The Council of the City of Rohnert Park met this date in
regular session commencing at 7:00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Roberts
presiding. The regular session was preceded by an executive
session which commenced at 7:00 p.m. and at which all
Councilmen and City Manager Callinan were present and which
was held to. discuss personnel and litigation matters.

Upon motion of Councilman Beary, seconded by Councilman Carbone,

the final maps for Industrial Center Way Subdivision and Cope -
land Creek Gardens Condominiums on the consent calendar were
approved.

City Manager Callinan referred the Council to his memo dated
Industrial Center Way
February 21, 1980 concerning Project No. 1979 -7, Industrial
Assessment District
Center Way Assessment District, pointed out the scheduled
public hearing had been given by publication of the required
legal notices and by the required mailings to the property
owners.
Mayor Roberts opened the public hearing on Project No. 1979 -7,
Industrial Center Way Assessment District.
City Manager Callinan referred -to the Engineer's Report,
explained it, referred to the assessment diagram on display,
reviewed the construction bids received on February 20, 1980,
pointed out that he was unable to negotiate sale of bonds for
the project at a satisfactory rate with Mr. Kern Schumacher,
the only verbal bidder on the bonds, and that at a 30% discount
Mr. Callinan requested that the public hearing be continued
to the next Council meeting to try and negotiate further on
the sale of the bonds.
Boy*Scduts Mock City
Council Meeting
City Manager Callinah informed that today had been designated
as "Scouts in Government Day" whereby Boy Scouts had been
assigned to various departments to observe their operations.
He disseminated copies of "Mock City Council Meeting," agenda
(a copy of which is attached to the original set of these
minutes).
Mayor Roberts introduced each Boy,Scout Council member,
City Attorney and City Manager to the audience.
Upon Scout. Mayor Mike Chapman's request the Council would
initiate discussion concerning three tonics: 1) vandalism,
2) parks and recreation improvements and 3) litter and pollu-
tion.
Vandalism Scout Director of Public Safety Baron Braccia indicated that
a great deal of vandalism took place in the city's creeks.
Mrs.Foll, Larch Avenue, Cotati was recognized and inquired
of the Scout Council where they.thought the majority of the
city's vandalism took place. Discussion followed between
Scout Council and Mrs. Foil.
Mrs. Stark, Holly Avenue, was recognized and commented on the
amount of grocery carts taken from shopping center lots, later
to be found in creeks, bushes, etc. Mrs. Stark recommended
a anonymous call station in the Public Safety Department
for persons desiring to give information concerning vandalism
and crimes but wishing to remain anonymous

There being no one in the audience desiring to be heard and
no written communications received the Council continued the
public hearing to its March 10, 1980 meeting at 7:00 p.m.

Verde Industrial Subdivision on the west side of the freeway.
Planning Director Skanchy explained the proposed project
referring to site plans and elevations on display and noted
that the application had been approved by the Planning Commis-
sion subject to conditions.
Mayor Roberts opened,the public hearing on the application for
precise development plan and architectural review for a freight
transfer facility to be located on Martin Avenue.
There being no one to be -heard and no written
communications received, Mayor Roberts closed the public
hearing.
Upon motion of Councilman Carbone, duly seconded, and
unanimously approved, the Council approved Al and Patricia
Lewis' application for precise development plan and
architedtui-al review for a freight transfer facility to be
developed on Martin Avenue in the Laguna Verde Industrial
Subdivision on the west side of the freeway subject to the
coTiditions'recommended in the Planning Staff report.

Parks and Recreation Scout City.Manager Doug Clifton commented on the.number of
Improvements dogs running loose in city parks and felt that something should
be done to control this. Discussion followed.

Resolution No. 80 -55
Scout Council inquired of City staff the Length of time until
Sunrise and H Park could'be complete.
Mr. Bill Jacobi of the.Parks and Recreation Commission was
recognized and indicated that Sunrise and H Parks were in
.the process of being reviewed by the commission and that
these parks will be developed as funds come in.
Scout Councilman Chris Gilber initiated discussion concerning
the,possibility of locating .4 movie theatre within Rohnert Park.
Scout Councilman Chris Gilbert also expressed concern for
city plants located in the parks,, indicating that he felt they
should have protective fences or boarders around them to keep
them.from being damaged by park users.
Scout.Councilman Chris Gilbert commented on city sewers back -
ing up with litter during the rainy season.
Mr. Foll, Larch ,Avenue, was recognized and impressed the
importance of having garbage lids on to prevent rats within
the city.
Scout Director of Public Safety Baron Braccia commented on the
amount of ants and .litter at the schools.'
The Scout Mayor adjourned the meeting at approximately 8:20 p.m.

Mayor Roberts declared a recess at this point in the meeting,
the time being approximately,8:30,p.m.
Mayor Roberts reconvened the meeting at approximately 8:34 p.m.
with all Councilmen present.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
ESTABLISHING THE ROHNERT PARK MOBILE ADVISORY COMMITTEE
City Manager Callinan explained the resolution.
City Manager Callinan referred the Council to has memo dated
February 21, 1980 concerning Councilman Carbone °s request to
discuss a resolution which would establish a mobile Dome
advisory committee. He indicated that a copy of the proposed
resolution_ had been provided to each Councilman.
Mayor Roberts opened a public hearing on the proposed establish-
ment of a mobile home parks advisory committee.
Mayor Roberts read aloud a revised draft of the proposed
resolution to establish a mobile home advisory committee within
Rohnert Park.

Mr, Sam Clauder, Arlen Drive, was recognized and inquired if
Sonoma Grove was considered a mobile home park. He was
answered in the negative.
James Plenty, Las Casitas Mobile Home Park, was recognized and
expressed his support for the resolution as revised.
Jan Woodruff, Rancho Verde Mobile Home Park, was recognized
and commented on the lack of maintenance to the streets adjoin-
ing Rancho Verde.
Discussion followed.
Vi Kleeman, Valley Village Mobile Home Park, requested that
condition "A", the condition of improvements within the city's
mobile home parks, including, but not limited to the condition
..of mobile home park lighting, streets, driveways and sidewalks,
fences and other enclosures, including Title 25 of the State
Code of mobile home.parks, spacing and setback requirements,
swimming pool regulations as to code and health, parking
requirements and compliance therewith, compliance of utility
connections and installation; be put back into the proposed
resolution. She also stated that letters had been sent
to the landlord of Valley Village concerning problems with
the park and no response had been received.
Al Bandwater, Rancho.Grande Mobile Home Park, was recognized
and expressed support for the original proposed resolution.
Sol Becker, Golden Gate Mobile Home Owners League representative,
was,recognized and ' commented on the many problems of the mobile
home owners. Discussion followed.
John Vernon, Rancho,Grande Mobile Home Park, was recognized
and initiated a discussion concerning rent contracts.
Joe Full, Rancho ' Grande Mobile Home Park, was recognized and
requested Council wait another month before taking any action
on this matter so that everyone new to the issue could be
aware of what was taking place.
Cook Tillsrow, Rancho Grande Mobile Home Park, was recognized
and expressed support for the proposed revised resolution.
Charles Kitchen, Hollingsworth Circle, endorsed-the revised
proposed resolution.
Pity Manager Callinan,informed of correspondence received
from:
1. LaVerne Mikesell, Valley Village Mobile Home Park, re.
rent, stabilization and an estimated outlined budget for
that. park.
2. Richard C. Bessire, Managing Co., Las Casitas Mobile Home
Park, re. rent control/rent increases.
There being no one else desiring to be heard, Mayor Roberts
closed the public hearing. .

Mayor Roberts suggested the advisory committee meetings take
place at the City Offices +.n- eliminate onfusion of the meet-
ings location and that a member of the city staff be present
,at all. meetings to keep accurate minutes.
Upon motion of Councilman Carbone, seconded by Councilman
Stewart, and unanimously approved, reading of Resolution No.
80-55 as revised was waived and said resolution was adopted.
Recess Mayor Roberts declared a recess at this point in the meeting,
the time being approximately 9:25 p.m.
Reconvene, Mayor Roberts reconvened the meeting at approximately 9:34p.m.
with all Councilmen present.
Community Center Site City Manager Cdllinan referred the Council to his memo dated
Development. February 21, 1980 concerning cerning the I Community Center site develop-
ment, introduced John Miller of Roland/Miller/Associates to
give an update progress report on the proposed athletic
facility and the performing arts theatre.
Mr. John Miller, Architect reviewed with Council a revised
site plan and proposed floor plan and elevations L of the
proposed athletic facility all of which were on display.
Discussion followed during which Mr. Miller indicated that
initial drawings for the proposed performing arts facility
would be ready within a month.
Councilman Stewart Councilman Stewart left the Council Chambers at this point
Leaves and Returns in the meeting, the,time being-approximately 9:51 p.m. and
returned at approximately 9:52 p.m.
Local Transit Plans City Manager Callinan referred the Council to his memo dated
February 21, 1980 concerning a staff update to provide addition-
al local transit within the community.
City Engineer Brust reviewed, by use of a map on display, the
proposed routes for additional local transit. Discussion
followed.
Bill O'Connell, Sonoma County Public Works Department, was
recognized and indicated the proposed routes had been timed
and they were satisfactory.
Councilman Carbone Councilman Carbone left the Council Chambers at this point

1980-85 Sonoma County City Manager Callinan referred the Council to his meeting memo
Transportation Plan dated February 21, 1980 concerning the 5 Year Transportation
Plan for Sonoma County, indicated that copies of the draft
amendment to the original:.5 year plan had been provided to
each Council member. City Manager Callinan introduced Mr. Dave
Knight, Sonoma County Transportation Planner, to discuss
the plan with the Council.and answer any questions.
Dave Knight, Transportation Planner, was recognized and gave
a presentation on the new, 5 Year Transportation Plan for
Sonoma County. Discussion followed.

Earl Bailey, Rohnert Park Taxi Service, was recognized and
commented that he would be interested in a joint transporta-
tion plan with the city. Discussion followed between Council
and Mr. Bailey with Mr. Knight participating.
Councilman Carbone Councilman Carbone returned to the Council Chambers at this

City Manager Callinan inquired of Mr. Knight if the busses
proposed for the transportation plan provided handicap
accessibility.
Mr. Knight informed that they would and at considerable
additional cost. Discussion followed concerning the financial
reasonableness of providing for the severely handicapped
on all vehicles.
Further discussion followed and the Council agreed to putting
the revised 5 Year Transportation Plan on the next Council
meeting agenda for a resolution of support.
Councilman Beary Leaves .Councilman Beary left the Council Chambers at this point in
the meeting, the time being approximately 10!30 p.m.
1980 Swimming Pool Rates City Manager Callinan referred the Council to his memo dated
February 21, 1980 concerning swimming pool rates as
prepared by the Recreation Department staff and approved by
the Parks and Recreation Commission. He read aloud proposed
rates (a copy of which is attached to the original set of these
minutes), expressed concern of imposition of a 75� rate for
youngsters from 6-17 years of age. Mr. Callinan requested
that the rate be held to a 50� maximum for youngsters at
least up until 15 years as a minimum.
Upon motion of Councilman Carbone,. seconded by Councilman
Stewart, and approved by the following roll call vote, the
iCouncil approved the 1980 swimming pool rates as submitted
by the Parks and Recreation Commission and authorized the
City Manager to make the changes in the proposed rates that
he deemed appropriate.

A copy of the final rate structure as revised, is attached
to the original set of these minutes.
Due to the lateness of the hour, the Council agreed to defer
that staff presentation concerning "Scheduling of playfields",.
Mayor Roberts inquired if Steve Cincera could return to the
next City Council meeting to further discuss the City's
playfields. Mr.,Cincera answered in the affirmative.
North.Bay Regional City, Manager Cal linan referred the Council to his meeting memo
Criminal justice dated February 21, 1980 concerning a requested response to the
Planning Board January 30, 1980 let ' ter from North Bay Regional Criminal
Justice Planning Board to express a preference on how to
participate in the receipt and administration of Law Enforcement
Administration Assistance Funds. City Manager Callinan recom-
mended that Council adopt Option 2 listed in the letter.

Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and approved by the following roll call vote,
the Council adopted Option No. 2, i.e. to continue as a multi/
county /city combination entitlement jurisdiction similar to the
present regional alignment.'"

Councilman Beary Returns
Councilman Beary returned to the Council Chambers at this
point; the time being approximately 10:45 p.m.
Communications
Communications per the attached outline were brought to the
attention of the City Council. No action was taken on any
communications except as specifically noted in these minutes.
Soccerfield Lights
City Manager Callinan, referring to a drawing on display,
gave a brief verbal update report t3 the Council on the status
of Lighting the play field at Evergreen School for use
as a soccer field. Discussion followed.
Cotati Sewer Agreement'
City Manager Callinan reported that the City of Cotati had
submitted another draft of the proposed sewer agreement which
staff finds unacceptable. Discussion followed during which
the Council indicated that it had discussed with the
Cotati Council at the recent dinner meeting, Rohnert Park's
willingness to reduce the Lead Agency Burden Allowance from
$10,000 to $5,000 provided that Cotati approves the draft of
the sewer agreement acceptable to Rohnert Park.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, the Council approved reduc-
ing the Lead Agency Burden Allowance from $10,000 to $5,000
in the Rohnert Park approved proposed sewer agreement with
Cotati:'
Rohnert Park Taxi
Earl Bailey, Rohnert Park Taxi Service, was recognized and

commented on some of the complaints allegedly associated with
his services. Mr. Bailey informed of the amount of intoxicated
persons picked up in the Cotati area and the amount of youngster
calling and giving drivers the run around during the late night
shift. Mr. Bailey pointed out his decision to eliminate the
late night hour shift in Rohnert Park was because he felt
that 'service was dead in Rohnert Park at that time. Discus -
sion followed.
Meeting Extension
Due to the reaching of the 11:00 p.m. adjournment deadline,
other matters listed on the agenda were to be deferred to the
next Council meeting.
Upon motion duly made and seconded by Councilman Stewart
and unanimously approved, the Council agreed to move ahead
on the agenda and go can to Matters from Councilmen'due to
the lateness of the meeting and to extend the 11:00p.m.
adjournment deadline to 11'.15 p.m.

Jolly Joggers Councilman Carbone initiated discussion concerning sponsoring
Marathon a Jolly Joggers Marathon within Rohnert Park to help raise
funds to rubberize the Rancho Cotate High School track,
reviewed program layout and indicated that both Rohnert Park -
Cotati School'District and the Recreation Department could
help also.
Upon motion of Councilman Carbone, seconded by Councilman
Roberts, and unanimously approved, Council approved the
concept of the Jolly Joggers Marathon project to help raise
funds to improve the Rancho Cotate High School track.
Councilman Carbone indicated that he would provide the
Council with more information at a later date.
Resignation /Councilman Councilman Beary informed of his resignation from the City
Beary Council and pointed out that it was an effort to dramatize
inadequacies of the conflict of interest code and thanked
everyone for being able to serve on the Council. (A copy
of Councilman Beary's resignation letter is attached to the
original set of these minutes.)
Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved, the Council accepted
Councilman Beary's resignation from the Rohnert Park City
Council with sincere regret.
Mayor Roberts reflected on the many hours and the efforts
spent by Councilman Beary while serving distinguishly on the
Council.
Mr. Sam Caluder, Arlen Drive, quoted an article fromthe
newspaper on Councilman Beary's resignation and conflict
of interest and expressed his feelings on same.
Adjournment. There being no further busines% Mayor Roberts adjourned the
meeting at approximately 11:17 p.m.
