January 28, 1980 ,
The Council of the City of Rohnert Park met this date in regular
session commencing at 7:00 p.m. in the City Offices, 6750
Commerce Boulevard, Rohnert Park, with Mayor Roberts presiding.
The regular session was preceded by an executive session which
commenced at 7:00 p.m. and at which City Manager Callinan, City
Attorney Flitner and all Councilmen except Councilman Beary
were present and which was held to.discuss personnel and
litigation matters.
Call to Order Mayor Roberts called the meeting of the regular session to order
at approximately 7:17 p.m. and led;the pledge ;of.allegiance.,
Roll Call Present:: (4) Councilmen Carbone, Hopkins, Stewart and Roberts

Staff present for all or part of the meeting: City Manager

reading of Ordinance Noe 369 was waived and said ordinance was
adopted, reading of Ordinance No. 370 was waived and said
ordinance was introduced, and the listed miscellaneous approval
on the Consent Calendar was approved.

Councilman Stewart expressed concern for prospective and present

a time period in which to notify present tenants and requiring
that all prospective tenants be informed of the conversion.
City Attorney Flitner upon inquiry informed that a condition
could not be placed�on the final map due to the tentative map
having been previously approved but that the Council could
request the developer to give ample notice to all tenants and
prospective tenants.
Discussion followed.
A motion was made b'y'Councilman Hopkins, and seconded by Council -
man Carbone, to approve the final map, File No. 0289, Robert
Harris, Santa Alicia Drive, (48'condominium units) and to
authorize the Mayor to execute an appropriate subdivision agree -
ment prior to the map being released for recording. Said
motion failed by the following roll call vote:

Mayor Roberts requested that the matter be placed on the next
agenda.
Rancho Cotat-e,H1gh Mr. Roy Logsdon, Work Experience, Youth Employment, Rancho
School Youth :Employ Cotate High School was recognized and gave a presentation on
ment Program the Youth Employment Program, reported that the program was
seeking $739.45 in supportive funds from Rohnert Park for the
proposed budget for 1980 summer youth employment program.
Discussion followed.
Upon motion of Councilman Stewart, seconded by Councilman
Hopkins, and unanimously approved, Council approved a contri-
bution of $789.45 to the 1980.Summer Youth Employment Program,
(which amount will be placed in the 1980-81 City budget).
International Systems 'I.S.I. representatives Debbie Day and Pam Irvin were recognized.
Inc. Contract Renewal They gave a presentation on International Systems Inc., informed
of the grants obtained for-the City by I.S.I., projects completed
and underway, requested that their contract be renewed at the
same cost as last year.
Discussion followed concerning the timing of payments for the
new contract year. The Council authorized City Manager Callinan
to work the details out with I.S.I.
RESOLUTION NO, 80-31
RESOLUTION OF THE COUNCIL OF THE CITY' OF ROHNERT PARK APPROVING
AGREEMENT WITH INTERNATIONAL SYSTEMS INC. FOR GMIT ASSISTANCE
Upon motion of Councilman Hopkins, seconded by Councilman Stewart
and approved by the following-roll call vote, reading of Resolu-
tion No. 30-31 was waived and said resolution approved.

Councilman Hopkins left the Council Chambers at this time, the

Rancho Cotate High
YramVoeks,.representing Rancho Cotate High School Marching
School Marching Band
Band,--was recognized and requested the marching band be allowed
to continue using Camino Corto for marching practice. Mrs.
Voeks submitted a letter of petition in support of the marching
band from residents on Camino Corto (the original of which is
attached to the original set of these minutes) and requested
the band be permitted .to-use Camino Corto from April through
June, 3 times a week for 45 minutes a day in which to practice.
Mrs. Voeks indicated that; funds were in the process of being
collected to rubberize the existing track at the high school
so the band could, use it for marching practice.
City Manager Callinan pointed out that if during the months
of April through June construction began in that area the
band would not be permitted to use Camino Corto.

Discussion followed.

Upon motion of Councilman Carbone, seconded by Councilman
Stewart and unanimously approved, Council approved the Rancho
Cotate Marching Band's use of Camino 'Corto for marching practice
during the months April through June, 3 days a week, 45 minutes
a day.with•the understanding; that marching practice will have
to be discontinued if and when construction starts on that
street.
File Noe 0709 City Manager Callinan referred Council to his meeting memo
Robert Forsher, Precise dated January 23, 1930 concerning precise development plan and
Development Plan & architectural review for a 19,217 square foot office - warehouse
Architectural - Review building to be located on Martin Avenue in the Laguna Verde
Industrial Subdivision.
Planning Director °Skanchy explained the proposed project
referring to site plans and elevations on display and noted
that the application had been approved by the Planning Commission
subjectto conditions.
Mayor Roberts opened the public hearing on the application for
precise development plan and architectural review for a 19,217
square foot office- warehouse building..
There being no one desiring to be heard and no written communi-
cations received Mayor Roberts closed the Public Hearing.
Upon motion of Councilman Carbone, seconded by Councilman Stewart,
and approved by the following.roll call vote, Council approved
Robert.Forsher °s application for precise development plan and
architectural review for a 199.217 square foot office-warehouse
building to be located on Martin Avenue in the Laguna Verde
Industrial Subdivision which is north of the Rohnert Park
Expressway on the west side of the freeway.

California League City- Manager Callinan referred Council to his memo dated
Baseball Project January 23, 1980•concerning the California League_ Baseball
Project, indicated that bid proposals had been solicited on
seating, fencing and the team building. He also reported on
the concession /restroom buildings, extension of sewer and water
adjustments to the field lights, and contacts with building
firms for contributions to the project

Communications
City Manager Callinan informed of communications received from
.the Chamber of Commerce concerning rotating Councilmen to
attend new business openings. It was agreed that the Mayor
-would handle the openings and arrange for a Councilmember to
stand-in when he cannot make the opening.
Communications per the attached outline were brought to the
attention of the City Council. No action was taken on any
communications unless specifically noted in these minutes.
City Manager's Report
City.17anager Callinan referred Council to his memo dated
January 23, 1980 for explanation of all matters on the City
Manager's Report section of the agenda.
League of Calif.
City..Manager Callinan indicated that the League of California
Cities
Cities would be meeting in Ukiah on February 1 and 2, 1980 and
any Councilmen wishing to_ attend should contact him.

Copeland,Creek ,City..Manager,Callinan informed that a small grant had been
Parcourse obtained,-for the purchase of a parcourse to be located on
Copeland Creek, indicated that proposals had been solicited
as outlined in Administrative Asst. Melvin Jones January 28th
memorandum, a..cpp-y of which is attached to the original set
of these minutes.

Upon motion of Councilman Carbone, seconded by Councilman
Stewart.and approved by the following roll call vote, Council
approved a parcourse to be installed by Parcourse, Ltd. to be
Located on Copeland Creek.

Council , man Carbone initiated discussion concerning Rohnert
Park's hosting a Jogging marathon, invitational type in Rohnert
Park.
City Manage I r Callinan indicated that the jogging marathon
sponsored by the Special Olympics had contacted him and he
had referred eferred them to Bill Brown,at the golf course and had not
heard anything indicating any problems.
Taxi Service Councilman Carbone referred to the letter of January 28, 1980
from Rohnert Park Taxi changing their hours, object to their
ways of doing business and felt that their services should be
reviewed.
Councilman Hopkins Councilman Hopkins returned to the Council Chambers at this

National League of
Cities Conference
Councilman Hopkins initiated a discussion concerning the
,possibility of all Councilmember,smeeting with representatives
of'Internatlonal Systems Inc. for an informative, informal
meeting.
1980 National Children'g� Dental Health Week
Mayor Roberts'explained'the Proclamation.
Upon motion of Mayor Roberts, seconded by Councilman Hopkins,
and unanimously approved, Council Proclaimed February 3 through
1980 as 1980 National Children's Dental Health Week.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone and unanimously approved, the Council approved atten-
by any Councilman desiring to do so, at the National
'League of Cities conference in Washington D.C.
Conflict of Interest Mayor Roberts requested City Attorney Flitner explain to the
press his alleged conflict of interest being a board member'�
for the Redwood'Pacific'Savings and Loan Association.

City Attorney Flitner reviewed conflict of interest laws.
Discussion followed upon which Mayor Roberts indicated for the
record that he has not and would not be voting on any matters
that might have a conflict of interest in regards to his
serving as a board member for - Redwood Pacific Savings and
Loan Association.
Unscheduled Public Councilman Hopkins inquired of the audience if there were
Appearances anyone present running for City Council.
Sam Clauder, Arlen Drive was recognized and indicated that he
was a candidate for the City Council and reported that he would
like to have the Council possibly working on a joint Cultural
Performing Arts facility with Sonoma State University.
Jack Behl, 55 Alan Avenue was recognized and commented on the
letter he had received from City Manager Callinan dated
January 21, 1930 concerning his questions brought up at several
Council meetings. Discussion followed.

Discussion continued between Councilman Stewart and Mr. Behlo
Paul Hughes Mr. Paul Hughes, 6359 San Benito Drive was recognized and
initiated discussion concerning contacting the Rohnert Park
Police Dept. in efforts to organize a Neighborhood Watch
program in his neighborhood.
Councilman Hopkins brought up -the possibility of getting
students at the High School involved in a neighborhood watch
program also.
Meeting with Cotati City Manager Callinan informed the Council of a City of Cotati
request for a Cotati hosted ,point meeting of the Councils on
February 5, 1980.
Adjournment There being no further business, Mayor Roberts adjourned the
meeting at approximately 3048 p.m.

CONCERNING THE EVENTS OF RANCHO COTATI HIGH SCHOOL BAND AND AVENIDA
CALA IN THE LAST COUPLE OF WEEKS,, NOT EVERYONE SEEMS TO HAVE THE SAME
POINT OF VIEW AS THE CRUMPS AND THEIR NEXT DOOR NEIGHBOR. MOST OF THE
PEOPLE IN THE NEIGHBORHOOD THROUGHLY ENJOY, THE BAND BUT SEEM TO BE GETTING
THE BLAME FOR THE ACTIONS OF A FEW PEOPLE IN THE NEIGHBORHOOD WHICH
DOESN'T SEEM FAIR.
MY HUSBAND WORKS NIGHTS AND SLEEPS DAYS BUT YET HE LOOKS FORWARD TO
HEARING THE BAND, KNOWING THAT THE YOUNG ADULTS ARE GETTING SOME BENEFIT FROM IT
INSTEAD OF OUT GETTING INTO MISCHIEF.
AS FOR MYSELF, I ENJOY LISTENING TO THE BAND ON MY DAY OFF KNOWING
THAT THE MUSIC IS A GREAT BENEFIT IN LIFE AND A MEANS OF EXPRESSING THEMSELVES,
HOW DO THEY EXPECT THE YOUNG ADULTD TO TROMP THRU THE MUD TO PRACTICE
MARCHING. ISN'T IT A LITTLE RIDICULOUS THAT THESE PEOPLE MAKE A FUSS OVER
A LITTLE MUSIC WHEN MOST OF US BLARE OUR STEROS AROUND HOME ALL THE TIME
AND NO ONE EVER COMPLAINS ABOUT THAT TYPE OF MUSIC.
CONCERNING THE THROUGHFARE ON CAMINO CORTO. WE HAVE NEVER HAD ANY
PROBLEMS AT ALL GOING THROUGH. THE BAND HAS ALWAYS BEEN OBLIGING IN MOVING
TO THE SIDE SO THAT WE COULD PASS. THE ONLY PROBLEM I CAN FORSEE IS IF
THE DRIVER GETS OBNOXIOUS THEN THE BAND HAS A RIGHT TO DEFEND THE RIGHTS
AS A PEDESTRIAN.
I HAVE A QUESTION OF THE PEOPLE COMPLAINING. WHY DID THEY BUY A HOUSE
BY THE HIGH SCHOOL IF THEY DON'T LIKE THE THINGS THAT GO ALONG WITH IT?
IN CONCLUSION I WANT TO ADD THAT SINCE THIS HAS COME OUT IN THE OPEN
I'VE BEEN GETTING PHONE CALLS FROM FRIENDS ASKING WHY WE ARE COMPLAINING
ABOUT THE MUSIC WHEN THERE ARE MUCH BETTER THINGS IN THE SCHOOL DISTRICT
TO COMPLAIN ABOUT.
