
communications unless specifically noted in these minutes.
City Manager's 4 Report City Manager Callinan referred Council to his memo dated
November 8, 1979 for explanation of all matters on the City
Manager's Report section of the agenda,
Community Center City Manager Callinan referred Council to his memo dated November
Phase TI 8, 1979 to the Council concerning directing staff to proceed
simultaneously with the development of programs for both the
community athletic facility (gymnasium) and the performing
arts theatre.

Discussion followed between staff and Council members.
Councilman Beary made a motion, which was seconded by Councilman
Stewart to make the performing arts theatre first priority for
phase II of the Community Center.
Councilman Hopkins made an amendment to said motion, which was
seconded by Mayor Roberts, for the Council to amend Councilman
Reary's motion so as to give both the performing arts theatre
and the gymnasium equal priority status.
The.amended motion was approved by the followinn roll call vote:

NOES: (2) Councilmen Beary and Stewart
Airporter Bus Service City Manager Callinan informed of a letter received from the
...Airporter Bus Service requesting to put a stop in Rohnert Park.
City Manager Callinan recommended use of the Golden Gate bus
stops located on Commerce Boulevard near the North Bay Shopping
Center. Mr. Callinan indicated that if the Council concurred
a certificate of public convenience would not be required since
the Airporter would be regulated by the State Public Utilities
Commission and the City could issue a revocable license for use
of bus stops.
The Council concurred and authorized the City 'Manager to handle
the matter.
Cancelling Council Upon motion of Councilman Hopkins, seconded by Councilman
Meeting Carbone and unanimously approved, the,Council cancelled the
November 26, 1979 meeting due to a conflict with the National
League of Cities Conference and agreed to hold a special meeting
if deemed necessary.
Lake Tahoe Recreational Councilman Stewart recommended that at the National League of
Area Cities Conference in Las Vegas that the City's delicate endorse
City of San Jose's support of a resolution concerning Lake
Tahoe's preservation as requested in their October 23, 1979
letter.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and approved by the following roll call vote, Council
authorized Rohnert Park's voting delicate at the National League
of Cities Conference to support a resolution concerning the
Lake Tahoe preservation.;

Babe Ruth Concession Mayor Roberts questioned staff on the status of the Babe Ruth
Stand concession stand for Alicia park.
City Manager Callinan indicated that contractor Mike Mullins
had assured him that construction will start soon.

Alcohol Use on City
Mayor Roberts in response to Jack Behl's concerns explained to
Property
Mr. Behl that it was not the responsiblity of the City to deter-
mine who can':or cannot be allowed to drink alcohol on City
property.
.
Mack Behl, 56 Allan Avenue was recognized and encouraged the
City to set an example by not promoting the use of alcohol at
its City functions.
City Manager Callinan in response to comments by Mr. Behl
pointed out that the City of Rohnert Park was the first city in
the County to provide an alcholism awareness program to its
employees.

Coming Events' Sign
Jack Behl requested that the trees in front of the Coming Events
sign located on Commerce Boulevard be relocated to allow for
motor vehicles to see the.sign: discussion followed upon which
no action was taken.
1980 Building Permit
Art Condiotti, 2777 Cleveland Avenue, Santa Rosa was recognized
Allocations
and requested Council again review the.proposed 1980 Building
Permit Allocations and take action because delay of a decision
until December 10th would cause a hardship on the builders
because of the uncertainty of hoEr to plan for 1980.
Upon motion of Councilman Beary, seconded by Mayor Roberts and
approved by the following roll call vote, Council agreed to
again consider the proposed 1980 Building Permit Allocations
as submitted by staff.
